Rhetorical Analysis Of Red Rock Canyon
In the city of Las Vegas, people go through the daily trails and tribulations that the city has to offer.
People constantly on the go, worried about the collection of money, pollution filling our lungs and
tackled with the constant worries of reality. Being in the city, it seems as there is no escape from the
madness that is being offered. Surrounded by the man made building and artificial light that
illuminates the struggle of these streets. Although, there is a place that offers freedom about fifteen
minutes away from the cities madness. A place where the air is fresh, a place where gargantuan
rocks act as buildings, a place where the sun, moon and stars are the source of light and a place that
provides freedom from the worries of the city. This center of nature providing freedom from the
busy city life is Red Rock Canyon. Red Rock Canyon as a space has a rhetorical significance as a
location of freedom from city life with the multitude of space it provides. Red Rock Canyon serves
as an example of space and place in rhetoric and also creates ties to visual rhetoric with the unique
scenery and imagery being offered. In addition aspects of memory such as cultural memory and
public memory can be connected to Red Rock. To begin this analysis of Red Rock Canyon, is the
notion of Red Rock Canyon being a place defined by its theory of rhetoric. According to Danielle
Enders and Samantha Senda–Cook in their article " Rhetoric Matters: The Rhetoric of Place in
Protest", "Place refers to particular locations (e.g., a city, a particular shopping mall, or a park) that
are semi–bounded, a combination of material and symbolic qualities, and embodied. For example a
city is semi–bounded by city limits (semi–bounded because these limits can be a matter of debate,
change over time, or be re–drawn within a single year), includes material structures like buildings
and roads, has symbolic meanings such as being perceived as a college town or an urban metropolis,
and is experienced on a daily basis by the people who live, work, or visit it" ( Enders, Cook Pg.259,
2011). Red Rock Canyon itself is a particular location that is semi–bounded by rules and regulation
that are set within

The Effects Of High Compliance Rate On Municipal City Of...
Research Design and Methodology
4.1Introduction
The purpose of this study is to find out what are the causes of the high compliance rate in property
taxes in the municipal city of Portmore, Jamaica. Taxes are of essential importance to small
developing countries as they do not have much needed resources. As further developments takes
place in the municipal city property values will increase, hence the amount of property tax collected
by the Portmore municipal council will also increase. This increase however, is not a guarantee that
the tax collection will be sufficient in the maintenance of the community due to the rising cost of
goods and services. Hence continuous voluntary compliance is essential and important as it most
efficient for both the tax payer and the tax authorities.
This section gives the hypothesis or research perspectives, the design of the research and the
methods that were used to gather the data.
4.2 Hypotheses/ Research Perspectives
My research perspective on the Municipal City of Portmore attaining the highest compliance rate
property tax collections in Jamaica are:
That the tax payers have recognised the need and importance of property tax to the community.
The taxpayers are knowledgeable about property tax and the consequences if not paid.
The local authorities are ensuring that the community is well maintained by effectively and
efficiently using the tax collecting in providing services such as timely collection of garbage,
maintaining and

Est1 Task 1 Local Government
Establishing a formal government on the newly secured property called Pequena Isla would take a
great deal of consideration to ensure prosperity in the future.
Local government
Pequena Isla will use a general purpose and perform essential services such as law enforcement,
park services, maintaining roads, human services and public works (Dye & MacManus, 2015). To
ensure quality educational services, they will also use a special purpose government to establish and
maintain school districts (Dye & MacManus, 2015).
Form of government
A rural county government would make for an excellent political structure while giving the residents
common services. It would also give private businesses opportunities for maintenance, healthcare,
waste disposal services, and recreational services, which would not only bring business and jobs but
more citizens as well. The services our government would provide ... Show more content on

Management system
To allow future growth Pequena Isla will utilize the more professional and versatile county
administrator structure Isla. This type of government would let the local elected officials work on
the legislative aspects while hiring a highly qualified individual to manage the county operations. It
would also be beneficial because some of the elected county members may not be experienced
leading a county, but this would give the count the opportunity to hire a knowledgeable and capable
person to manage the county.
Leadership instatement
Pequena Isla will have three county commissioners that are elected into office every four years
overlapping to ensure an experienced commissioner is in office at all times ((Dye & MacManus,
2015). They will

The Formal Mission Of Collin County
Collin County is a governing body north of Dallas that has been experiencing rapid growth over the
past decade. Planning for the population growth, businesses expansions, and county debt has been
needed in order for the county to be sustainable during the great recession. The formal mission of
Collin County is to deliver services including justice, public safety, infrastructure, and public health
as mandated by the State of Texas and to execute other priorities as determined by the
Commissioners Court (Collin County). The mission statement is very concise and specific at times
by mentioning the main services that are provided, such as justice, public safety, infrastructure, and
public health. Length of mission statements can be cumbersome at times to understand because of
conflicting views. Collin's mission provides insight into the purpose that the organization is trying to
fulfill and constitutes of a great statement. Collin County's mission statement does not guide
particular actions or policies because it is there for public relations. Collin County does not have a
clear strategic plan for the county in general. There are a few strategic plans that are current in the
park district, but none have been implemented for the organization as a whole. Several capital
improvement plans are in place to improve transportation in and around the county. Current capital
project plans were implemented in 2007 and are still works in progress. The capital plans hint at the

Why We Need An Urban County Government
Why We Need an Urban County Government
For too long this area has taken a back seat to the larger cities around us. We need to join the rest of
the progressive regions in this state and establish a new, more efficient form of government. Pulaski
County and the cities of Somerset, Science Hill, Ferguson, and Burnside need to merge together and
create an urban county government. This will help to consolidate duplicate services, provide better
representation for the citizens of Pulaski County, and strengthen the economy in this region.
We live in a magnificent part of the state of Kentucky. We have picturesque landscapes, really
pleasant residents, and a magnificent lake that supports a huge part of our economy through tourism.

