The key activities I perform in this position are:
Manage and supervise operational and support staff. I assign and oversee work assignments for staff.
Manage and coordinate the development of regional training plans for enforcement officers. Implement
national and regional training plans in the NL Region. I deliver a comprehensive regional and field-
training program and the evaluation of the Fishery Officer trainees on an annual basis. I conduct periodic
and annual perform reviews for direct reports.
Staffing; I have extensive knowledge and experience (20 years) in leading recruitment and competency-
based staffing processes. lead the recruitment processes on behalf of senior management for Conservation
and Enforcement in the NL Region. I work in collaboration with regional human resources staff,Public
Service Commission and National Hdqs to achieve this. I lead the screening of applicants and the
management of selection boards for these staffing processes. I provide expert advice to senior
management in the areas of competency- based recruitment process,training program, career
development for all regional enforcement staff. I maintain a regional database system(s) to manage
training records and inventory. I liaise with other program managers,internal and other government
departments (OGDS), to establish and maintain close co-operative working relationships and to exchange
best practices. I participate and lead the development of policy, Memorandum of Understanding (MOUs)
with other government departments and agencies directed towards training programs.
Manage regional program budget: I am responsible for an annual program budget in excess of 500K. I
plan and project annual budget requirements and monitor spending on a continuous basis to ensure
prudent spending practises. I coordinate cost-share arrangements with other branches, regions
and enforcement agencies as well as negotiate contracts related to training activities as required.
Investigations: I lead and provide advice to senior management and participate in regional or inter
regional investigations of alleged breaches of departmental policies, procedures, legislation and other
aspects of officer conduct relating to the professional image of the Fishery Officer cadre. I implement
quality assurance field audits to ensure established standards and safe operating procedures (SOPs) and
policies are adhered to regarding firearms, inventory control, safety and personal protective equipment
(PPE). I perform the duties of a fishery officer and participate in law enforcement as required or in crisis
situations.
Inventory Control:I have care and control of the inventory of prohibited and restricted weapons for
enforcement staff and provides assistance the selection, (needs/cost/benefit analysis, field testing),
acquisition, distribution and training on new and advanced enforcement related equipment. I hold
designation as Regional Firearms Officers (RFO) an oversee all files relating to firearm issues for DFO in
the NL Region.

Standards: I have led and participated in (and am currently assigned a national lead) in the regional and
national working groups to complete Task Hazard Analysis(THAs) and corresponding Safe Work
Procedures(SWPs) for tasks and duties carried out by enforcement staff as part of their regular duties. I
provide subject matter advice and guidance in the development of these documents as to required training
and PPE to eliminate or mitigate injuries in the work place.
