She has over 30 years of experience advising major IT firms and federal agencies on business development strategies. Minchew holds leadership positions in industry groups focused on e-government, homeland security, and health IT. She provides research and capture support to both large and small clients seeking to enter or grow in the federal market.

Kathy Minchew founded Federal Insights in 2007 as a sales and market consulting firm
focused on the federal government and health care industries. Ms. Minchew provides
consulting, research, and capture support to a diverse group of clients including large
privately-held companies, small businesses and health care companies.
For over 30 years, Ms. Minchew has advised federal government and commercial
systems integrators on strategies for successful entry to new markets, business growth
and revenue generation. Prior to her current consulting role, Ms. Minchew held senior
business development positions at major IT firms: Booz Allen Hamilton, Computer
Sciences Corporation, SAIC, Federal Sources, HCL James Martin, and Pearson.
She has held Industry Advisory Council (IAC) positions that include founding and leading
IAC’s e-Gov and Homeland Security Special Interest Groups, Excellence.Gov Awards,
and Health Committee. . For Tech America she currently co-chairs the ICD-10
Subcommittee and co-chairs the HHS Vision Conference Committee. In the Spring of
2008, Ms Minchew wrote a white paper on Mid-Atlantic Health IT Sector Market for the
Canadian Embassy. She has given a webinars and workshops on working with CMS,
understanding how the federal government buys health information technology and she
initiated and moderated a panel on Lessons Learned from the Trenches: Your Federal
Government Capture Strategy. She also serves on the HIMSS 2009, 2010 and 2011
Board of Directors as the Program Chair. In 2011, Ms Minchew presented at the first
Federal Health IT Boot Camp at HIMSS National Conference.
Ms. Minchew holds an M.A. in Telecommunications from George Washington University
and a B.S. degree in Biology and Chemistry from Valparaiso University.