As a result, it is possible for the citizens to vote to implement this type of government. Therefore, in
April of 2013 the Somerset–Pulaski County United group formed and began the process of having
feasibility studies done to see if the formation of an urban county government would be an
alternative that would serve our area well. According to the Commonwealth Journal, a newspaper in
Somerset, Kentucky, "A group of about 60 community leaders, clustered as Somerset–Pulaski
County United (SPCU), is embarking on a study to determine if a consolidated or united
government in Pulaski County would be more efficient and more responsive to the county's 63,000
residents." (Mardis and Shmidheiser). This group, a cross–section that well represents the residents
of this county, believes that the formation an urban county government is a great opportunity for all
our futures.
Unfortunately, the SPCU has faced much antagonism in this initial phase of work. Many current
government leaders are afraid of what changes might do to their positions of power. But these same
leaders are also the ones who create problems and allow current ones to continue. Having a council
of peers will give a voice everyone in the area, not just the few who reside in the

Persuasive Essay
Every summer since I can remember my family and I have spent part of our summer break camping
at our favorite place in the Sierra Nevada Mountains, in California. Clarks Fork is an old road with
three campgrounds, one being called Clarks Fork. It's where I have made endless memories with
family and friends. It's where my best friend and I have grown up each summer. The first thing that
is noticeable in (we will see when we look at) this picture is the two young girls, smiling big. Those
two young girls in the picture are my sister and I. The one on the left with the long black hair, in two
braids is my not so little, younger sister, and I am the blonde (one) on the right. This picture shows
so much more than (you) anyone could ever guess. I have grown up at Clarks Fork. My sister and I
have gone on endless hikes and fishing trips. We are fortunate we were able to grow up running
around, for weeks at a time in such a beautiful place. Right over my right shoulder is an amazing
sight of a stunningly beautiful green pasture with gorgeous white daisies and yellow daisies, that are
just radiant against the green of the pasture and the blue sky of a beautiful day. We were so lucky to
have such a beautiful day, we had expected a horrendous rain storm that weekend. This green
pasture below the mountain and the tree line, is known as the end of the road meadow to us. It is
where most of the time we would (you would) find horses roaming around. Also a great fishing hole

Lake Mead Persuasive Speech
Introduction
[Attention Getter ] When I first came to Las Vegas in the summer of 2003, we visited the Lake
Mead very often and knowing now of how much lower the water has gotten over the years has been
quite shocking to me.
[Audience Justification / Relevance] Since I been living in Las Vegas for about 15 years now, I've
noticed how much the drought has affected us here.
[Thesis Statement] Lake Mead has suffered a drought for more than 15 years, causing Nevada
residents to cut back on water usage.
[Preview of Main Points] That being said, I would like to inform you about what is causing the
drought in Lake Mead, how it's affecting Nevada residents and ways that we been trying to improve
the situation.

Where The Grand Canyon And Lake Mead Collide
Where the Grand Canyon and Lake Mead collide, sits an ecological and historical oasis. The Virgin
Mountains stand tall in the background as waterfront views of Mead paint an unforgettable scene.
This desert abode served as host for early prehistoric inhabitants, Native Americans, early pioneers,
Spanish miners, and presently outdoor enthusiasts. Adventurists have the opportunity to explore
over 800 miles of intertwining roads that braid the landscape. Gold Butte has remained one of
Mojave 's most precious secrets for decades. This elegant desert hides only an hour and a half drive
east of Las Vegas and just south of Mesquite Nevada. Gold Butte 's ecosystem is comprised of
diverse organisms, many of which are sacred and protected plants and animals. Joshua trees sit
nestled deep in the mineral enriched sand, while the bighorn sheep and tortoise roam the vast desert
terrain. The almost 350,000 acres of public land is sculpted with rugged mountains, sandstone
outcroppings, yucca forests, slot canyons, and flat top mesas. Is it possible that a place with such a
unique array of wildlife and history can exist and remain a secret? Unfortunately, due to many
factors over the past 20 years, Gold Butte has been on center stage, but not just for tourism.
The technological uses of smart phones, GPS, digital maps, internet, and even social websites have
made it inherently impossible to keep public lands a secret. However, Gold Butte 's fame did not

Child Poverty Is A Harsh Condition
Children in Poverty in Las Vegas
Poverty is a harsh condition which is relentless at any given age. The difference among poverty in
children and poverty in adults is that poverty in children could leave effects impacting the children
for the rest of his life. Southern Nevada, specifically the Las Vegas Valley has one of the highest
rates in children poverty of the nation. According to Talkpoberty.org in the state of Nevada itself,
one in every four kids live in poverty. The issue of child poverty is one which the majority of
Nevadans don't take into consideration. Child poverty is an issue which affects the children in all
aspects of his life and leaving life lasting impacts.
For more than a decade the state of Nevada has struggled with the issue of poverty in general,
furthermore it has majorly struggled with the issue of child poverty. Ever since the recession of 2008
we have seen increments in the number of poverty in general, in which more children continue to
seem affected. Furthermore the poverty levels seem to continue to increase "The number of children
living in poverty in Nevada is at 23 percent, up from 15 percent in 2008" (Rise in Poverty). The high
levels of unemployment in parents seem to be the most influential issue that sets families under the
poverty line. "Similarly the number of children whose parents lack stable jobs has risen 6 points to
32 percent" (Rise in Poverty).
Children seem to be greatly affected by poverty in the academic aspect. Kids are

The Mayor Case Study
The Role of the Mayor
Introduction to the Issue
This essay aims to examine the role of the mayor in regards to the politics of local government in
Ontario. The process of the development of public policy has shifted considerably during the last
few decades. Due to the advent of globalization and of social media, public sector decision making
has expanded to include more stakeholders than ever before. As a result, mayors have come under
significant pressures to engage not only political actors in decision making, but also communities
and individuals as well, which changes the way that they operate in their public role. This indicates
that the idea of municipal governance may also be changing within the minds of citizens. This essay
will draw on a case study based on the city of Mississauga and its needs from the mayor and city
council. This essay strives to provide insight into the process of developing a strong mayoral

A Model Of Governance Through Capitalistic Ideals
Want to know a little known fact? Local government is one of the most influential factors in the
American way of life, but it is not even mentioned in the U.S. Constitution. Essentially the
Constitution set up national and state governments but leaves local governments out creating a gray
area. This area has been filled with many different methods and types of government. One of the
ideas which pertains to filling this gray area is the Tiebout model. In essence this is a model of
governance through capitalistic ideals. In the Tiebout model cities and metros are divided up into
micro–jurisdiction entice or deter specific citizens based on the jurisdicition's services and taxes.
This train of thought assumes things about the people who live in these cities. These assumptions,
applied to a simple majority, would surely ensure this methods success, but it may not be feasible.
Because many dislike the Tiebout method revision can be made and there are numerous alternatives
also.
In order for the Tiebout model to be successful, at least two assumptions must be made about
citizens. The first assumption that must be made is that the average, or at least the majority, of
citizens are both informed and motived to stay up to date on policies. Each citizens would need to
commit to enough different news sources to understand local politics and its entirety. This applies to
obvious things like watching tax changes in their local government, as well as other areas. It also

they are work alcoholics. My grandpa has his own business so every day after my grandma gets

and they drove up there to help by providing a generator, etc. 3. Do you see yourself in a better place

