▪ Sustain the positive result of the implementation of limited face-to-face classes
▪ Scale up the implementation of effective practices on health protocols and blended learning
(face-to-face and distance learning)
▪ Address difficulty in monitoring and assessing learning progress remotely (institutionalization of
learning assessment based on experience from the pilot)
▪ Mitigate inequalities and unevenness in access to technology, household resources, and student
skills for self-learning
▪ Allow resumption of activities that cannot be done at home
▪ Address needs of learners with no adult in the family qualified and/or available to perform the
role of learning facilitator (check MLESF data)
▪ Schools can continue helping the enforcement of health standards in school setting
▪ Widen the scope of programs and interventions in easing negative mental health and child
development impact of the lack of face-to-face interaction and socialization among children
OBJECTIVES OF THE EXPANSION

Progressive Expansion
Progressive expansion means that once the school meets all the standards of the school safety
assessment tool (SSAT), they can start face to face classes provided they are located in areas under
COVID Alert Level 1 or 2. Should the area be recategorized as being under COVID Alert Level 3 or
higher, the face-to face classes shall be automatically suspended.
The progressive expansion includes:
Geographic expansion - upon compliance of SSAT standards, more schools in areas under
Alert Levels 1 and 2 may start face to face classes subject to JMC guidelines. Schools may start
anytime within the school year upon compliance of requirements.
Expansion in terms of Grade Levels. Given the success of Phase 1, DepEd will include all
grade levels (K to 12) in the expansion phase.

Management arrangement
1. The process of approval of schools (Public and Private) for Phase 2 will now be delegated to the office of
regional directors in coordination with their DOH regional counterparts.
2. Participation of international schools shall be at the Central Office through the PEO.
Authorization of DepEd and DOH for decision-making in the expansion phase
The President has authorized DepEd and DOH to decide on the scale and mechanics of the expansion, in
consultation with the DILG. The DepEd will submit regular reports on the conduct of the F2F classes to the
President.
Schedule of the Expansion phase
Progressive expansion to commence not earlier than February 2022, unless the DOH advice DepEd to further
defer the start of expansion based on developments surrounding the Omicron variant surge.

- Blended Learning approach will be applied on alternating schedule (Feedback:
prep of two separate lesson Plans)
- Subjects that require laboratories/workshops for SHS will be prioritized for face
to face, the rest of the subjects may be delivered remotely
- Max of 4.5 hours stay in school, except for Kindergarten (max of 3 hours stay
in school) – for recoms from CI Strand

- Setting up of proactive COVID-19 local hotline/helpdesk that connects to and coordinates with
hospitals/LGUs
- Establishment of mechanisms for feedback mechanisms and engaging media on f2f issues
Contingency Plan
- Following a decision model and preparing a contingency plan for closing and reopening the
school in case of COVID-19 resurgence
Proper Ventilation
- Ensuring proper ventilation of classrooms and maximize natural airflow (i.e. open windows)
Detection and Referral
- Temperature checks before entering the school premises
- Discourage visitors and external stakeholders to enter the school
- Conduct of daily rapid health check inside the classroom
- Setting up of school clinic for health emergencies and COVID assessment
- Setting up of isolation room within school premises while coordination is being conducted

Quarantine
- Cooperate with local health authorities in contact tracing activities if there is a
suspect/probable/confirmed positive case in the school
- Set up transition mechanisms from limited face-to-face to full distance learning if suspension of
classes is needed (include mechanisms for suspension other than alert levels)
Psychological Support
- Mental health support shall be conducted by advisers in the first days (i.e. kumustahan)
- Maintain guidance service to provide counselling
- SDOs shall set up basic mental health support services (e.g. hotline)
- Engage parents and guardians in providing mental health support to learners

- Close coordination with their respective LGU to accelerate vaccination of unvaccinated
teachers, school personnel and learners

the school clinic during school days

DEPARTMENT OF EDUCATION ▪ Sustain the positive result of the implementation of limited face-to-face classes ▪ Scale up the implementation of effective practices on health protocols and blended learning (face-to-face and distance learning) ▪ Address difficulty in monitoring and assessing learning progress remotely (institutionalization of learning assessment based on experience from the pilot) ▪ Mitigate inequalities and unevenness in access to technology, household resources, and student skills for self-learning ▪ Allow resumption of activities that cannot be done at home ▪ Address needs of learners with no adult in the family qualified and/or available to perform the role of learning facilitator (check MLESF data) ▪ Schools can continue helping the enforcement of health standards in school setting ▪ Widen the scope of programs and interventions in easing negative mental health and child development impact of the lack of face-to-face interaction and socialization among children OBJECTIVES OF THE EXPANSION

