Enablers can be sized in story points
Counted in velocity/capacity either
at team or program level
Program level enablers are called-
Enabler Features and Capabilities
At a Team level – We have small size
enablers and these are called Enabler

If Size of an enabler is big – These are
Epic Enabler, exist at the portfolio level
Incrementally

At the team level - Portfolio and program
level enablers are decomposed and finally
They are implemented at the team level.

12. How To allocate capacity to work on
Enablers?
At each PI boundary, the team on agree
What percentage of work will go to
Enablers along with other features?
Team agreement is important for this
capacity allocation and this allocation
may vary from time to time. – Initially,
more capacity can be allocated to
enablers compared to the
development of features.
