This document outlines a plan to create a platform for sustainable and resilient cities in Peru. It will analyze data from 32 major Peruvian cities across sustainability indicators, and share results with new local authorities. Workshops will train authorities on best practices. A second phase will strengthen local governments and engage citizens through pilot projects. The third phase will promote citizen involvement in sustainability initiatives, working with youth and local actors. The goal is to analyze 135 cities and establish a long-term national initiative for sustainable urban development.

Sustainability in cities is one of the greatest contemporary challenges: at a global level 54% of
the population lives in cities and in Peru 79%. The cities occupy 2% of the territory, consume
78% of the energy and generate 70% of the Greenhouse Gases - GHG emissions. Lack on
planning and management of Peruvian cities generates unsustainable urban development
based on disorderly growth and a deficit of services that manifests itself in chaotic and polluting
transport, informal growth, precarious housing and crowded housing, among others.
There are different commitments and global platforms, such as Habitat III, C40, Covenant of
Mayors for Climate and Energy and the Sustainable Development Goals that bring together
mayors from all over the world to promote an agenda for strengthening urban low carbon
management. With the ratification of the Paris Agreement by the Peruvian government, where
they assumed the commitment to reduce its greenhouse gas (GHG) emissions by 30% by the
year 2030, new opportunities appear for mayors to contribute and participate in alliance with
the government, in the NDCs cities implementation.
WWF Peru seeks to create and to promote spaces for dialogue to disseminate key information
that allows putting on the political and civic agenda, relevance on planning and managing
cities to make them sustainable, resilient and habitable.

What will we do
We seek to create spaces for research, analysis and dissemination of existing information on
policies and practices of sustainable urban development in the country. Based on this, we will
work on improving the capacities of local governments to strenghen sustainable urban agendas.
In addition, we will generate exchanges experiences on sustainable urban initiatives among
diverse citizens’ stakeholders to encourage their participation on them.
Opportunitiestoworkwithlocalgovernments
In October 2018 the municipal and regional elections of Peru will be held, where new mayors
and governors will be elected, who will begin their duties in January 2019. This represents an
opportunity to generate a work in partnership in view of the transition to sustainable cities,
with a focus on sustainability and resilience. Unfortunately, the disorganized information on
Peruvian cities and their lack systematization and interpretation, since it is dispersed in different
sources and is not available to citizens. These barriers prevent generating simple and practical
solutions to improve the quality of life in cities.
Added to this, in Peru we have a clear urban planning deficit, due to the little elaboration of urban
management plans and tools that allow the development of cities. In addition, the scarcity of
spaces for dialogue between government and non-state actors does not allow citizen participation
in the implementation of best practices.
In this context, PERIFERIA and WWF Peru have come together to generate changes in the
management of cities in Peru, in order to make them more livable through a platform of cities
with multiple actors.

FirstPhase
INVESTIGATIONANDINFORMATIONANALISYS
At the beginning of the first phase, information of 32 Peruvian cities outlook (26 capitals and 6
emerging cities) will be collected through 10 categories of indicators with a focus on sustainability
and resilience, aligned with national and international indicators related to urban sustainability
in peruvian cities. Progressively, information will be gathered from more cities (those with
populations greater than 10,000 inhabitants) to reach a total of 135.
The analysis of this information will be made available to new local authorities and citizens in
a current status report and a web page that will host infographics and best practices on urban
sustainability and resilience.
Secondphase
STRENGHENOFLOCALGOVERNMENTSANDCITIZENSHIP
This phase will be an opportunity for the dissemination and promotion of best local practices and
the visibility of key actors to inspire mayors, public employees and interested citizens. A series
of workshops will be carried out (face-to-face and online) to train subnational authorities. There
will also be an accompaniment in the design and implementation of pilot projects in prioritized
cities.

Citizen participation in sustainable and resilient urban initiatives will be promoted. For this, we
will work especially with young people and key local actors, ensuring their effective involment in
best practices projects.
