Notice is hereby given that the Information Systems Department of Rialto Unified School District, County of San Bernardino, State of California, will receive up to and not later than 4:30 P.M. on April 13, 1998, proposals for Voice and Data Network Cabling.
Each proposal must conform and be responsive to this invitation, the information for vendors, specifications, and all other documents comprising the pertinent contract documents, and be submitted with proposal.
One high school, two middle schools and one elementary school will be considered under this proposal, however, Rialto Unified School District reserves the right to add or subtract from the sites shown on the proposal. Detail of equipment and services can be obtained from the Director of Information Systems. The Board of Education reserves the right to accept or reject any or all proposals in whole or in part/or waive any irregularity in any proposal received.

Rialto Unified School District services over 25,000 students with 17 elementary schools, 5 middle schools, 2 high schools, 1 continuation high school, Adult Education, Nutrition services and 3 administrative/support sites. We intend to build LAN infrastructure in all 26 schools, to provide access to the Internet, to provide video with the LAN of all our schools, and to provide video-and video-conferencing between schools. PROPOSAL
This RFP contains 1) the instructions governing the
requirements for a firm quotation to be submitted
by interested vendors, 2) the description of the project and
specifications for the project and material to be included
therein, 3) the requirements that must be met to be eligible for
consideration, and 4) vendors' responsibilities before and after
installation.
If a vendor expects to be afforded the benefits of the steps
included in this RFP, the vendor must take the responsibility to:
- Carefully read the entire RFP.
- Ask appropriate questions in a timely manner.
- Submit all required responses completed to the best of their
ability by the required dates.
- Make sure that all procedures and requirements of the RFP are
followed and addressed.
4. - Carefully re-read the entire RFP before submitting each
proposal and proposal.
- Check the Rialto Unified School District's web site for
addendums to this RFP.
- Attend mandatory vendor walkthru on March 27, 1998, at
11:00 A.M.
RFP REQUIREMENTS
1. Requirements
Rialto Unified School District has established certain
requirements with respect to proposals to be submitted by
prospective contractors. The use of "shall", "must", or "will"
(except to indicate simple futurity) in the RFP indicates a
requirement or condition from which a deviation may be waived
only by Rialto Unified School District in writing to all
prospective vendors.
2. Desirable Items
The words "should" or "may" in the RFP indicate desirable
attributes or conditions, but are not mandatory in nature.
Deviation from or omission of such a desirable feature, even if
material, will not cause rejection of the proposal.
CONDITIONS
1. General
This RFP, the evaluation of responses, and the award of any
resultant contract shall be made in conformance with current
competitive bidding procedures as they relate to the
procurement of goods and services by public bodies in the State
of California.
Participation in E-rate
Vendor will be required to participate in E-rate program subject
to all its rules and conditions. Any contracts signed will contain
language stating "Subject to 100% E-rate Funding".
"OWNER," "BUYER," "CUSTOMER," and "RUSD" refer to the
Rialto Unified School District. "VENDOR," "SELLER,"
"CONTRACTOR," and "INSTALLER" refer to the organization
responding to this proposal, and/or the winner of this proposal.
You may submit a proposal for cabling the Voice and Data
5. Network to Rialto Unified School District by replying to the
enclosed specification. In order for your proposal to be
considered, you must fill in completely all items in this
specification. Your response must be delivered by 4:30 P.M.,

