The Project Manager, Sponsor, and Stakeholders have the

Any changes to the scope will be initiated by project manager,
members of project team or stakeholders. Upon evaluation and
acceptance, the changed scope will be submitted to Change
control board and sponsor of the project to agree. All project
documents and communication to the scope change will be done
and asked for input for the final deliverables.
The Project Sponsor is then held responsible for formally
accepting the project’s final deliverable. This acceptance will
be subject to a review of all project documentation, testing
results, beta trial results, and completion of all tasks/work
packages and product functionality.
