President & CEO
McClelland, 43, is a native of Yakima, Washington and moved to Everett in 1992. Most recently, he served as
the Director of Corporate Procurement at the Fluke Corporation where he worked from 2002 to early 2011.
His broad business experience and demonstrated success ranges from leadership of small and large
programs with both start-ups and Danaher, a fortune 500 Company. Additional business experience includes
management of global business lines, marketing, service operations and procurement. In 2009, he was
elected to serve as Port of Everett Commissioner.
Troy has extensive military background. Currently a Naval Reservist, he leads U.S. Navy Seabees as the
Commander of the First Naval Construction Regiment located in Port Hueneme, CA. A former active duty
Naval Officer, his roles in that capacity have included: facilities maintenance and contracting, management of
new construction, Aide to the Navy’s Chief Engineer charged with management of the Navy’s global
infrastructure, a Commanding Officer for a U.S. Navy Seabee Construction Battalion Maintenance Unit, and
as the Director of Engineering for the Joint Specials Operations Task Force Philippines where he directed a
capital management program focused on humanitarian assistance infrastructure for the southern Philippines
local populace.
McClelland graduated from the U.S. Naval Academy with a Bachelor of Science in Ocean Engineering and
received a Master of Science in Engineering (Civil) from the University of Washington School of Engineering
as well as a Master of Business Administration from the Foster School of Business, University of Washington.
McClelland is a licensed professional engineer in the state of Washington, a member of the Boys & Girls Club
of Snohomish County Board of Directors, the Leadership Snohomish County Board of Directors and a former
Chair of the University of Washington’s MBA Employer Advisory Board. He and his wife Nicole, a lifelong
resident of Everett, have a young child and reside in Everett.
