Abstract
There is a lot of military’s spouse who chooses to stay at home while their spouse was active in the military. The reason can range from being new to state or country and not trusting or knowing anyone who can babysit their child. On the other hand, since one parent is away overseas and they did not want to subject their child to having one parent away and another parent gone for eight hours a day. Whatever the reason may be once the active duty personnel are retired what next for the stay at home parent. Their spouse income will dramatically decrease leaving the household in a bind. Some programs focused on the spouse of active duty personnel but not any programs that concentrate on the retired personnel spouse.

· In powering retired military spouse with education and

Spouses of the retiring military personnel opt to stay at home
instead of entering the workforce. This scenario is attributed to
the long periods the military personnel spend in active roles
without spending much of their time with their families. Thus,
the retiring military personnel opt to share much of their time
with their offspring to compensate for the time they have not
been close to their families. However, the retirement of the
military personnel has the effect of exposing their families to
reduced income to support their needs. The family is forced to
live on pension income, which is not adequate. The American
society has a moral responsibility of helping the retired military
personnel families due to the sacrifice they have undergone in
securing the country. Accordingly, welfare program targeting
the spouses of the retired military spouses has been proposed in
aiding them to acquire basic employment skills.
Problem/Need
Rationale
The program is of great importance as it focuses on
equipping the spouses of military personnel, who have already
retired, with skills that will enable them to become employable,
as most of them are not. These spouses have outdated skills
because of the long time they have not been in the job market as
they sacrificed time for their spouses to render services to the
country. The program will help improve the welfare of these
4. families as once the spouses have been employed they will
supplement the retirement benefits of their partners hence
improving the welfare of their families.
Objective
The primary objective of introducing the welfare program is to
promote the social and economic welfare of the retired military
families. The extent of the spouses of the retired military
spouses to be able of attaining employment skills will ensure
the welfare of the military officers’ family once they retire is
sustainable. Thus, the objective of the program will be attained
through skill development program. The skills acquired from
the program will enhance the opportunity for the spouses to
attain formal employment or start a success business.
Goals
There are various goals and objectives of the program. The
goals and objectives help in explaining the main reason as to
why the program is of importance to the families of retired
military personnel. Some of the main goals and objectives of the
program to let the retired military families know America still
cares and value them.
The program is aimed at promoting the welfare of the families
of retired military personnel. In promoting welfare, the amount
that a family earns determines the quality of life they live and
the various lifestyles they lead. Most retired military personnel
struggles after retiring because they lack the finances to support
their families because their spouses are not employed. Once the
spouses have been trained and imparted which employment
skills, they will be able to secure jobs hence be in a position to
support their families (Hill, Lawhorne, & Philpott, 2011).
Acquisition of skills
Most spouses to the retired military personnel are not
employable because they lack the required business and
computer skills. The program’s goal and the objective are to
equip these spouses with skills that will enable them to get
employment opportunities as well as start private businesses.
Through this, the spouses will be able to earn income that will
5. supplement their retired militants’ retirement checks (Henning,
& Library of Congress, 2008).
Evaluation
Assessment measures
Various methods will be used to evaluate the success of this
program. Through the assessment, the implementers of the
program will be in a position to determine if there are any
adjustment measures that need to be taken to achieve the goals
and objectives. Some of the assessment measures are surveys
and follow-up contact with employers and the client.
Employment opportunities
The number of employment opportunities is used as an
assessment measure in this program. A high number of retired
military spouses who start businesses or secure employment are
an indication of the success of the program. A small number is
an indication that the program has not been successful, and,
therefore, adjustment measures would be needed.
Philosophy
America Still Cares
The establishment of the program proposed has the opportunity
of demonstrating the value and care the American society has
towards the military families. The program has the effect of
putting funds in the economy, which is essential for the country.
One of the ways the program will demonstrate the care the
American society has towards the military families through
economic benefit is making their spouses educated and
employable. The extent of the program to see the spouses of the
military personnel gain essential skills will enhance their ability
to generate their income. Thus, the country will be able to
enhance the economic growth due to the increased employment
in the society.
Similarly, the program will ensure the military personnel
retiring to adapt into civilian society effectively. One of the
examples demonstrating the program will enhance the ability to
adapt to the civilian world is the exposure to the civilian way of
life through the training and education offered. The training and