Just raising the cost of water is not sufficient, as it does not discourage people from using more
water because they are not forced to use less. An acceptable, humane amount of water per person
should be decided upon by the water conservation act, and if this amount is exceeded, the cost for
additional gallons of water should be triple what is normally paid. This would be effective in
discouraging people from using too much water and depleting the supply. It might sound harsh, but
imagine that Lake Mead actually did dry up because of global warming. The effects of losing a
major water supply to the Southwestern United States would be devastating, and would affect many
more people than just those living in Clark County, Nevada. The question remains, how will Las
Vegas ever become conservative with its water when it is the Entertainment Capital of the World?
Yes, the citizens of Las Vegas can abide by the rules and regulations of the water district, and could
even be held to the proposed water conservation act, but what about all the millions of tourists who

The county commission is pretty neat. They decide what our taxes go towards and try to improve

my county commission do for me? The taxes we pay go towards making the state better as a whole.
The county commission is there to make sure our taxes are not wasted. If we have more parks and

and jobs help make West Virginia the best it can be. If the county commission can create jobs, then

The Groundwater Of California Is A Serious Policy Matter
The groundwater of California is a serious policy matter in legislation. If there is drought, such as
years like this, then management is necessary because it may encourage more pumping to supplant
the water not gathered from other resources. Groundwater can account for as much as 35% of all the
water used by California (cite). Unfortunately, there are not many laws established to regulate
groundwater. The basins can replenish if they are pumped on a limited basis during normal or peak
years. Luckily, proposals have been brought forth to help regulate ground water basins to insure
their use is efficient and does not harm the environment.

There are some proposals that are favorites to be pushed through legislation that can help start the
process of managing our groundwater usage.
The local agriculture groups do not want the state to manage the groundwater based on their

charge of their groundwater. Governor Brown has proposed his "Water Action Plan", which is a
series of actions that the local entities should perform. Another significant proposal is bill SB–1168,
which is making its rounds in legislation and is authored by Senator Pavley. Each plan has its own
merits that will be explored.

Photo By: Michael Iverson, Virgin Mountains 2016
Where the Grand Canyon and Lake Mead collide, sits an ecological and historical oasis. The Virgin
Mountains stand tall in the background as waterfront views of Mead paint an unforgettable scene.
This desert abode served as host for early prehistoric inhabitants, Native Americans, early pioneers,
Spanish miners, and presently outdoor enthusiasts. Adventurists have the opportunity to explore
over 800 miles of intertwining roads that braid the landscape. Gold Butte has remained one of
Mojave 's most precious secrets for decades. This elegant desert hides only an hour and a half drive
east of Las Vegas and just south of Mesquite, Nevada.
The technological uses of smartphones, GPS, digital maps, the internet, and even social websites
have made it inherently impossible to keep public lands a secret. However, Gold

Texas Politics Essay
Chapter 11 of the textbook, 'Texas Politics", it is primarily about the purpose and structure of the
local governments within the state of Texas. Texas has 254 counties, the most of any state. Each
county is governed by a five–member Commissioners Court, which consists of a County Judge
(elected at–large) and four Commissioners (elected from single–member precincts). The County
Judge has no veto authority over the decisions of the Court, s/he has one vote along with the other
Commissioners. In smaller counties, the County Judge also performs judicial functions, while in
larger counties his/her role is limited to the Court. Elections are held on a partisan basis. Counties

Clark County Museum Essay
The field trip to the Clark County Museum was a hot, but enlightening experience. Different aspects
of Nevada, especially the Clark county region, were presented through technological advancements
and the evolutions in the culture of those who lived in the area. The most interesting part of the tour
was going through the homes on Heritage Street. It was very intriguing to see how the era heavily
influenced the houses and the way of life during the time. The time was reflected on the different
aesthetic and functional aspects of the houses.
Many of the houses' exteriors resemble the style that people attempt to mimic in today's
neighborhoods to create a nostalgic connection for those who seek that feeling. The interior design
is where the differences in each house can be found. For example, during the 1920s the homes were
simple and lacked the amount of technology that houses found later in time had implemented. The
houses in the past were smaller and composed of: a parlor room with with a piano and few seats, a
small kitchen, a family room, a dining room, and some of the bed rooms. The mannequins wore
clothes that were popular during the era; they were posed doing actions that normal life was

for the country the house also contained pictures and paintings from the time; some were of different

Central Precinct Of The Clark County Sheriff 's Office
So there I was, sitting in the parking lot of the Central Precinct of the Clark County Sheriff's Office.
It was about 1745 in the evening when I knocked on the side entrance of the precinct to begin my
ride–along. I was a little apprehensive about both meeting all of the deputies and the ride–along
itself. As I ascended the steps into their briefing room, I remember thinking about how ironic it was
that I was a little nervous considering I have been to Iraq and been in convoys and helped with

rather he was simply corrected and it was explained to him what he did wrong and why it was a big

Eminence: The Common Persons Perspective
Eminence : The Common Persons Perspective According to Merriam Webster Dictionary, Political
Geography is a branch of geography that deals with human governments, the boundaries and
subdivisions of political units (as nations or states), and the situations of cities. Political Geography
concerns itself with trying to understand how spatial distributions of structures effect relations and
how relations between governments work. Our Geography Project group chose to focus onto a more
unusual, yet simple question; "What do citizens think the problems are in Eminence and is the local
polity concerned with said problems." We felt that Eminence doesn't face any large issues, so if we