SPECIFICATIONS
Project: Voice/Data/Fiber Optics Campus Installation:
Please note the District Standard for cabling is AMP.
The proposal is for all labor and materials to install a campus
wide voice and data cabling network as follows:
· Setup IDF closets in existing and future buildings, including
portables, at school locations including the main buildings.
These locations are to include a wall mount rack with category
5 patch panel and wire management.
· Provide and install category 5 (100BASET) station drops to at
least 105 locations. This does not include the previously cabled
station drops in the main building. All station drops are to be
terminated on RJ45 category 5 AMP jacks and certified to
100BASET specifications.
· Provide and install a fiber optics backbone to each of (3)
IDF's. This is to include a (6) Fiber run to each of the buildings.
· Provide and install above ground conduit and raceway as
required. All in-ground conduit is supplied by RUSD.
· Provide and install (1) voice station drop per classroom. All
horizontal cable runs are to originate from existing building
IDF's.
· Label, test, and certify all installed cable and fiber, producing
either printed or electronic proof of certification.
Section 1 - Network
The design of the school site's local area network is: Fiber optic
backbone consisting of 3COM routers, switches, file servers
(defined in Section 2), Category 5 wiring to individual drops
(defined in Section 5), hubs, repeaters and 3COM Transcend
6. software.
Vendors are to provide proposals for LAN: Fast Ethernet
backbone, Gigabyte backbone and ATM backbone.
Section 2 - File Servers
The District wide area network is designed with Microsoft NT-
Server as the network backbone of the District Office and NT-
Servers at each remote location. Microsoft BackOffice is
implemented at the District Office and each remote site.
Exchange is the District messaging system with Microsoft
Outlook used for the Internet mail.
All components of the file server are to be installed and
operational by the vendor.
These systems must be configured to run in the enterprise
mode/version of software so as to communicate with the District
office and other remote locations.
Each location must be installed and operational within 4
consecutive days or a penalty of $500 per day after the 4th day
will be charged.
Installing vendor must be a certified Microsoft System Provider.
System configuration documentation must be provided to
District prior to the system being accepted.
System must be tested so that user accounts can be added, mail
can be assigned by users and access of Microsoft Explorer and
Netscape Navigator 4.0 work on the user's workstations.
All third-party software specified by District to be loaded on
the Windows NT server must be loaded by vendor of file server,
must be the latest version, must be operational and functional.
Training on file server software will be provided by vendor so
that District staff are proficient in operation of equipment and
software. This must be done in one week of installation of
equipment. Such instruction must be completed within a month
after file server and software has been installed.

