3. 2. JOURNAL SUMMARY
The research was been conducted with a clear objective of to report the current stand
of E-Learning in Indonesia, and the related element surrounding the issue like the
Government policy, the planning, the infrastructure and the implementation of the
said program.
The results of the study revealed, there are still a big gap within the people of
Indonesia which so called Digital Divide, moreover the E-Learning itself was not yet
been incorporated comprehensively under the National Education plan thus the
infrastructure for supporting the pelan was not there. The Indonesian Government has
realized the significant important of E-Learning for shaping up the development of
Human Capital of the state, thus program of “Telematika Pendidikan” was been
formulated to prospered the ICT in education

4. 3. THE CRITICS
3.1.
The Topic
The topic of the research is considered as a very interesting topic to be
studied. The avenue and spectrum of the issue is considerably healthy
and continuously need to be improvised, perhaps future study need to
be more precise and focussing on issue which dominating the rise or
effectiveness of the program which can really evaluate and measured
the objective of the study.
3.2.
The Problem Statement
The researcher start with a discussion on the major problem that is the
access which has been recognized as the most crucial problem that
need to be addressed in the Indonesian Education and later identifying
the other aspect that may contribute to the improvement of the system.
“Concerning the access problem, the related-data indicates that since
the launching of nine year universal education the gross enrollment
rate (GER) at primary school (PS) level has achieved over (100%) with
the net enrollment rate (NER) of 0.94. This means, 6% of the children
at the age group of PS have not been enrolled by the schools. At junior
secondary school (JSS) level the NER is 0.55 which means there are
45% of the children at this particular age group who are not admitted
by the JSS. At senior secondary school (JSS) which comprises general
SSS and vocational SS the NER is only
0.315 which can be
considered as low (Office of Research and Development, 2001).”

The Research Objective
The objective of this paper is more on identifying the present situation
of E-Learning in Indonesia and reporting the finding for informative
references.

The Literature Review
The review was not been prepared systematically as an integral part of
the jurnal supporting the element or variable been put under the study.
On overall the referred write up is considered latest from the previous
research and report concerning with the similar topic studied, however
in term of technicality the comment and cross analysis was not really
been performed to the high critical level in order to see the patent or
similarity of the finding across other countries or the globe to really see
the degree of achievement or standard that need to be benchmarked.
3.5.
The Research Methodology
3.5.1. Sample and Procedures
This jurnal is exploratory in nature thus it does not specify sample for
supporting data and information presented under the report.
Informative secondary data was collected from various report produced
by various department related to the issue.
3.5.2. Measures
Basically there are three basic measures been studied namely:• The distribution of ICT facilities across the country.
• The lack of backbone infrastructure.
• The lack of access to ICT facilities.

Data Analysis
Secondary data were collected and analysed using simple ratio analysis to
study the proportionate ratio between element.
3.7.
The Discussion
There is no specific segment for discussion as part of the whole jurnal write
up, nevertheless matter of education on number of student over the number of
teachers was discussed. The ICT and infrastructure were also discussed. Data
used for the discussion was unfortunately outdated. Giving consideration the
year of presentation was 2004 whereby the statistical data used was 2001.
3.8.
The Conclusion
The study concluded the important of E-Learning in Indonesia with three (3)
different approaches namely; 1. As a supplement, 2. As a complement, or, 3.
As a substitute under the implementation of “Telematika Pendidikan”.
Constrain and limitation in term of Government Policy, infrastructure, the
curriculum, human resource and the financial aspect were also discussed for
the implementation of E-Learning in the country, yet there is still a long
journey for E-Learning to be implemented and take effect.

7. 4. THE WRITE UP
The write up was not following the common jurnal format where abstract
becoming the first part of the write up followed by introduction, the literature
review, the methodology of the research, the finding and discussion and finally
wrapped up with conclusion and recommendation.
On overall flows of the write up was quite smooth starting from the introduction
of ICT, the education sector involving teacher and student at various level of
education, the infrastructure, the government policy and practices and aspect of
constrain surrounding the issue.
5. CONCLUSION AND RECOMMENDATION
The World has shift to E-Learning very much faster than we thought under
globalization platform, so updating and developing human resources capital via
ICT band-width or E-Learning system is becoming a major agenda for every
countries.
The issue of the study is very interesting and it bring concern to almost all
individual, the Government, and in an organization regardless public or private.
Creating a pole of resources (human capital) with quality at par with the global
standard is becoming a must for the country to matched with the phase, therefore
prioritizing the E-Learning as part and partial of the ingredient for producing a
final product is worth to invest for.

8. Perhaps additional research is necessary to be carried out to further analyze the
progress and achievement of the program, or better to study factor that contribute
to the success and contributing to as barrier to the success itself.
