Over 40,000 chemicals are approved for commercial use. The challenge is to prioritize chemicals for biomonitoring that may present health risk concerns. OBJECTIVES: Our aim was to prioritize chemicals that may elicit child health effects of interest to ECHO but that have not been biomonitored nation- wide and to identify gaps needing additional research. METHODS: We searched databases and the literature for chemicals in environmental media and in consumer products that were potentially toxic. We selected chemicals that were not measured in the National Health and Nutrition Examination Survey. From over 700 chemicals, we chose 155 chemicals and created eight chemical panels. For each chemical, we compiled biomonitoring and toxicity data, U.S. Environmental Protection Agency exposure predictions, and annual production usage. We also applied predictive modeling to estimate toxicity. Using these data, we recommended chemicals either for biomonitoring, to be deferred pending additional data, or as low priority for biomonitoring. RESULTS: For the 155 chemicals, 97 were measured in food or water, 67 in air or house dust, and 52 in biospecimens. We found in vivo endocrine, developmental, reproductive, and neurotoxic effects for 61, 74, 47, and 32 chemicals, respectively. Eighty-six had data from high-throughput in vitro assays. RESEARCH ARTICLE Open Access The ethics of animal research: a survey of the public and scientists in North America Ari R. Joffe1,2,5*, Meredith Bara3, Natalie Anton1 and Nathan Nobis4 Abstract Background: To determine whether the public and scientists consider common arguments (and counterarguments) in support (or not) of animal research (AR) convincing. Methods: After validation, the survey was sent to samples of public (Sampling Survey International (SSI; Canadian), Amazon Mechanical Turk (AMT; US), a Canadian city festival and children’s hospital), medical students (two second-year classes), and scientists (corresponding authors, and academic pediatricians). We presented questions about common arguments (with their counterarguments) to justify the moral permissibility (or not) of AR. Responses were compared using Chi-square with Bonferonni correction. Results: There were 1220 public [SSI, n = 586; AMT, n = 439; Festival, n = 195; Hospital n = 107], 194/331 (59 %) medical student, and 19/319 (6 %) scientist [too few to report] responses. Most public respondents were <45 years (65 %), had some College/University education (83 %), and had never done AR (92 %). Most public and medical student respondents considered ‘benefits arguments’ sufficient to justify AR; however, most acknowledged that counterarguments suggesting alternative research methods may be available, or that it is unclear why the same ‘benefits arguments’ do not apply to using humans in research, significantly weakened ‘benefits arguments’. Almost all were not convinced of the moral permissibility of AR by ‘characteristics of non-human-animals arguments’, including that non-human-animals are not sentient, or are property. Most were not convinced of the moral permissibility of AR by ‘human exceptionalism’ arguments, including that humans have more advanced mental abilities, are of a special ‘kind’, can enter social contracts, or face a ‘lifeboat situation’. Counterarguments explained much of this, including that not all humans have these more advanced abilities [‘argument from species overlap’], and that the notion of ‘kind’ is arbitrary [e.g., why are we not of the ‘kind’ ‘sentient-animal’ or ‘subject-of-a-life’?]. Medical students were more supportive (80 %) of AR at the end of the survey (p < 0.05). Conclusions: Responses suggest that support for AR may not be based on cogent philosophical rationales, and more open debate is warranted. When people commemorate the “I Have a Dream” speech, as it has come to be identified, they recall King’s powerful message about civil rights and the true meaning of freedom in America. In the famous “I Have a Dream” speech, Martin Luther King Jr. uses a number of rhetorical devices in order to match his word choice to the strength of his message. Numerous examples of allusion, parallelism, and anaphora are used as tactics to amplify the intensity of his message. King begins his speech with a reference to the Gettysburg address, “Five score years ago…” (King par. 2).The opening allusion is exceptionally moving given that King spoke in front of the Lincoln Memorial. Student #1 I have chosen to write about the history of data analysis for the Los Angeles Police Department. While I currently reside in Colorado Springs, Colorado and work as a deputy sheriff in Denver, Colorado I grew up in the greater Los Angeles area and I know that they should have a large amount of data to draw from. Currently the Los Angeles Police Department uses COMPSTAT to compile their data. They have a unit, known as the COMPSTAT unit, whose sole job is to compile crime statistics and analyze the data (Los Angeles Police Department, 2016) COMPSTAT is short for computer statistics. COMPSTAT was developed by Police Commissioner William Bratton in 1994 for use by the New York Police Department. According to the University of Maryland by the year 2000 over a third of police agencies with over 100 officers were utilizing some sort of COMPSTAT like program (University of Maryland, 2015). In 2002 William Bratton became the Chief of Police for the Los Angeles Police Department and brought with him the concept of COMPSTAT. During the first six years of his tenure Los Angeles saw a steady decrease in the cities crime rates thanks largely in part to COMPSTAT policing. Mean, mode and median play a large part in analyzing criminal data. The mean is the average number. An example of this for crime data analysis would be in neighborhood C there was 14 robberies committed on Monday between 1 and 3 AM, 17 robberies on Tuesday at the same time period and 9 on Wednesday during the same time period. The mean would be 13.3 robberies per night for those 3 nights. Knowing this is high for the city the data could be used to justify extra police presence in Neighborhood C. An example of the mode would be if in the same neighborhood in the same week there were 17 robberies on both Friday and Saturday, 12 on Thursday and 11 on Sunday. The mode would be 17 and it would also be a reason to add extra police presence in the neighborhood until a significant decrease was seen in the amount of robberies taking place. Finally we come to the median. This is simply line the numbers up for the week and take the number that falls in the middle. In the case of the robberies occurring in neighborhood C the number would be 14. All of this data can be combined to show watch commanders and captain’s areas where they should be focusing their officer’s time. If there is a neighborhood that has seen only one or two robberies during the week, it is definitely not in as much need of a heavy police presence as Neighborhood C is. V BODACK I. INTRODUCTION Pennsyivanians generally want the government to work properly and to be free from corruption. They also generally want to know how tax dollars are spent and how efficiently the government works. The Right-to-Know Law provides access to state government public records to any individual or entity that properly requests them. ' The purpose of this law is to give a level of transparency to the inner workings of the state government.^ However, this right to access public records could lead to the inadvertent disclosure of important personal identification and security information of innocent, private citizens. Under the Right-to-Know Act, the state court system took responsibility for determining not only what fits into the definition of a "public record," but also whether the public interest in the information outweighs the possible " 'impairment of a person's reputation or personal security' " by the disclosure of that information.^ Because, historically, Pennsylvania courts have broadly interpreted the public record definition, individuals are at a ' Right-to-Know Law, 65 PA. STAT. ANN. §§ 67.101- .1102 (West Supp. 2009). The Right-to-Know Law completely overhauled public records access in Pennsylvania, effective January 1, 2009. Id. §67.101.