retire will enable them to have a real reflection on what is life
outside the service. In addition, job fairs, orientations, and class
experience with the civilians will help the military personnel
retiring to develop a new interaction outside the military
environment.
Needs Accomplished
The welfare program been proposed is expected to
accomplish a number of needs for the retired military personnel
families. One of the needs the programs intend to accomplish is
to promote the economic needs of the retired military personnel.
The families of the retired military personnel face economic
challenges due to the reduced income after retirement because
they depend on the pension distribution, which are not adequate
in supporting their daily needs (INSCT, 2011). Another need the
program intends to accomplish is promoting the social welfare
of the retired military personnel. The nature of the military
service work separates the personnel from the civilian life
significantly during their active periods.
Thus, retired military face difficulty in adjusting to the civilian
life due to the long period they have been separated from the
normal civilian interaction (Iversen & Greenberg, 2009). The
program intends to enhance the ability of the retired military
personnel to the civilian life effectively. Furthermore, the
program intends to accomplish the skill development of the
retired military spouses, which can earn them employment or in
starting their own businesses (INSCT, 2011). Consequently, the
welfare program under the consideration is essential in
promoting the welfare of the veterans.
Audiences Served
The welfare program initiated targets the spouses of the
retired military personnel in the country. The spouses of the
retired military personnel face undue periods after the service
due to the new life they face. As a country that has devoted in
giving back to those who have sacrificed in promoting the
wellbeing of our society, the welfare program has been initiated
7. to ensure the military personnel spouses are able to live a life of
dignity in the society.
Services offered
In accomplishing the various needs identified to the
spouses of the retired military personnel, a number of services
will be offered. One of the services that will be offered to the
spouses of the retired military personnel is entrepreneurial
training. The entrepreneurial training services are aimed at
instilling basic business management skills to the spouses,
which they can employ in seeking job opportunities and in
starting their own businesses (INSCT, 2011). Another service
that will be offered entails psychological therapy. The
psychological therapy service will involve exposing the retired
military personnel to the civilian life gradually to ensure they
are able to adapt to the new life out of the service (Iversen &
Greenberg, 2009). The exposure is essential since it will help in
ensuring the adjustment to civilian life adjustment do not cause
psychological problems to the retired military personnel due to
a feeling of been neglected and rejected by the society.
Similarly, the computer literacy skills services that will also,
be offered to the retired military personnel spouses. The
computer skills in the modern times are essential in enabling
people to interact and connect effectively. Thus, the computer
skills services will play an essential role in enabling the retired
military personnel to connect with the world easily (INSCT,
2011). Furthermore, medical services will be offered to the
targeted audiences. The retired military personnel face
psychological challenges due to the experiences they have
undergone in war zones in the past. Offering free medical
services to treat the traumatic experiences retired military
officers face is essential in ensuing they are able to connect
with the society effectively (Iversen & Greenberg, 2009).
Accordingly, the services the program aims to offer are crucial
in promoting the welfare of the retired military personnel and
their spouses.
8. Proposed Facility Location and Equipment Needed
The welfare program targeting the retired military
personnel will be located in Virginia. Because Virginia have
one of the bigggest military population and bases inthe world it
has been selected as the best location of initiating the program
due to the extensive facilities available in ensuring the services
selected are undertaken adequately. In addition, the equipments
that will be needed in undertaking the welfare program include
a physical therapy machine, computers, and medical
equipments.
Program Plans
In running the welfare program, a plan has been adopted in
guiding how the operations of the program will be undertaken.
Accordingly, the daily operations will involve morning physical
training for one hour, breakfast for one hour, social interaction
and computer sessions for two hours, medical checkups for two
hours, lunch for one hour, entrepreneurial skill development for
one hour, psychotherapy services for one hour. The timeline of
the daily activities will be conducted five days in a week.
Similarly, the daily planned activities will require personnel
capable of undertaking the required tasks. Accordingly, the
staffing schedule prepared under the appendix demonstrates the
job description of the various staffs whom will be employed
under the program. The job description demonstrates the tasks
the staff is expected to undertake in his/her allocated position.
Similarly, the staffing schedule indicates the eligibility criteria
that will be used in selecting the qualified candidates for the job
descriptions. Furthermore, the number of the staffs required
under each job description has been illustrated in the schedule.
Client Eligibility Criteria
The eligibility criteria of the retired military spouses under
the program has also, been proposed. One of the eligibility
conditions the candidates have to meet is to have retired from
the service at the retirement age not early retirement. Another
condition is for the retired military personnel not to be involved
in active political activities. Similarly, the candidates should
9. produce their clearance form from the military head office.
Furthermore, the retired military personnel should be a member
of the veteran association.
