6. Brazilian 1988 Constitution:
Redefinition of responsibilities and competences of local
governments
Redistribution of power and popular participation to assure
citizenship and social inclusion
Municipal responsibilities: education, health, sanitation and
drinking water, lighting, solid waste, etc.
Municipal and regional partnership: safety, urban mobility,
energy.

inclusion and the assurance of the right to the city for
each and every citizen became a priority in Guarulhos

8.  Since its implementation in 2001, the PB has realised more than
1,400 works requested by citizens in general assemblies
 Inversion of priorities and decentralisation of investments
 Co-responsibility in the decisions about priorities and
investments
 Participatory Budget’s Municipal Council with members of civil
society and government
 Trainning of ellected representatives and citizens - popular

9. The programme aims to take the State to the citizens
starting by locating low income families to register them in
the unique registration, prioritising the ones living in
extreme poverty situations
Door to door approach by trained professionals

10. World Cup and mega-events
 Advanced centre of humanised attention to the migrant: since 2006
attending possible victims of traffic and abuse, help to the return of
migrants to their hometown, inclusion in social programmes. 24h/7
 Combat to international traffic of people
 Campaign against sexual exploitation
 Policies for immigrants and refugees: training social assistant to deal
with immigrants. Project of construction of a migrant house

about solid waste.
- Project with FNP With Mozambique, involving urban development
and participatory budget
- Facing the traffic of people – project with 100 citta with Brazilian and
European cities.

instance for the participation of cities in trhe regional

- New Brazilian posture – to give cooperation is interesting. Focusing
on South to South cooperation
- Less twinning arrangements, more cooperation
- Cooperation with foreign universities
- Cooperation for economic development – airport (Orly, for instance)
- Technological Pole in Guarulhos
- Decentralised cooperation: cooperation with other cities such as the
triangle cooperation Saint-Denis-Guarulhos-Maputo
- Foreigners in Guarulhos: work together with consulates to help
immigrants and include them in municipal social programmes.
- Refugees and immigrants: working together with UNHCR to include
refugees: today, 102 families of syrians are in Guarulhos

- Active participation in the creation of FONARI – forum
for international relations secretaries
- Vice-president for international relations in the FNP
- Participation in Cities for Mobility, ICLEI, etc

regional networking for human rights
- Active participation in Mercocidades: member of the
council, coordinator of education and vice coordinator of
social development.

REGIONAL INTEGRATION

- Work with cities to assure the right to the city is provided.
- Active participation of cities in the process of regional
integration – the integration is not economic, but mostly
social and for citizens
- Create joint programmes and develop local policies:
workshop in Guarulhos in November 2014 with partners
to debate local policies for human rights and the right to
the city. We will be waiting for you!