The most common problems people had with Eminence were the lack of a good grocery store,
drugs, lack of things for kids to do, and the need for more employment. By talking to some of the
locals, I found that Norms was the local grocery store, but it went into debt and is currently going
out of business. During our interviews, it was clear that Norms going out of business was very
upsetting. The only places people could get their groceries from is Shelbyville causing people to pay
more just to get their food. Drugs is a different kind of issue. I relied on the minutes of the council to
find the monthly police department report. When analyzing the reports there was a noticeable
amount of arrests purely dealing with drugs. Looking back at August through March, there has been
a steady amount of arrests, no signs of decline. Next, to find out why people thought there was a
lack of employment, I used the Chamber of Commerce business list for Henry county. The few
business that are in Eminence are either family owned or small. Many people are either left to find
laborious work or travel to nearby cites. Finally, we were unable to make any conclusions about why
people thought there was a lack of activities for kids. None of our collected data showed that people
had kids. This was our fault though and would definitely be something we would change if we were

Case Study: BISD School
Devin McCraney and Sharika Allison were the District Finance officers and Controllers for the
BISD school district. They were caught for committing fraudulent and illegal activities from 2010 to
2014. This started after Devin was promoted as the Director of Finance and Allison was promoted to
Controller as she worked directly under him. In 2012, they took advantage of fraudulent behavior
because they had access to all of the finances in balancing checks and wiring transfers.
On January 8, 2014, the U.S. Attorney has stated that the BISD school District Finance Officer and
Controller, managed to embezzle over $4,000,000 from the school district by creating fake
companies and issuing purchase orders and invoices that paid directly to an account ... Show more

However, eleven days after the last transfer, the FBI raided on BISD headquarters and the homes of
McCraney and Allison to bring the alleged scheme to an apparent halt.
This is because the fraudulent activity was reported by a local news magazine that decided to take
interest in why McCraney was upgrading home and cars excessively. The reporter was able to
uncover that McCraney purchased his home upgrade in cash. This was estimated to be about
$125,000, which was upgraded immediately and expanded within a couple of months.
Also, it was reported that he purchased an estimate of $200,000 in cash for new cars alongside his
hoe upgrade. These purchases came out from several bank accounts that were from different banks
to help pay off his mortgage that cost over 80,000 dollars. This brought up red flags because the
annual salary for the Director of Finance was estimated to be 80,000 dollars and he had no other
income reported. Thus, this brought suspicion from the Government, which forced him to plead
guilty due to fraud of receiving illegal federal funds. As a result, he is facing five years in federal
prison. As for Sharika Allison, she has been guilty for fraud because her annual salary as a
Controller was 62,000 dollars and she had no proof of additional income reported. Thus, she pleaded
guilty of committing fraud upon receiving illegal federal funds and was sentenced to three years to

Analysis Of The Clark County District, Las Vegas, Nevada...
case in point is the Clark County School District, Las Vegas, Nevada which has a central kitchen
that does not meet the demands of the district. Due to this they started a "Dish Up" program where
high schools produce for their needs and for the needs of elementary schools in the district.Food
production is thereby centralized at a central kitchen and at regional kitchens. This combination
affords them efficiencies in labour and the capacity to satisfy the needs of the school district.

LO 1.2 Factors Affecting Recipes and Menus for Specific Systems Recipes and menus are important
tools for sales and the development of a production plan in any outlet or establishment. A menu is a
list a certain types of food items and beverages that are offered by establishments to their consumers
for a particular period of time which can be served for breakfast, lunch or dinner. Planning of
recipes and menus is important because it allows establishments and outlets to think ahead in terms
of food production planning. It also makes maximum use of of the available resources which include
food in season, tools, equipment, fuel, food supplies and budgetary allocations. Menus and recipes
give important insights about the planning aspects of a facility, the kind of staff that is required, raw
materials needed and the equipment to be used. It is therefore important to note that recipe and menu

The Ethical Theory Of Ethics
What is the right thing to do when you're faced with corruption in the work place? Should you
simply condone the behavior, participate in it, or remove yourself from the situation? Is there more
at stake here than just your own interests and prosperity? This essay will look at a case study
involving corruption in a local county government. In this case, Jenny must decide whether or not to
expose the rampant corruption prevalent in her workplace. Should Jenny turn a blind eye thereby
avoiding any negative consequences, or should she expose these actions and possibly compromise
her career aspirations? In considering her case, I believe the best choice Jenny should make involves
her exposing the corruption. I will argue for this position through the utilitarian theory of ethics.
Before I argue for what Jenny should do, we should first look at the options available to her. Jenny
could choose to ignore the obvious theft and misuse of public funds and property. Additionally, she
could accept the nepotism displayed by the rest of her coworkers. The immediate benefit to her
would be in maintaining the status quo. Jenny would continue to work here until such time as she
would be able to move onto another government work place. But choosing this option would mean
she would be indirectly approving of the behavior we know has made her uncomfortable. Besides
the guilt she would experience, Jenny would also be subject to possible prosecution once the
corruption was discovered. For

Relationship Between State and Local Government Essay
Forms of Local Government
The basis for county, city and special district governing and authority are laid out in the State
Constitution and Government Code. Counties in California are responsible for providing limited
services to unincorporated areas. The state Legislature created the Local Agency Formation
Commission (LAFCO) in 1963 to control local government fragmentation. The Local Agency
Formation Commission (LAFCO) gives counties the power to tax, create special districts and annex
unincorporated land to cities in the county (League of Women Voters, 1992).
There are three classes of county government. The main differences are in the organization and
selection of governing bodies and officers. General Law counties elect ... Show more content on

Municipalities may also provide parks, public housing, and various utility services. Cities are
required to develop a general plan, environmental reports and review of their capital improvements
program (League of California Cities, n.d.). Charter municipalities may have increased powers,
requiring a vote for adoption and amendment. Incorporated cities and towns have the power to levy
taxes. Special districts provide focused service. They only serve specific designated areas and
provide only one service. That service is a public service or program constitutes want. While county
and city service are mandated by federal and state government, special districts provide what the
public wants. Local agency loss of property tax revenue and competition for existing revenue leaves
fewer dollars for services. Residents and landowners can form a district to pay for an increased level
of service or other services they desire. Local citizens can receive services at the price they are
willing to pay (League of Women Voters, 1992).
Special districts are not state government. They are accountable to the voters. State government does
look over financial reports and requires state law be followed for public meetings, bonded debt,
record keeping and elections. They provide public services and infrastructure that help communities
but not direct economic development (CSDA, n.d.).

