The Problem
Introduction

The above thrust that President Benigno C. Aquino III has entrusted to the
members of the Philippine National Police implies the mandate to ensure peace and
order in the community and pledge to fight crime and terrorism that has been
affecting the country and every aspect of the life of a Filipino. Community residents
demand safer streets and less violence, they also want police force that is fair and
sensitive to their needs. Too often local residents expect the police to solve all of
their public safety problems and concerns.
The problem of criminality is aggravated by complex matter. Its causation
are numerous and the trends are difficult to ascertain. Several factors has
proliferated its acceleration, one of it is the impact of heterogeneous and expanding
population growth, the unemployment and the rapid urbanization, the weakening of
the traditional social control processes as well as the constant change in moral
standards. It has also contribute the alienation from family and social groups and
the rising affluence enjoyed by some sectors of society, affecting the level of
efficiency of the crime reporting system and the willingness of the public to report
crimes.
Today, police organizations are under pressure to be responsive to the public
both for crime control and police conduct. Police accountability, has been internal
and legal process, focusing on the control of officers through punitive enforcement
2. of rules, regulations, and laws (Chan, 2001). Although there has been a widespread
interest in computer driven measurement of police performance using traditional
crime indicators. These indicators of performance do not attempt to gauge in a
meaningful way customer satisfaction with the quality of police service.
Theoretical and Conceptual Framework
Community policing as an alternative policing strategy has been in existence
and widely practiced in North America and Europe than in other regions (Brogden,
2004; Ruteere and Pommerolle, 2003). Its spread in developing countries is
credited to the globalization of policing through international aid programs geared
towards reforming policing organizations in these countries.
Community policing and problem-oriented models (Goldstein, 1990; Greene
& Mastrofksi, 1988; Rosenbaum, 1994), but obstacles to full-scale implementation
have been numerous. Police reforms and transformation (ITP) in its system which
are aided by advances in information technology (Weisburd & Braga, 2006),
exploring new measures of success and new methods of accountability that are
grounded in the community. Critics, however, argue that these aggressive policing
strategies are undermining trust and confidence in the police, especially in rural
areas, that could have other adverse effects down the road (Rosenbaum,2007).
According to (Fruhling, 2007;130), the constant consultation with the
citizenry to ensure that police take into account the community is seen as an
3. opportunity through which the police can understand local interests and needs,
while educating citizens on crime prevention in addition to serving as a platform for
gathering feedback on performance. In this approach, the community as a source of
information for crime fighting is critical though it is required to transcend this role
and to serve as a mechanism through which the police can tailor their strategies to
serve the priorities of the community and to account for their actions.

Statement of the Problem
This study intends to assess the effects of crime prevention campaign of the
Police stations in the municipalities of Lanao del Sur.
4. Specifically it sought to determine the attributes of the effects on the
implementation of community policing on the following:
a. Crime rate
b. Crime solution efficiency
c. Community support and involvement