Section 3- Internet Access
Internet service is to provide through T-1 line and also provide
a minimum of 25 Class-C licenses for District use.
Section 4 - Maintenance and Support
Maintenance on file servers and all network electronics - vendor
of those items should provide for break out of each of those
components procured.
Section 5 - Internal Connections (Wiring)
The following specifications will be used for internal
connections and wiring.
Cabling
Please note the District Standard for cabling is AMP.
All cabling shall be non-plenum rated data cables of 4 pair (8
conductor) meeting Category 5 specification for data
transmission and signal loss (100 Mbps transmission rates). All
connectors, jacks, patch panels, patch cords and line cords shall
meet Category 5 specifications. Color coding for individual
wiring shall be consistent with color coding on the patch panel,
9. and only the same cable type and design from the same
manufacture will be allowed through out the job. All cabling
shall maintain the twist of cable pairs up to the point of
termination. All cable runs shall be provided with a minimum of
12 inches of excess cable at each end to provide for future
repairs. All cables runs must be 'home runs' with no splices
from terminal station and patch panel.
Patch Panel
The patch panels shall consist of RJ-45 port connection with
110 connections on the back of
the panel meeting Category 5 specifications for data
transmission and signal loss. A color coding for the wiring of
each port shall be marked on the 110 area. Each RJ-45 port in
the front of the patch panel shall be clearly and distinctly
identified with the station terminal number. All cabling to the
patch panel shall maintain the twist of cable pairs up to the
point of termination.
Racks
If a rack is proposed, the rack shall accept standard 19 inch
panels and be 84 inches in height.
Construction shall be made entirely of extruded aluminum with
2 mounting bases, 1 front and 1 back.
The front of the rack shall be drilled and tapped the full length
of the rails according to E.I.A. spacing with pre-threaded holes.
The rack shall be installed in such a manner as to allow access
to both the front and back of the rack mounted equipment.
Horizontal Cabling:
The classroom drops will be mounted with two quad data RJ-45
outlet for student stations and 1 duplex outlet for teacher's
station at wall with new marker board.
Surface-mounted and/or concealed conduit systems shall
provide data outlets as indicated on drawings. The drawings
will be provided at the mandatory vendor walkthru.
Each data outlet is to be wired from the IDF/MDF as indicated
with individual 4-pair Unshielded Twisted Pair (UTP) Category
5 cable. The outlet shall be completed wired back to the
10. IDF/MDF and terminated on AMP 568A patch panels. The patch
panels shall be 48 port Category 5, AMP #557862-1.
Fiberoptic Cabling. A fiberoptic cabling backbone shall be
installed that connects the MDF hub location to all IDF/other
LAN data hubs; both single-mode and multi-mode fibers are
required and may be bundled.
Horizontal distribution cables shall be installed from the MDF
and IDF to the designated locations.
All cables shall be furnished by the Proposer in full, factory
packaged reels. The reels shall be marked with the respective
cable part number and lot number by the manufacturer. Upon
request by the Owner, the Proposer shall provide manufacturer's
proof of compliance with the required manufacturing guidelines
presented in the aforementioned standards. Each reel shall be
visually inspected upon receipt and prior to installation to
ensure that no damage was incurred during shipment. Any
damaged cable shall be returned to the vendor/manufacturer for
replacement of the entire reel. The cost for replacement cable
shall be borne by the Proposer. Any residual cable, in lengths
greater than 500 feet, shall be delivered to the Owner and the
Owner shall decide the disposition of the cable.
Data and Workstation Wiring:
Station Locations
Modular style RJ-45 jacks (QUAD) meeting specifications for
Category 5 for data transmission and signal loss shall be
installed in all station locations. When station ends are
terminated in a wall box, a matching cover plate (off white)
shall be used. RJ-45 jacks that terminate in "power" poles or
wire molding shall be of finished design. All cabling to station
locations shall maintain the twist of cable pairs up to the point
of termination. All cabling that terminates on power poles shall
have 15 feet of extra cable coiled in the ceiling area for future
use.
Category 5,-4pair, 24AWG, UTP workstation cabling as defined
in EIA/TIA TSB-36 for Category 5 cable.
1. Acceptable products shall be AMP certified Category 5
11. products. AMP part #57248-6.
2. Each RJ45 workstation outlet shall be provided with one (1)
4' patch cord for the rack location Category 5 RJ45 yellow;
AMP #558075-8, and one (1) 12' workstation cord for the future
computer Category 5 RJ45 yellow; AMP #558075-4. These
patch cords shall be of the same manufacturer as the cabling
system.
Fiberoptic Cabling :
Internal and between building cabling:
Optical fiber cables used outside shall be housed in a OSP loose
tub, gel-filled, construction jacket configuration. AMP part
number ;769509-1(6MM), 769510-1(12MM), 503028-1(24MM),
769511-1(48MM), 769512-1(72MM), 599013-1(6MM/6SM).
Each optical fiber component shall be surrounded by an
individual aramid yam strength member.
The optical fiber cable construction shall meet or exceed the
requirements of the EIA/TIA-568-A Standard Specification.
Optical fiber cable shall withstand a minimum short term tensile
load of 105 pounds without damage to the optical fiber.
Optical fiber cable shall be able to withstand a minimum bend
of 45 millimeters (mm) during installation without damage to
the optical fiber elements.
Optical fiber cable shall have a minimum crush resistance of
200 N/cm.
Cabling inside buildings shall be AMP duct rated cabling for
exterior installation.
Cabling between buildings shall be in concordance with local
building codes.
Optical transmission Performance:
All optical fiber cable shall exhibit the following minimum
transmission characteristics:
Maximum attenuation of 3.5 d/B/km @ 850 nm and 1.65 dB/Km
@ 1300 nm.
Minimum bandwidth of 160 MHz/km @ 860 nm and 500
MHz/km @ 1300 nm.
Data Outlet/Jacks
12. Jacks:
Eight-wire, eight-position modular jacks shall be used for all
telecommunications outlets. Each jack shall be fed by a separate
four pair cable sheath. All four pairs shall be wired to the jack
using TIA/EIA-568-A (t568A, T568B) wiring scheme. The jacks
shall employ PC board mounted (100 or IDC) contacts for
termination of the wire.
Acceptable products:

Duplex Mounting Straps: AMP #558321-X, 558302-Y as
required.
The jacks shall be matched to Category rating of the attached
horizontal distribution cable which will all be category 5
compliant.
Outlet plates:
The outlet shall be configured so that the interconnect couplings
are at an acute angle to, or parallel with, the wall surface. AMP
part number 502603-1. The outlet plate shall be affixed to an in-
wall or surface mount box with two screws, which match the
color of the outlet plate.
Fiber Optic Connections/Couplers
Optical Fiber Couplers:
Multi-mode optical fibers shall be terminated with (duplex SC
or ST-style) connectors and attached to (ST-style to duplex SC,
Duplex SC to duplex SC, ST-style, or ST-style to MIC) feed-
through couplers. AMP part number 503224-3 or 503200-1.
Cabling System Labeling and Testing:
The Proposer shall develop and submit for approval a labeling
system for this cable installation. At a minimum, the labeling
system shall clearly identify all components of the system:
racks, cables, panels and outlets. The labeling system shall
designate the cables origin and destination and a unique
13. identifier for the cable within the system. Racks and patch
panels shall be labeled to identify the location within the cable
system infrastructure. All labeling information shall be recorded
on the as-built drawings and blueprints and all test documents
shall reflect the appropriate labeling scheme. Additionally, a
master list and map must be submitted at job conclusion listing
all patch panel numbers, their corresponding station location,
and the associated room number for the station location. Each
UTP cable will be labeled at patch panel and wall plate. The
wall plates will clearly identify the room and patch panel
number.
All label printing will be machine generated using indelible ink
ribbons or cartridges. Self-laminating labels will be used on
cable jackets, appropriately sized to the outside diameter of the
cable, and placed within view at the termination point on each
end, such that the label can be permanently affixed and
unaffected by moisture. Outlet labels will be the manufacturer's
label provided with the outlet assembly.
All Level 5 cables will be tested with a MicroTest scanner or
equivalent. Test will be done for opens, shorts, grounds,
impedance, attenuation, near end cross talk and length. Results
MUST meet or exceed requirements for Category 5 data cabling
(10BaseT). Results will be fully documented and turned over to
RUSD at job's completion. Documentation may be hard copy or
MS DOS diskette.
Warranty:
Manufacturer's Warranty: At the completion of all testing,
provide a 15-year AMP link performance warranty. Warranty
directly from AMP Incorporated to the Rialto Unified School
District. The extended warranty shall be provided which
warrants functionality of all components used in the system for
a minimum of fifteen years from the date of acceptance. All
fiber cable, copper cable, fiber termination hardware and
housings, copper termination hardware and time shall be of one
manufacturer to ensure the Owner can establish one relationship
for the warranty. Any manufacturer's warranties offered by one
14. manufacturer for another manufacturer's product will not be
acceptable. A performance warranty for fifteen years shall also
be provided which warrants the installed 100 MHz horizontal
copper (HC to WA) and for both the horizontal and the
backbone optical fiber (HC to WA, or cross-connect to cross-
connect) portions of the cabling system. Copper links shall be
warranted against the link performance minimum expected
results defined in the TIA/EIA SP-2840A,l Annex E. Fiber optic
links shall be warranted against the link and segment
performance minimum expected results defined in the TIA/EIA
SP-2840A, Annex H. All manufacturer to insure no disputes can
arise between different manufacturers if performance problems
arise. Installer shall be factory trained technicians with a
factory trained supervisor overseeing the project.
Vendor will warranty all materials and workmanship for a
period of two years. For those manufacturer's warranties
extending beyond the two years, the vendor will provide Rialto
Unified School District all warranty documents at the
completion of this project. Any repairs required to maintain
connectivity will be performed in a timely manner, and cost for
replacement of parts or cables will be born by the vendor.
Installation Warranty: The proposer shall warrant the cabling
system against defects in workmanship for a period of two years
from the date of system acceptance. The warranty shall cover all
labor and materials necessary to correct a failed portion of the
system and to demonstrate performance within the original
installation specification after repairs are accomplished. This
warranty shall be provided at no additional cost to the Owner.
Section 6 - Conduit for Technology
Conduit for technology is restricted for technology only.
Section 7 - Telephone Carrier Service
Vendors are to provide proposals for:
Voice Circuits
T1 Point to Point lease lines
Transport of Data, Internet and Video
In addition, provide costs for installing, providing, fiber optic
15. cable to all school sites in the District. Transport of data is to
be quoted at T-1, DS3, OC3 and OC12 transport speed. Vendor
to provide installation to school site and District office point of
distribution (MDF).
Section 8 - Wireless
Cell phones:
Vendors are to provide, where applicable, proposal for cell
phones and usage of wireless communications for the purpose of
security and maintenance.
Wireless network communication within our local area network
(LAN). This is to be used for communicating to workstations
where cable (CAT 5) is not feasible, radio wave signal at 10
megabits per second is required. A minimum of five stations per
access point is required.
EXISTING SYSTEM
The school sites' existing systems will be reviewed by the
proposer at a scheduled walk thru. For details of site
specifications, please call the Director of Information Systems.