I Am The Product Of Clark County Educational System Essay
Reflection
Introduction
Writing has never been my forte. Nevertheless, this is not to say that I could not write. Throughout
the semester with the assigned reading assignments and the given practical writing exercises I have
come to grasp a vague understanding, I had never been taught how to write essays correctly. I am
the product of Clark County Educational system. I have always struggled through my last classes
and hoped to get out of my struggles this semester. One the greatest challenges that I faced was the
distinction that existed among different types of writings that are performed within the English
language. I did not understand how the distinction between a narrative essay, report essay and an
analytical essay, argumentative essay, and reflective essay among other types of essays. I just
thought all was the same regarding content and structure.
Additionally, this semester has, however, had an influence on my writing skills and ability a great
deal. Before this class, I began my papers with plain facts. The readings and the writing conducted
throughout this semester have enabled me to understand the wrongs and the rights encompassed
within the English language. Before engaging in writing, I started by discussing my thoughts and
impressions with my peers or basically a brainstorming session. Finally, finishes up with a computer
search on the subject assigned. Furthermore, the overview and the in–depth study conducted on the
topic was very helpful. I became

The Case Of Buffalo For Real
The narrative that gets told about a city influences public policies, economic development
initiatives, and even civic morale and engagement. For example, in the case of Buffalo, pervasive
myths about high property tax rates have influenced the public's perception about the funding of
public programs and fed the desire for irresponsible tax cuts. Similarly, stories that fail to
acknowledge issues of poverty, inequality, and segregation marginalize certain groups and hinder
constructive dialogue on how to fix these issues. Many of the solutions previously proposed to make
Buffalo prosper, assumed that the city was in dire straits. While it is true that Buffalo had been hit by
hard times, haphazard attempts at economic developments only exasperated ... Show more content

In 2010, the poverty rate was 29.6% and the unemployment rate is currently 12.4%. In addition,
most of the poverty is concentrated on the west side and the east side. These issues have been
compounded by a dwindling population as many choose to avoid the inner–city poverty in favor of
living in the surrounding suburbs. With that being said, Buffalo has many underutilized or
unrecognized resources. First, Buffalo has access to the Great Lakes. As water scarcity becomes a
more pressing issue, the Great Lakes will become an even more valuable resource. Buffalo needs to
recognize the value of this resource and stop dumping raw sewage into the water. Second, the city is
located near Niagara Falls, one of the biggest tourist attractions in the world. The only problem is
that Buffalo doesn't have as many attractions to keep tourist in the area for a longer period. Also, its
rich past has endowed it with magnificent architecture and historic landmarks. By accentuating these
locations, Buffalo could increase its tourism traffic. The economic situation in Buffalo has been
bleak, but its proximity to Toronto could lead to a resurgence if the city's prime location is utilized.
By taking stock of the resources that it has at its disposal, Buffalo can change the narrative about its
future

General-Purpose State Governments
American local governments sprouted in response to a combination of citizen demand, interest
group pressure, and state government acquiescence. As a consequence, no scientific system of local
government exists. General–purpose local governments perform a wide variety of governmental
functions, and counties, municipalities, and towns and townships all fall into this category. Special
purpose local governments generally focus on a specific purpose and one function. Best known of
these are the school districts. Regardless of name, it is state government that gives local
governments of all types their legal life.

growth have put pressures on counties ... Show more content on Helpwriting.net ...
There are some 33,000 special districts around the country, and their number is growing. They
overlay existing general–purpose governments and differ in their organization–they are minuscule to
mammoth. They continue to exist because of technical and practical limits on the general–purpose
local government, the special debt and tax advantages under which the special district operates, and
the political power that they accrue. They accrue political power because of restrictive annexation
laws faced by cities and the limits on county government authority. Once created, the special–
district interests fight encroachment by general–purpose governments. Supporters argue they are
efficient in providing a service and are responsive to constituents whose needs were not met by
general–purpose government. However, many scholars look at them with a jaundiced eye, because
they feel that they operate without enough political accountability and that well placed groups are
their special beneficiaries. Some states are taking action to give general–purpose local governments

Rhetorical Analysis Of Red Rock Canyon

  • 1. Rhetorical Analysis Of Red Rock Canyon In the city of Las Vegas, people go through the daily trails and tribulations that the city has to offer. People constantly on the go, worried about the collection of money, pollution filling our lungs and tackled with the constant worries of reality. Being in the city, it seems as there is no escape from the madness that is being offered. Surrounded by the man made building and artificial light that illuminates the struggle of these streets. Although, there is a place that offers freedom about fifteen minutes away from the cities madness. A place where the air is fresh, a place where gargantuan rocks act as buildings, a place where the sun, moon and stars are the source of light and a place that provides freedom from the worries of the city. This center of nature providing freedom from the busy city life is Red Rock Canyon. Red Rock Canyon as a space has a rhetorical significance as a location of freedom from city life with the multitude of space it provides. Red Rock Canyon serves as an example of space and place in rhetoric and also creates ties to visual rhetoric with the unique scenery and imagery being offered. In addition aspects of memory such as cultural memory and public memory can be connected to Red Rock. To begin this analysis of Red Rock Canyon, is the notion of Red Rock Canyon being a place defined by its theory of rhetoric. According to Danielle Enders and Samantha Senda–Cook in their article " Rhetoric Matters: The Rhetoric of Place in Protest", "Place refers to particular locations (e.g., a city, a particular shopping mall, or a park) that are semi–bounded, a combination of material and symbolic qualities, and embodied. For example a city is semi–bounded by city limits (semi–bounded because these limits can be a matter of debate, change over time, or be re–drawn within a single year), includes material structures like buildings and roads, has symbolic meanings such as being perceived as a college town or an urban metropolis, and is experienced on a daily basis by the people who live, work, or visit it" ( Enders, Cook Pg.259, 2011). Red Rock Canyon itself is a particular location that is semi–bounded by rules and regulation that are set within ... Get more on HelpWriting.net ...