DEPARTMENT OF EDUCATION Progressive Expansion Progressive expansion means that once the school meets all the standards of the school safety assessment tool (SSAT), they can start face to face classes provided they are located in areas under COVID Alert Level 1 or 2. Should the area be recategorized as being under COVID Alert Level 3 or higher, the face-to face classes shall be automatically suspended. The progressive expansion includes: Geographic expansion - upon compliance of SSAT standards, more schools in areas under Alert Levels 1 and 2 may start face to face classes subject to JMC guidelines. Schools may start anytime within the school year upon compliance of requirements. Expansion in terms of Grade Levels. Given the success of Phase 1, DepEd will include all grade levels (K to 12) in the expansion phase. EXPANSION STRATEGY
  • 9. DEPARTMENT OF EDUCATION Management arrangement 1. The process of approval of schools (Public and Private) for Phase 2 will now be delegated to the office of regional directors in coordination with their DOH regional counterparts. 2. Participation of international schools shall be at the Central Office through the PEO. Authorization of DepEd and DOH for decision-making in the expansion phase The President has authorized DepEd and DOH to decide on the scale and mechanics of the expansion, in consultation with the DILG. The DepEd will submit regular reports on the conduct of the F2F classes to the President. Schedule of the Expansion phase Progressive expansion to commence not earlier than February 2022, unless the DOH advice DepEd to further defer the start of expansion based on developments surrounding the Omicron variant surge. DEPARTMENT OF EDUCATION SELECTION PROCESS • Revalidate compliance of schools to the standards of School Safety Assessment Tool (SSAT) • Secure LGU Concurrence • Submit to RO the result of revalidation SDO RO • Confer with DOH counterpart on the Risk Classification • Conduct site inspection, if needed • Certify Readiness based on the result of SSAT (approval) • Grant of safety seal • Submit report to CO CO • Adjust system for tagging (LIS) • Conduct random site inspection, if needed QUESTION: Do we make Safety seal as a requirement? DEPARTMENT OF EDUCATION APPROVAL PROCESS CO through PEO receives proposals from International schools containing the following • Letter of intent • Accomplished SSAT • Implementation Plan • Contingency Plan • LGU Concurrence • PEO evaluates the submitted proposal and validate the result of SSAT • DepEd through PEO issues certificate of compliance which authorizes the school to commence face to face classes SCHOOLS SELECTION PROCESS FOR INTERNATIONAL SCHOOLS

DEPARTMENT OF EDUCATION SAFE OPERATIONS KEY ELEMENTS STANDARDS Participating Schools (public and private) What about CLCs? - Schools located in Level 1 and 2 - Passed the School Safety Assessment Tool (SSAT) standards - All Grade levels (K to 12) - with LGUs Concurrence (Municipality and City) - with expressed support and consent of parents of students who shall participate in the reopening of face-to-face classes, in the form of a written Consent Form - Secure FPIC for schools in IP Communities - Discussion with BAE on CLCs Learners - All Grade Levels (K to 12) - Voluntary with signed consent from parent

DEPARTMENT OF EDUCATION KEY ELEMENTS STANDARDS School Personnel - Teachers who will be involved in the implementation of limited face to face classes must be vaccinated - Unvaccinated teachers may perform other duties in the school premises other than actual teaching, provided they submit negative antigen or RT PCR result Duration of the Expansion Until the end of SY 2021-2022 (to continue in the following SY) Class Size - Max of 12 learners for Kinder - Max of 16 for Grades 1 to 12 - Max of 12 learners at a time for those activities requiring the use of WS and Laboratories. Teaching and Learning Approach - Blended Learning approach will be applied on alternating schedule (Feedback: prep of two separate lesson Plans) - Subjects that require laboratories/workshops for SHS will be prioritized for face to face, the rest of the subjects may be delivered remotely - Max of 4.5 hours stay in school, except for Kindergarten (max of 3 hours stay in school) – for recoms from CI Strand SAFE OPERATIONS

DEPARTMENT OF EDUCATION KEY ELEMENTS STANDARDS Teacher Workload - teacher load/s should be arranged equitably and fairly so that each teacher follows the maximum 6-hour classroom teaching per day - Instructional time may be allotted to (a) teach “least learned/mastered” content, (b) conduct authentic classroom assessment of learning, (c) review previous lessons and (d) provide remediation/intervention - Come up with a workable AWA Learning Resources - Textbooks and SLMS, whichever are available, will be utilized for face to face - Self-Learning Modules for Distance Learning (pre-deployed) - Supplemental learning resources School Activities - Group work which involves close contact shall not be allowed - Staggered Break time - Large gatherings and activities are prohibited Personal Protective Equipment - Appropriate face mask - Face shield and barriers are not required TEACHING AND LEARNING