One high school, two middle schools and one elementary school
will be considered under this proposal, however, Rialto Unified
School District reserves the right to add or subtract from the
sites shown on the proposal. Detail of equipment and services

all proposals in whole or in part/or waive any irregularity in any

INTRODUCTION
Rialto Unified School District services over 25,000 students
with 17 elementary schools, 5 middle schools, 2 high schools, 1
continuation high school, Adult Education, Nutrition services
and 3 administrative/support sites. We intend to build LAN
infrastructure in all 26 schools, to provide access to the
Internet, to provide video with the LAN of all our schools, and
to provide video-and video-conferencing between schools. This
29. will instill wiring campuses, network electronics and file
servers. Rialto Unified School District is participating in the E-
rate funding program. The main purpose of this proposal is to
allow for purchases covered under E-rate.
PROPOSAL
This RFP contains 1) the instructions governing the
requirements for a firm quotation to be submitted
by interested vendors, 2) the description of the project and
specifications for the project and material to be included
therein, 3) the requirements that must be met to be eligible for
consideration, and 4) vendors' responsibilities before and after
installation.
If a vendor expects to be afforded the benefits of the steps
included in this RFP, the vendor must take the responsibility to:
- Carefully read the entire RFP.
- Ask appropriate questions in a timely manner.
- Submit all required responses completed to the best of their
ability by the required dates.
- Make sure that all procedures and requirements of the RFP are
followed and addressed.
- Carefully re-read the entire RFP before submitting each
proposal and proposal.

RFP REQUIREMENTS
1. Requirements
Rialto Unified School District has established certain
requirements with respect to proposals to be submitted by
prospective contractors. The use of "shall", "must", or "will"
(except to indicate simple futurity) in the RFP indicates a
requirement or condition from which a deviation may be waived
30. only by Rialto Unified School District in writing to all
prospective vendors.
2. Desirable Items
The words "should" or "may" in the RFP indicate desirable
attributes or conditions, but are not mandatory in nature.
Deviation from or omission of such a desirable feature, even if
material, will not cause rejection of the proposal.
CONDITIONS
1. General
This RFP, the evaluation of responses, and the award of any
resultant contract shall be made in conformance with current
competitive bidding procedures as they relate to the
procurement of goods and services by public bodies in the State
of California.
Participation in E-rate
Vendor will be required to participate in E-rate program subject
to all its rules and conditions. Any contracts signed will contain
language stating "Subject to 100% E-rate Funding".
"OWNER," "BUYER," "CUSTOMER," and "RUSD" refer to the
Rialto Unified School District. "VENDOR," "SELLER,"
"CONTRACTOR," and "INSTALLER" refer to the organization
responding to this proposal, and/or the winner of this proposal.
You may submit a proposal for cabling the Voice and Data
Network to Rialto Unified School District by replying to the
enclosed specification. In order for your proposal to be
considered, you must fill in completely all items in this

