MEMO
FROM: THE PRESIDENT
TO: ALL NIStructE MEMBERS.
DATE: SEPTEMBER 18, 2017
1. You will recall that the Institution has all these years been trying to push
through an instrument that will give legal teeth to the practice of structural
engineering in Nigeria such that the practice will not be an all comers game
as it is presently practiced.
SUBJECT: APPROVAL OF NIStructE PRAYERS AT NSE COUNCIL MEETING.
2. The options before us were:
a. To pursue directly with the National Assembly the charter status
started by our predecessors.
b. To get NSE through a Council resolution to make NIStructE the sole
organ recognized in Nigeria to certify the ‘structural engineer’ and to
cause COREN to issue a seal to that effect.
3. You will also recall that at the retreat held on assumption of office in
December, 2017, our Executive Council was mandated amongst other
things to work with the NSE President, Engr. Otis Anyaeji to actualize the
NSE Council resolution option while keeping the charter status as a fall back
option.

4. We are pleased to inform you that the NSE Council, at its meeting on
Thursday September 13, 2017 approved our prayers on the Council
resolution option as follows:
i. COREN would be asked to open a register specifically for structural
engineers and have a seal labeling them as such.
ii. Only those engineers presented by its Structural Division (The
Nigerian Institution of Structural Engineers, NIStructE) as having
passed its professional examinations would be presented to COREN
for registration as structural engineers.
iii. All engineers should practice only within their areas of core
competence else they should associate with specialists in such areas.
iv. All civil engineers with structural engineering competence should
present themselves for a formal professional recognition through the
matured route or the Associate membership procedure provided by
NIStructE.
v. All civil engineers that are not members of the structural division of
NSE, i.e. NIStructE should only practice within the simple structure
zone as defined in 3.02a of the memo until they are able to become
professionally registered as a structural engineer.
3.02a of the memo is repeated below.
Simple structures: e.g. houses and schools up to 2-storeys and
industrial units not exceeding 6 meters in span. These buildings
would not be founded on poor soils and would require only a pad,
a strip or continuous footings as their foundations. For the
avoidance of doubt, a storey building is a bungalow.
5. We thank all our members that worked tirelessly with us for the approval
by NSE Council and to inform everyone that this is just the beginning of the
hard work ahead in order to sustain the momentum. Members are
expected more than ever before to volunteer to serve at Exco and other
committees to be able to maintain our standard and keep up with the
expected rush for registration by new members.

6. To start with, we shall be presenting soon the list of our members that are
already registered with NSE and COREN as civil engineers. They have met
our criteria and have been certified by us as structural engineers. We
expect COREN to now re-register them as “civil and structural” engineers
and give them the COREN seal designating them as such upon the
recommendation of NSE Council.
7. You are therefore urged to update your financial status immediately as non
– financial members would neither be presented nor listed in the new
membership register to be launched at the annual conference in October,
2017.