DEPARTMENT OF EDUCATION KEY ELEMENTS STANDARDS Classroom Layout & Structure - Physically redesign the classroom to ensure physical distancing (1 to 2 meters apart) - Suitable alternative learning spaces other than classrooms within school grounds or in students’ immediate community may be identified School Traffic Management - Establish safe entrance, exit, drop-off, and pick-up points, and contact tracing procedures for all those entering the school premises - Set-up visual cues (i.e. hallway ground markings, etc.) Protective measures, hygiene and sanitation practices and respiratory etiquette - Setting up of proper sanitation and hygiene facilities (i.e. handwashing station) - Availability of face masks to learners, teachers, and school personnel - Availability of emergency health kits - Provision of health monitoring tool - Designate school health safety officers to take charge of health and safety protocols - Stakeholders, PTA, or barangay can assist the school in enforcing protocols - Hiring of LSA to provide assistance (awaiting guidelines from BHROD) WELLBEING AND PROTECTION

DEPARTMENT OF EDUCATION KEY ELEMENTS STANDARDS School Disinfection, Sanitation and Waste Management - Availability of hand soaps, sanitizers, and alcohol-based solutions in key areas of the school and mechanisms to properly sanitize and disinfect the schools - Routine sanitation of frequently touched surfaces - In coordination with DOH, identify mechanisms to properly sanitize and disinfect the schools Communication Strategy - Setting up of proactive COVID-19 local hotline/helpdesk that connects to and coordinates with hospitals/LGUs - Establishment of mechanisms for feedback mechanisms and engaging media on f2f issues Contingency Plan - Following a decision model and preparing a contingency plan for closing and reopening the school in case of COVID-19 resurgence Proper Ventilation - Ensuring proper ventilation of classrooms and maximize natural airflow (i.e. open windows) Detection and Referral - Temperature checks before entering the school premises - Discourage visitors and external stakeholders to enter the school - Conduct of daily rapid health check inside the classroom - Setting up of school clinic for health emergencies and COVID assessment - Setting up of isolation room within school premises while coordination is being conducted WELLBEING AND PROTECTION

DEPARTMENT OF EDUCATION KEY ELEMENTS STANDARDS Contact Tracing and Quarantine - Cooperate with local health authorities in contact tracing activities if there is a suspect/probable/confirmed positive case in the school - Set up transition mechanisms from limited face-to-face to full distance learning if suspension of classes is needed (include mechanisms for suspension other than alert levels) Psychological Support - Mental health support shall be conducted by advisers in the first days (i.e. kumustahan) - Maintain guidance service to provide counselling - SDOs shall set up basic mental health support services (e.g. hotline) - Engage parents and guardians in providing mental health support to learners Vaccination of Teachers, School Personnel and learners - Close coordination with their respective LGU to accelerate vaccination of unvaccinated teachers, school personnel and learners - Continuous advocacy on vaccination Vaccination of Learners for Other Diseases - School shall support and sustain the regular immunization program for other diseases - Close coordination with their respective LGU / private pediatrician to complete routine infant vaccines WELLBEING AND PROTECTION

DEPARTMENT OF EDUCATION KEY ELEMENTS STANDARDS Coordination Mechanisms - Coordination with Barangay Health Emergency Response Team (BHERT) of the Local Government Unit (LGU) in ensuring health protocols are observed properly - Operationalize the Preventive Alert System in Schools (PASS), teachers routinely conduct health inspection. - Ensure health personnel or designated “clinic teacher” are physically present at the school clinic during school days - Orientation of parents/guardians in health and safety protocols in school and at home (i.e. pick-up and drop-off, minimum health and safety requirements, reinforcing health and safety protocols at home) - Home-school coordination on health status of learners WELLBEING AND PROTECTION

DEPARTMENT OF EDUCATION MONITORING AND EVALUATION 20 Tools Indicators Preparation Survey • The Quality Assurance Division (QAD) in the region in coordination with SGOD shall deploy the Preparation Survey; receive report, analyze report and prepare consolidated report Weekly School Report • The Quality Assurance Division (QAD) in the region in coordination with SGOD shall deploy the Weekly School Report; receive report, analyze report and prepare consolidated report End SY Survey (Endline) • The Quality Assurance Division (QAD) in the region in coordination with SGOD shall deploy the End of SY survey or endline survey; receive report, analyze the report and prepare consolidated report for submission to Regional Director • RDs will be required to present the result of the expansion in the management committee meeting