SPECIFICATIONS
Project: Voice/Data/Fiber Optics Campus Installation:
Please note the District Standard for cabling is AMP.
The proposal is for all labor and materials to install a campus
wide voice and data cabling network as follows:
31. · Setup IDF closets in existing and future buildings, including
portables, at school locations including the main buildings.
These locations are to include a wall mount rack with category
5 patch panel and wire management.
· Provide and install category 5 (100BASET) station drops to at
least 105 locations. This does not include the previously cabled
station drops in the main building. All station drops are to be
terminated on RJ45 category 5 AMP jacks and certified to
100BASET specifications.
· Provide and install a fiber optics backbone to each of (3)
IDF's. This is to include a (6) Fiber run to each of the buildings.
· Provide and install above ground conduit and raceway as
required. All in-ground conduit is supplied by RUSD.
· Provide and install (1) voice station drop per classroom. All
horizontal cable runs are to originate from existing building
IDF's.
· Label, test, and certify all installed cable and fiber, producing
either printed or electronic proof of certification.
Section 1 - Network
The design of the school site's local area network is: Fiber optic
backbone consisting of 3COM routers, switches, file servers
(defined in Section 2), Category 5 wiring to individual drops
(defined in Section 5), hubs, repeaters and 3COM Transcend
software.
Vendors are to provide proposals for LAN: Fast Ethernet
backbone, Gigabyte backbone and ATM backbone.
Section 2 - File Servers
The District wide area network is designed with Microsoft NT-
Server as the network backbone of the District Office and NT-
Servers at each remote location. Microsoft BackOffice is
implemented at the District Office and each remote site.
Exchange is the District messaging system with Microsoft
Outlook used for the Internet mail.
All components of the file server are to be installed and
operational by the vendor.
32. These systems must be configured to run in the enterprise
mode/version of software so as to communicate with the District
office and other remote locations.
Each location must be installed and operational within 4
consecutive days or a penalty of $500 per day after the 4th day
will be charged.
Installing vendor must be a certified Microsoft System Provider.
System configuration documentation must be provided to
District prior to the system being accepted.
System must be tested so that user accounts can be added, mail
can be assigned by users and access of Microsoft Explorer and
Netscape Navigator 4.0 work on the user's workstations.
All third-party software specified by District to be loaded on
the Windows NT server must be loaded by vendor of file server,
must be the latest version, must be operational and functional.
Training on file server software will be provided by vendor so
that District staff are proficient in operation of equipment and
software. This must be done in one week of installation of
equipment. Such instruction must be completed within a month
after file server and software has been installed.

