Progressive Expansion
Progressive expansion means that once the school meets all the standards of the school safety
assessment tool (SSAT), they can start face to face classes provided they are located in areas under
COVID Alert Level 1 or 2. Should the area be recategorized as being under COVID Alert Level 3 or
higher, the face-to face classes shall be automatically suspended.
The progressive expansion includes:
Geographic expansion - upon compliance of SSAT standards, more schools in areas under
Alert Levels 1 and 2 may start face to face classes subject to JMC guidelines. Schools may start
anytime within the school year upon compliance of requirements.
Expansion in terms of Grade Levels. Given the success of Phase 1, DepEd will include all
grade levels (K to 12) in the expansion phase.

Management arrangement
1. The process of approval of schools (Public and Private) for Phase 2 will now be delegated to the office of
regional directors in coordination with their DOH regional counterparts.
2. Participation of international schools shall be at the Central Office through the PEO.
Authorization of DepEd and DOH for decision-making in the expansion phase
The President has authorized DepEd and DOH to decide on the scale and mechanics of the expansion, in
consultation with the DILG. The DepEd will submit regular reports on the conduct of the F2F classes to the
President.
Schedule of the Expansion phase
Progressive expansion to commence not earlier than February 2022, unless the DOH advice DepEd to further
defer the start of expansion based on developments surrounding the Omicron variant surge.