  • 3. The Effects Of High Compliance Rate On Municipal City Of... Research Design and Methodology 4.1Introduction The purpose of this study is to find out what are the causes of the high compliance rate in property taxes in the municipal city of Portmore, Jamaica. Taxes are of essential importance to small developing countries as they do not have much needed resources. As further developments takes place in the municipal city property values will increase, hence the amount of property tax collected by the Portmore municipal council will also increase. This increase however, is not a guarantee that the tax collection will be sufficient in the maintenance of the community due to the rising cost of goods and services. Hence continuous voluntary compliance is essential and important as it most efficient for both the tax payer and the tax authorities. This section gives the hypothesis or research perspectives, the design of the research and the methods that were used to gather the data. 4.2 Hypotheses/ Research Perspectives My research perspective on the Municipal City of Portmore attaining the highest compliance rate property tax collections in Jamaica are: That the tax payers have recognised the need and importance of property tax to the community. The taxpayers are knowledgeable about property tax and the consequences if not paid. The local authorities are ensuring that the community is well maintained by effectively and efficiently using the tax collecting in providing services such as timely collection of garbage, maintaining and ... • 5. Est1 Task 1 Local Government Establishing a formal government on the newly secured property called Pequena Isla would take a great deal of consideration to ensure prosperity in the future. Local government Pequena Isla will use a general purpose and perform essential services such as law enforcement, park services, maintaining roads, human services and public works (Dye & MacManus, 2015). To ensure quality educational services, they will also use a special purpose government to establish and maintain school districts (Dye & MacManus, 2015). Form of government A rural county government would make for an excellent political structure while giving the residents common services. It would also give private businesses opportunities for maintenance, healthcare, waste disposal services, and recreational services, which would not only bring business and jobs but more citizens as well. Management system To allow future growth Pequena Isla will utilize the more professional and versatile county administrator structure Isla. • 7. The Formal Mission Of Collin County Collin County is a governing body north of Dallas that has been experiencing rapid growth over the past decade. Planning for the population growth, businesses expansions, and county debt has been needed in order for the county to be sustainable during the great recession. The formal mission of Collin County is to deliver services including justice, public safety, infrastructure, and public health as mandated by the State of Texas and to execute other priorities as determined by the Commissioners Court (Collin County). The mission statement is very concise and specific at times by mentioning the main services that are provided, such as justice, public safety, infrastructure, and public health. Length of mission statements can be cumbersome at times to understand because of conflicting views. Collin's mission provides insight into the purpose that the organization is trying to fulfill and constitutes of a great statement. Collin County's mission statement does not guide particular actions or policies because it is there for public relations. Collin County does not have a clear strategic plan for the county in general. There are a few strategic plans that are current in the park district, but none have been implemented for the organization as a whole. Several capital improvement plans are in place to improve transportation in and around the county. Current capital project plans were implemented in 2007 and are still works in progress. • 11. Why We Need An Urban County Government Why We Need an Urban County Government For too long this area has taken a back seat to the larger cities around us. We need to join the rest of the progressive regions in this state and establish a new, more efficient form of government. Pulaski County and the cities of Somerset, Science Hill, Ferguson, and Burnside need to merge together and create an urban county government. This will help to consolidate duplicate services, provide better representation for the citizens of Pulaski County, and strengthen the economy in this region. We live in a magnificent part of the state of Kentucky. We have picturesque landscapes, really pleasant residents, and a magnificent lake that supports a huge part of our economy through tourism. ... Show more content on Helpwriting.net ... As a result, it is possible for the citizens to vote to implement this type of government. Therefore, in April of 2013 the Somerset–Pulaski County United group formed and began the process of having feasibility studies done to see if the formation of an urban county government would be an alternative that would serve our area well. According to the Commonwealth Journal, a newspaper in Somerset, Kentucky, "A group of about 60 community leaders, clustered as Somerset–Pulaski County United (SPCU), is embarking on a study to determine if a consolidated or united government in Pulaski County would be more efficient and more responsive to the county's 63,000 residents." (Mardis and Shmidheiser). This group, a cross–section that well represents the residents of this county, believes that the formation an urban county government is a great opportunity for all our futures. Unfortunately, the SPCU has faced much antagonism in this initial phase of work. Many current government leaders are afraid of what changes might do to their positions of power. But these same leaders are also the ones who create problems and allow current ones to continue. • 13. Persuasive Essay Every summer since I can remember my family and I have spent part of our summer break camping at our favorite place in the Sierra Nevada Mountains, in California. Clarks Fork is an old road with three campgrounds, one being called Clarks Fork. It's where I have made endless memories with family and friends. It's where my best friend and I have grown up each summer. The first thing that is noticeable in (we will see when we look at) this picture is the two young girls, smiling big. Those two young girls in the picture are my sister and I. The one on the left with the long black hair, in two braids is my not so little, younger sister, and I am the blonde (one) on the right. This picture shows so much more than (you) anyone could ever guess. I have grown up at Clarks Fork. My sister and I have gone on endless hikes and fishing trips. We are fortunate we were able to grow up running around, for weeks at a time in such a beautiful place. Right over my right shoulder is an amazing sight of a stunningly beautiful green pasture with gorgeous white daisies and yellow daisies, that are just radiant against the green of the pasture and the blue sky of a beautiful day. We were so lucky to have such a beautiful day, we had expected a horrendous rain storm that weekend. This green pasture below the mountain and the tree line, is known as the end of the road meadow to us. It is where most of the time we would (you would) find horses roaming around. Also a great fishing hole is located ... Get more on HelpWriting.net ...

