2. “Minga NDC” AS A COLLECTIVE WORK
To this objective, AIDESEP proposes alternative actions to comply with NDC goals. AIDESEP is a national indigenous
organizationthat encompasses 1800indigenous communities from 50 indigenous groups who constitue 109federations
and 09 subnational organizations. Indigenous peoples posse a type of land rights of 15 millions of ha (25% of amazon
territory). However, there is still 20 millions pending for land titling and recognition. In total, this entails aprox 50 of the
total Peruvian amazon. AIDESEP has been working for this change of extractivist model for 37 years, for which the
reduction of GHG emissions has always been their flag, and now they assume as their own, to contribute and enforce the
goal of reducing that 30% by 2030. This goal will not be possible to achieve by working only with state and governments
that rotate every 5 years. For this reason, the collective social work, such as the one proposed with the “minga” in the
Amazon, is an indispensable condition. AIDESEP calls to promote a wide and diverse “Minga NDC-Peru”.

3. AIDESEP: 11 Contributions and strategies of indigenous to fulfill NDC Peru
These are indigenous actions and proposals already in execution that are related to:
Climate Mitigation
1. Indigenous advocacy to reduce and control the deforestation megadrivers, degradation and pollution, from
judicial, political and communication actions.
2. Territorial security solving the historical demand of 20 mills Ha in its 10 components, referred to territories by
peoples, recognition, titling and expansion of 1376 communities, indigenous reserves and Peru-Brazil corridors
for the peoples in isolation, communal reserves, solve overlaps with Natural Protected Areas and correction of
material errors of titles.
3. ImplementAmazonIndigenousREDD+(DS007-2016)in12territoriesfor2.2millsofHa,whichimpliesLifePlans
for holistic management of climate functions such as carbon “flow+stock”, “flying rivers” (evapotranspiration),
biodiversity and cultural use.
4. Indigenous economy of full life with standing forest, based on bioindustries, aquaculture, agroforestry,
experiential tourism, timber and non-timber forest management and similar.
5. Community-bases monitoring to reduce illegal logging and deforestation.

6. Basins adaptation plans developed by indigenous peoples with central role of indigenous women and
approaches to gender equality and complementarity.
7. Organization and contributions of the national platform of indigenous “knowers”, as a basis for the global
platform provided by the Paris Agreement, paragraph 135.
8. “Sustainable Amazonian Cities” from the alliances between Amazonian cities and indigenous communities, to
regulate emissions, waste, energy and water.

9. Indigenous targeting and cultural adaptation of the climate finance of the Green Climate Fund, based on the
effectiveness and efficiency of the indigenous organizations demonstrated in the DGM Saweto Peru.
10. Territorial Surveillance including “Eco Drones” as Indigenous-MRV and Early Warning and Action Systems
(SAAT) against deforestation, degradation and contamination.
11. Early and transformative safeguards, including demanding indicators and mechanisms for supervision,
encouragement and sanction of REDD+ processes.

Mitigation and Minga NDC
Long-term financial sustainability
Several initiatives are already underway, others about to begin or expected in next years, which will contribute to the NDC
Peru goals. All of them contain results, products or activities, convergent with those proposed by the Minga NDC/CND
and that make it possible to develop the synergies and impact to build joint agreements, in order to enhance the impact
of the Minga NDC and advance in ensuring its sustainability financial until 2030.