The following specifications will be used for internal
connections and wiring.
Cabling
Please note the District Standard for cabling is AMP.
All cabling shall be non-plenum rated data cables of 4 pair (8
conductor) meeting Category 5 specification for data
transmission and signal loss (100 Mbps transmission rates). All
connectors, jacks, patch panels, patch cords and line cords shall
meet Category 5 specifications. Color coding for individual
wiring shall be consistent with color coding on the patch panel,
and only the same cable type and design from the same
manufacture will be allowed through out the job. All cabling
shall maintain the twist of cable pairs up to the point of
termination. All cable runs shall be provided with a minimum of
12 inches of excess cable at each end to provide for future
repairs. All cables runs must be 'home runs' with no splices
from terminal station and patch panel.
Patch Panel
The patch panels shall consist of RJ-45 port connection with
110 connections on the back of
the panel meeting Category 5 specifications for data
transmission and signal loss. A color coding for the wiring of
each port shall be marked on the 110 area. Each RJ-45 port in
35. the front of the patch panel shall be clearly and distinctly
identified with the station terminal number. All cabling to the
patch panel shall maintain the twist of cable pairs up to the
point of termination.
Racks
If a rack is proposed, the rack shall accept standard 19 inch
panels and be 84 inches in height.
Construction shall be made entirely of extruded aluminum with
2 mounting bases, 1 front and 1 back.
The front of the rack shall be drilled and tapped the full length
of the rails according to E.I.A. spacing with pre-threaded holes.
The rack shall be installed in such a manner as to allow access
to both the front and back of the rack mounted equipment.
Horizontal Cabling:
The classroom drops will be mounted with two quad data RJ-45
outlet for student stations and 1 duplex outlet for teacher's
station at wall with new marker board.
Surface-mounted and/or concealed conduit systems shall
provide data outlets as indicated on drawings. The drawings
will be provided at the mandatory vendor walkthru.
Each data outlet is to be wired from the IDF/MDF as indicated
with individual 4-pair Unshielded Twisted Pair (UTP) Category
5 cable. The outlet shall be completed wired back to the
IDF/MDF and terminated on AMP 568A patch panels. The patch
panels shall be 48 port Category 5, AMP #557862-1.
Fiberoptic Cabling. A fiberoptic cabling backbone shall be
installed that connects the MDF hub location to all IDF/other
LAN data hubs; both single-mode and multi-mode fibers are
required and may be bundled.
Horizontal distribution cables shall be installed from the MDF
and IDF to the designated locations.
All cables shall be furnished by the Proposer in full, factory
packaged reels. The reels shall be marked with the respective
cable part number and lot number by the manufacturer. Upon
request by the Owner, the Proposer shall provide manufacturer's
proof of compliance with the required manufacturing guidelines
36. presented in the aforementioned standards. Each reel shall be
visually inspected upon receipt and prior to installation to
ensure that no damage was incurred during shipment. Any
damaged cable shall be returned to the vendor/manufacturer for
replacement of the entire reel. The cost for replacement cable
shall be borne by the Proposer. Any residual cable, in lengths
greater than 500 feet, shall be delivered to the Owner and the
Owner shall decide the disposition of the cable.
Data and Workstation Wiring:
Station Locations
Modular style RJ-45 jacks (QUAD) meeting specifications for
Category 5 for data transmission and signal loss shall be
installed in all station locations. When station ends are
terminated in a wall box, a matching cover plate (off white)
shall be used. RJ-45 jacks that terminate in "power" poles or
wire molding shall be of finished design. All cabling to station
locations shall maintain the twist of cable pairs up to the point
of termination. All cabling that terminates on power poles shall
have 15 feet of extra cable coiled in the ceiling area for future
use.
Category 5,-4pair, 24AWG, UTP workstation cabling as defined
in EIA/TIA TSB-36 for Category 5 cable.
1. Acceptable products shall be AMP certified Category 5
products. AMP part #57248-6.
2. Each RJ45 workstation outlet shall be provided with one (1)
4' patch cord for the rack location Category 5 RJ45 yellow;
AMP #558075-8, and one (1) 12' workstation cord for the future
computer Category 5 RJ45 yellow; AMP #558075-4. These
patch cords shall be of the same manufacturer as the cabling
system.
Fiberoptic Cabling :
Internal and between building cabling:
Optical fiber cables used outside shall be housed in a OSP loose
tub, gel-filled, construction jacket configuration. AMP part
number ;769509-1(6MM), 769510-1(12MM), 503028-1(24MM),
769511-1(48MM), 769512-1(72MM), 599013-1(6MM/6SM).
37. Each optical fiber component shall be surrounded by an
individual aramid yam strength member.
The optical fiber cable construction shall meet or exceed the
requirements of the EIA/TIA-568-A Standard Specification.
Optical fiber cable shall withstand a minimum short term tensile
load of 105 pounds without damage to the optical fiber.
Optical fiber cable shall be able to withstand a minimum bend
of 45 millimeters (mm) during installation without damage to
the optical fiber elements.
Optical fiber cable shall have a minimum crush resistance of
200 N/cm.
Cabling inside buildings shall be AMP duct rated cabling for
exterior installation.
Cabling between buildings shall be in concordance with local
building codes.
Optical transmission Performance:
All optical fiber cable shall exhibit the following minimum
transmission characteristics:
Maximum attenuation of 3.5 d/B/km @ 850 nm and 1.65 dB/Km
@ 1300 nm.
Minimum bandwidth of 160 MHz/km @ 860 nm and 500
MHz/km @ 1300 nm.
Data Outlet/Jacks
Jacks:
Eight-wire, eight-position modular jacks shall be used for all
telecommunications outlets. Each jack shall be fed by a separate
four pair cable sheath. All four pairs shall be wired to the jack
using TIA/EIA-568-A (t568A, T568B) wiring scheme. The jacks
shall employ PC board mounted (100 or IDC) contacts for
termination of the wire.

The jacks shall be matched to Category rating of the attached
horizontal distribution cable which will all be category 5
compliant.
Outlet plates:
The outlet shall be configured so that the interconnect couplings
are at an acute angle to, or parallel with, the wall surface. AMP
part number 502603-1. The outlet plate shall be affixed to an in-
wall or surface mount box with two screws, which match the
color of the outlet plate.
Fiber Optic Connections/Couplers
Optical Fiber Couplers:
Multi-mode optical fibers shall be terminated with (duplex SC
or ST-style) connectors and attached to (ST-style to duplex SC,
Duplex SC to duplex SC, ST-style, or ST-style to MIC) feed-
through couplers. AMP part number 503224-3 or 503200-1.
Cabling System Labeling and Testing:
The Proposer shall develop and submit for approval a labeling
system for this cable installation. At a minimum, the labeling
system shall clearly identify all components of the system:
racks, cables, panels and outlets. The labeling system shall
designate the cables origin and destination and a unique
identifier for the cable within the system. Racks and patch
panels shall be labeled to identify the location within the cable
system infrastructure. All labeling information shall be recorded
on the as-built drawings and blueprints and all test documents
shall reflect the appropriate labeling scheme. Additionally, a
master list and map must be submitted at job conclusion listing
all patch panel numbers, their corresponding station location,
and the associated room number for the station location. Each
UTP cable will be labeled at patch panel and wall plate. The
wall plates will clearly identify the room and patch panel
number.
All label printing will be machine generated using indelible ink
ribbons or cartridges. Self-laminating labels will be used on
39. cable jackets, appropriately sized to the outside diameter of the
cable, and placed within view at the termination point on each