Lake Mead Persuasive Speech Introduction [Attention Getter ] When I first came to Las Vegas in the summer of 2003, we visited the Lake Mead very often and knowing now of how much lower the water has gotten over the years has been quite shocking to me. [Audience Justification / Relevance] Since I been living in Las Vegas for about 15 years now, I've noticed how much the drought has affected us here. [Thesis Statement] Lake Mead has suffered a drought for more than 15 years, causing Nevada residents to cut back on water usage. • 17. Where The Grand Canyon And Lake Mead Collide Where the Grand Canyon and Lake Mead collide, sits an ecological and historical oasis. The Virgin Mountains stand tall in the background as waterfront views of Mead paint an unforgettable scene. This desert abode served as host for early prehistoric inhabitants, Native Americans, early pioneers, Spanish miners, and presently outdoor enthusiasts. Adventurists have the opportunity to explore over 800 miles of intertwining roads that braid the landscape. Gold Butte has remained one of Mojave 's most precious secrets for decades. This elegant desert hides only an hour and a half drive east of Las Vegas and just south of Mesquite Nevada. Gold Butte 's ecosystem is comprised of diverse organisms, many of which are sacred and protected plants and animals. Joshua trees sit nestled deep in the mineral enriched sand, while the bighorn sheep and tortoise roam the vast desert terrain. • 27. A Model Of Governance Through Capitalistic Ideals Want to know a little known fact? Local government is one of the most influential factors in the American way of life, but it is not even mentioned in the U.S. Constitution. Essentially the Constitution set up national and state governments but leaves local governments out creating a gray area. This area has been filled with many different methods and types of government. One of the ideas which pertains to filling this gray area is the Tiebout model. In essence this is a model of governance through capitalistic ideals. In the Tiebout model cities and metros are divided up into micro–jurisdiction entice or deter specific citizens based on the jurisdicition's services and taxes. This train of thought assumes things about the people who live in these cities. These assumptions, applied to a simple majority, would surely ensure this methods success, but it may not be feasible. Because many dislike the Tiebout method revision can be made and there are numerous alternatives also. The first assumption that must be made is that the average, or at least the majority, of citizens are both informed and motived to stay up to date on policies. An acceptable, humane amount of water per person should be decided upon by the water conservation act, and if this amount is exceeded, the cost for additional gallons of water should be triple what is normally paid. This would be effective in discouraging people from using too much water and depleting the supply. It might sound harsh, but imagine that Lake Mead actually did dry up because of global warming. The effects of losing a major water supply to the Southwestern United States would be devastating, and would affect many more people than just those living in Clark County, Nevada. The time was reflected on the different aesthetic and functional aspects of the houses. Many of the houses' exteriors resemble the style that people attempt to mimic in today's neighborhoods to create a nostalgic connection for those who seek that feeling. The interior design is where the differences in each house can be found. The houses in the past were smaller and composed of: a parlor room with with a piano and few seats, a small kitchen, a family room, a dining room, and some of the bed rooms. Eminence: The Common Persons Perspective Eminence : The Common Persons Perspective According to Merriam Webster Dictionary, Political Geography is a branch of geography that deals with human governments, the boundaries and subdivisions of political units (as nations or states), and the situations of cities. Political Geography concerns itself with trying to understand how spatial distributions of structures effect relations and how relations between governments work. Our Geography Project group chose to focus onto a more unusual, yet simple question; "What do citizens think the problems are in Eminence and is the local polity concerned with said problems." We felt that Eminence doesn't face any large issues, so if we were to try to find one we would need to rely on the opinions of ... Show more content on Helpwriting.net ... The most common problems people had with Eminence were the lack of a good grocery store, drugs, lack of things for kids to do, and the need for more employment. By talking to some of the locals, I found that Norms was the local grocery store, but it went into debt and is currently going out of business. During our interviews, it was clear that Norms going out of business was very upsetting. The only places people could get their groceries from is Shelbyville causing people to pay more just to get their food. Drugs is a different kind of issue. I relied on the minutes of the council to find the monthly police department report. When analyzing the reports there was a noticeable amount of arrests purely dealing with drugs. Looking back at August through March, there has been a steady amount of arrests, no signs of decline. Next, to find out why people thought there was a lack of employment, I used the Chamber of Commerce business list for Henry county. The few business that are in Eminence are either family owned or small. Many people are either left to find laborious work or travel to nearby cites. Finally, we were unable to make any conclusions about why people thought there was a lack of activities for kids. None of our collected data showed that people had kids. This was our fault though and would definitely be something we would change if we were ... Get more on HelpWriting.net ...

  • 65. Case Study: BISD School Devin McCraney and Sharika Allison were the District Finance officers and Controllers for the BISD school district. They were caught for committing fraudulent and illegal activities from 2010 to 2014. This started after Devin was promoted as the Director of Finance and Allison was promoted to Controller as she worked directly under him. In 2012, they took advantage of fraudulent behavior because they had access to all of the finances in balancing checks and wiring transfers. On January 8, 2014, the U.S. Attorney has stated that the BISD school District Finance Officer and Controller, managed to embezzle over $4,000,000 from the school district by creating fake companies and issuing purchase orders and invoices that paid directly to an account ... Show more content on Helpwriting.net ... However, eleven days after the last transfer, the FBI raided on BISD headquarters and the homes of McCraney and Allison to bring the alleged scheme to an apparent halt. This is because the fraudulent activity was reported by a local news magazine that decided to take interest in why McCraney was upgrading home and cars excessively. The reporter was able to uncover that McCraney purchased his home upgrade in cash. This was estimated to be about $125,000, which was upgraded immediately and expanded within a couple of months. Also, it was reported that he purchased an estimate of $200,000 in cash for new cars alongside his hoe upgrade. These purchases came out from several bank accounts that were from different banks to help pay off his mortgage that cost over 80,000 dollars. This brought up red flags because the annual salary for the Director of Finance was estimated to be 80,000 dollars and he had no other income reported. Thus, this brought suspicion from the Government, which forced him to plead guilty due to fraud of receiving illegal federal funds. As a result, he is facing five years in federal prison. As for Sharika Allison, she has been guilty for fraud because her annual salary as a Controller was 62,000 dollars and she had no proof of additional income reported. Thus, she pleaded guilty of committing fraud upon receiving illegal federal funds and was sentenced to three years to federal ... Get more on HelpWriting.net ...

  • 67. Analysis Of The Clark County District, Las Vegas, Nevada... case in point is the Clark County School District, Las Vegas, Nevada which has a central kitchen that does not meet the demands of the district. Due to this they started a "Dish Up" program where high schools produce for their needs and for the needs of elementary schools in the district.Food production is thereby centralized at a central kitchen and at regional kitchens. This combination affords them efficiencies in labour and the capacity to satisfy the needs of the school district. (National food Service Management Institute, 2002). LO 1.2 Factors Affecting Recipes and Menus for Specific Systems Recipes and menus are important tools for sales and the development of a production plan in any outlet or establishment. A menu is a list a certain types of food items and beverages that are offered by establishments to their consumers for a particular period of time which can be served for breakfast, lunch or dinner. Planning of recipes and menus is important because it allows establishments and outlets to think ahead in terms of food production planning. It also makes maximum use of of the available resources which include food in season, tools, equipment, fuel, food supplies and budgetary allocations. • 69. The Ethical Theory Of Ethics What is the right thing to do when you're faced with corruption in the work place? Should you simply condone the behavior, participate in it, or remove yourself from the situation? Is there more at stake here than just your own interests and prosperity? This essay will look at a case study involving corruption in a local county government. In this case, Jenny must decide whether or not to expose the rampant corruption prevalent in her workplace. Should Jenny turn a blind eye thereby avoiding any negative consequences, or should she expose these actions and possibly compromise her career aspirations? In considering her case, I believe the best choice Jenny should make involves her exposing the corruption. I will argue for this position through the utilitarian theory of ethics. Before I argue for what Jenny should do, we should first look at the options available to her. Jenny could choose to ignore the obvious theft and misuse of public funds and property. Additionally, she could accept the nepotism displayed by the rest of her coworkers. The immediate benefit to her would be in maintaining the status quo. Jenny would continue to work here until such time as she would be able to move onto another government work place. But choosing this option would mean she would be indirectly approving of the behavior we know has made her uncomfortable. Besides the guilt she would experience, Jenny would also be subject to possible prosecution once the corruption was discovered. For ... Get more on HelpWriting.net ...

  • 71. Relationship Between State and Local Government Essay Forms of Local Government The basis for county, city and special district governing and authority are laid out in the State Constitution and Government Code. Counties in California are responsible for providing limited services to unincorporated areas. The state Legislature created the Local Agency Formation Commission (LAFCO) in 1963 to control local government fragmentation. The Local Agency Formation Commission (LAFCO) gives counties the power to tax, create special districts and annex unincorporated land to cities in the county (League of Women Voters, 1992). There are three classes of county government. The main differences are in the organization and selection of governing bodies and officers. General Law counties elect ... Cities are required to develop a general plan, environmental reports and review of their capital improvements program (League of California Cities, n.d.). Charter municipalities may have increased powers, requiring a vote for adoption and amendment. Incorporated cities and towns have the power to levy taxes. Special districts provide focused service. They only serve specific designated areas and provide only one service. That service is a public service or program constitutes want. While county and city service are mandated by federal and state government, special districts provide what the public wants. Local agency loss of property tax revenue and competition for existing revenue leaves fewer dollars for services. Residents and landowners can form a district to pay for an increased level of service or other services they desire. Local citizens can receive services at the price they are willing to pay (League of Women Voters, 1992). Special districts are not state government. They are accountable to the voters. State government does look over financial reports and requires state law be followed for public meetings, bonded debt, record keeping and elections. They provide public services and infrastructure that help communities but not direct economic development (CSDA, n.d.). • 73. I Am The Product Of Clark County Educational System Essay Reflection Introduction Writing has never been my forte. Nevertheless, this is not to say that I could not write. Throughout the semester with the assigned reading assignments and the given practical writing exercises I have come to grasp a vague understanding, I had never been taught how to write essays correctly. I am the product of Clark County Educational system. I have always struggled through my last classes and hoped to get out of my struggles this semester. One the greatest challenges that I faced was the distinction that existed among different types of writings that are performed within the English language. I did not understand how the distinction between a narrative essay, report essay and an analytical essay, argumentative essay, and reflective essay among other types of essays. I just thought all was the same regarding content and structure. Additionally, this semester has, however, had an influence on my writing skills and ability a great deal. Before this class, I began my papers with plain facts. The readings and the writing conducted throughout this semester have enabled me to understand the wrongs and the rights encompassed within the English language. Before engaging in writing, I started by discussing my thoughts and impressions with my peers or basically a brainstorming session. Finally, finishes up with a computer search on the subject assigned. Furthermore, the overview and the in–depth study conducted on the topic was very helpful. I became ... • 75. The Case Of Buffalo For Real The narrative that gets told about a city influences public policies, economic development initiatives, and even civic morale and engagement. For example, in the case of Buffalo, pervasive myths about high property tax rates have influenced the public's perception about the funding of public programs and fed the desire for irresponsible tax cuts. Similarly, stories that fail to acknowledge issues of poverty, inequality, and segregation marginalize certain groups and hinder constructive dialogue on how to fix these issues. Many of the solutions previously proposed to make Buffalo prosper, assumed that the city was in dire straits. While it is true that Buffalo had been hit by hard times, haphazard attempts at economic developments only exasperated ... Show more content on Helpwriting.net ... In 2010, the poverty rate was 29.6% and the unemployment rate is currently 12.4%. In addition, most of the poverty is concentrated on the west side and the east side. These issues have been compounded by a dwindling population as many choose to avoid the inner–city poverty in favor of living in the surrounding suburbs. With that being said, Buffalo has many underutilized or unrecognized resources. First, Buffalo has access to the Great Lakes. As water scarcity becomes a more pressing issue, the Great Lakes will become an even more valuable resource. Buffalo needs to recognize the value of this resource and stop dumping raw sewage into the water. Second, the city is located near Niagara Falls, one of the biggest tourist attractions in the world. The only problem is that Buffalo doesn't have as many attractions to keep tourist in the area for a longer period. Also, its rich past has endowed it with magnificent architecture and historic landmarks. By accentuating these locations, Buffalo could increase its tourism traffic. The economic situation in Buffalo has been bleak, but its proximity to Toronto could lead to a resurgence if the city's prime location is utilized. By taking stock of the resources that it has at its disposal, Buffalo can change the narrative about its future ... Get more on HelpWriting.net ...

  • 77. General-Purpose State Governments American local governments sprouted in response to a combination of citizen demand, interest group pressure, and state government acquiescence. As a consequence, no scientific system of local government exists. General–purpose local governments perform a wide variety of governmental functions, and counties, municipalities, and towns and townships all fall into this category. Special purpose local governments generally focus on a specific purpose and one function. Best known of these are the school districts. Regardless of name, it is state government that gives local governments of all types their legal life. Counties were created to function as appendages of the state, but modernization and population growth have put pressures on counties ... Show more content on Helpwriting.net ... There are some 33,000 special districts around the country, and their number is growing. They overlay existing general–purpose governments and differ in their organization–they are minuscule to mammoth. They continue to exist because of technical and practical limits on the general–purpose local government, the special debt and tax advantages under which the special district operates, and the political power that they accrue. They accrue political power because of restrictive annexation laws faced by cities and the limits on county government authority. Once created, the special– district interests fight encroachment by general–purpose governments. Supporters argue they are efficient in providing a service and are responsive to constituents whose needs were not met by general–purpose government. However, many scholars look at them with a jaundiced eye, because they feel that they operate without enough political accountability and that well placed groups are their special beneficiaries. Some states are taking action to give general–purpose local governments more input into the creation of new special ... Get more on HelpWriting.net ...