unaffected by moisture. Outlet labels will be the manufacturer's
label provided with the outlet assembly.
All Level 5 cables will be tested with a MicroTest scanner or
equivalent. Test will be done for opens, shorts, grounds,
impedance, attenuation, near end cross talk and length. Results
MUST meet or exceed requirements for Category 5 data cabling
(10BaseT). Results will be fully documented and turned over to
RUSD at job's completion. Documentation may be hard copy or
MS DOS diskette.
Warranty:
Manufacturer's Warranty: At the completion of all testing,
provide a 15-year AMP link performance warranty. Warranty
directly from AMP Incorporated to the Rialto Unified School
District. The extended warranty shall be provided which
warrants functionality of all components used in the system for
a minimum of fifteen years from the date of acceptance. All
fiber cable, copper cable, fiber termination hardware and
housings, copper termination hardware and time shall be of one
manufacturer to ensure the Owner can establish one relationship
for the warranty. Any manufacturer's warranties offered by one
manufacturer for another manufacturer's product will not be
acceptable. A performance warranty for fifteen years shall also
be provided which warrants the installed 100 MHz horizontal
copper (HC to WA) and for both the horizontal and the
backbone optical fiber (HC to WA, or cross-connect to cross-
connect) portions of the cabling system. Copper links shall be
warranted against the link performance minimum expected
results defined in the TIA/EIA SP-2840A,l Annex E. Fiber optic
links shall be warranted against the link and segment
performance minimum expected results defined in the TIA/EIA
SP-2840A, Annex H. All manufacturer to insure no disputes can
arise between different manufacturers if performance problems
arise. Installer shall be factory trained technicians with a
40. factory trained supervisor overseeing the project.
Vendor will warranty all materials and workmanship for a
period of two years. For those manufacturer's warranties
extending beyond the two years, the vendor will provide Rialto
Unified School District all warranty documents at the
completion of this project. Any repairs required to maintain
connectivity will be performed in a timely manner, and cost for
replacement of parts or cables will be born by the vendor.
Installation Warranty: The proposer shall warrant the cabling
system against defects in workmanship for a period of two years
from the date of system acceptance. The warranty shall cover all
labor and materials necessary to correct a failed portion of the
system and to demonstrate performance within the original
installation specification after repairs are accomplished. This
warranty shall be provided at no additional cost to the Owner.
Section 6 - Conduit for Technology
Conduit for technology is restricted for technology only.
Section 7 - Telephone Carrier Service
Vendors are to provide proposals for:
Voice Circuits
T1 Point to Point lease lines
Transport of Data, Internet and Video
In addition, provide costs for installing, providing, fiber optic
cable to all school sites in the District. Transport of data is to
be quoted at T-1, DS3, OC3 and OC12 transport speed. Vendor
to provide installation to school site and District office point of
distribution (MDF).
Section 8 - Wireless
Cell phones:
Vendors are to provide, where applicable, proposal for cell
phones and usage of wireless communications for the purpose of
security and maintenance.
Wireless network communication within our local area network
(LAN). This is to be used for communicating to workstations
where cable (CAT 5) is not feasible, radio wave signal at 10
megabits per second is required. A minimum of five stations per
41. access point is required.
EXISTING SYSTEM
The school sites' existing systems will be reviewed by the
proposer at a scheduled walk thru. For details of site
specifications, please call the Director of Information Systems.

The OWNER may reject any and all proposals, waive any
informality in any proposal, or hold the award for any reasons

The OWNER may make such investigations as owner deems
necessary to determine the ability of the PROPOSER to perform
the work. The PROPOSER shall furnish to the OWNER all such

reserves the right to reject any proposal if the evidence
