The devastation and failures before, during, and after Hurricane Katrina forced Congress to make a series of reforms. Many groups designated as special populations were at the most risk during the superstorm. Based on this calamity, the Post-Katrina Emergency Management Reform Act of 2006 (PKEMRA) mandated that Federal Emergency Management Agency (FEMA) Regional Administrators identify gaps in the region concerning the needs of special populations. There are many groups the federal government considers to be special populations. These groups include, but are not limited to: Children Persons living in institutionalized settings Limited English proficiency citizens Non-English-speaking citizens People with intellectual disabilities Deaf community Elderly Transportation disadvantaged For this Discussion, consider whether post-Katrina reforms in emergency management policy adequately address emergency and disaster relief for special populations. , during and post Hurricane Katrina guided the 109th Congress to toward a series of reforms known as the “Post-Katrina Emergency Management Reform Act of 2006 (PKEMRA).
According to the objective evidence the Post-Katrina Emergency Management Reform Act of 2006 (PKEMRA). Requires the Federal Emergency Management Agency, (FEMA) Regional Administrators to identify the issues in their regions with regards to special needs populations.
These 2006 post-Katrina reform policies (PKEMRA) have attempted to adequately address emergency and disaster relief and plans for “Special Needs Populations?” According to the my findings there are several groups that designated as special populations, who are at the most risk during any all-hazards emergency. (FEMA2006).
For the record, the federal government classifies the following to be of “Special Needs Populations.’ These groups include, but are not limited to, children, persons living in institutionalized settings, limited English proficiency citizens, non-English-speaking citizens, people with intellectual disabilities, deaf community, elderly, transportation disadvantaged. (FEMA2006).
The reforms focus on, but are not limited to establishing a Disability Coordinator for developing guidelines that properly accommodate individuals with disabilities. In addition, establishes the National Emergency Family Registry and
Locator
System to reunify separated family members.(FEMA2006).
Furthermore, it helps to coordinates and support precautionary evacuations and recovery efforts. Assists with transportation needs to relocating and returning individuals displaced from their residences due to major disaster. In addition, offers case management assistance to identify and address the needs of survivors of major disasters.

Hurricane Katrina was a seminal catastrophic event that exposed a number of weaknesses in our disaster response and recovery capabilities for natural and man-made disasters. These weaknesses arose following 9/11, the reorganization of FEMA into the new DHS caused by 9/11, and the government focus on the terrorist threat. In this lesson, we learned that major catastrophes like Katrina require a disaster response and recovery capability that is both disciplined and agile. Recently, Hurricane Harvey, also a major Category 4 storm, impacted the Gulf Coast, not too far from where Hurricane Katrina made landfall.
How was the outcome of this hurricane response and recovery effort different from the outcome of Katrina? Based on what you have learned, would you have suggested anything about the response efforts be done differently?

The Communication Landscape
Effective crisis communication planning requires having accurate demographic information. What languages are spoken in a particular area? Where do the more vulnerable populations live? Who is responsible for making decisions?
Effective communication strategies are typically rapid, accurate, and involve input from all those in decision-making positions. Understanding the cultural milieu and support systems may be challenging for responders from the area and even more so for responders from outside of the area. Overlay these obstacles with a technological inability to communicate inside or outside the region, and planning for communication before a crisis then takes on added importance. Additionally, without effective communication plans in place, disaster rumors and inaccurate or outdated information can in turn cause great chaos.
Furthermore, vulnerable populations can prove to be the most challenging people to assist after a disaster. As evidenced in the 2010 Haiti earthquake, relief was not immediate because of the existing impoverished pre-disaster conditions. Facilities such as airstrips and roads were in questionable repair, so aid coming in was not readily accessible. Most Haitians are low-income, existing on two U.S. dollars per day, and only 50% of the population is literate and able to read directions in order to find locations for food and water. Factors such as these contributed to difficulties in assisting this vulnerable population in the aftermath of the disaster.

1. Americans are a giving, compassionate people. They willingly support any number of domestic and international causes that bring relief and hope to those in need. Is there a limit to this generosity? Some analysts point to what they call “Donor Fatigue.” This describes a situation where people no longer give to causes that they supported in the past. What is “donor fatigue? Critics point to the National Flood Insurance Program as an example. Everyone feels compassion for those who have lost their homes and possessions due to flooding, right? Natural disasters, such as hurricanes, floods, and earthquakes, can wreak havoc on communities and often have disproportionate effects on marginalized populations. For example, during Hurricane Katrina, many people in low-income neighborhoods, like the Ninth Ward, were forced to “ride out” the storm because they did not have access to reliable transportation in order to evacuate. Furthermore, residents in this neighborhood and many others either lost their homes and or sustained significant property damage, due to a neglected levee system that failed. The effects of natural and manmade disasters have become more frequent, far-reaching, and
widespread. As a result, preserving the safety, security, and prosperity of all parts of our society
is becoming more challenging. Our Nation’s traditional approach to managing the risks
associated with these disasters relies heavily on the government. However, today’s changing
reality is affecting all levels of government in their efforts to improve our Nation’s resilience
while grappling with the limitations of their capabilities.1 Even in small- and medium-sized
disasters, which the government is generally effective at managing, significant access and service
gaps still exist. In large-scale disasters or catastrophes, government resources and capabilities
can be overwhelmed.

Physiatrists and rehabilitation teams provided critical medical care following several natural disasters between 2005-2010. They treated injuries and conditions like fractures, amputations, spinal cord injuries, and burns. Teams also provided wound care, nutrition, education and counseling. Following disasters, temporary rehabilitation facilities were set up and foreign teams integrated into the response. Models for collaborative and low-cost rehabilitation care were also developed. The NIC has been developed in order to make sure that our incident management systems are as efficient and effective as possible. - The Disaster Relief Act of 1974 authorized the president of the United States to implement a program of disaster preparedness and relief aid that would enable use of all federal agencies. The Disaster Relief Act of 1974 states that any federal assistance offered is dependent upon the president authorizing such aid in the form of issuing a declaration.

- FEMA is created.
1988 - Stafford Act
- Part of the reason for the change from the Disaster Relief Act of 1974 to the Stafford Act was the fact that the federal government was concerned about expanding disaster declarations beyond only natural disasters, and this included other types of incidents such as technological disasters (Three Mile Island in PA) and other instances outside the scope of natural disasters. Terrorism is not yet included. Federal assistance could be requested by the state on behalf of either the local government or state government. However, the request from the state must come from the governor.
2002 - Homeland Security Act
- The September 11, 2001 terrorist attacks resulted in the creation of the Department of Homeland Security (DHS). FEMA is now included under the umbrella of DHS.
HSPD-5 established the National Incident Management System (NIMS) and the National Response Plan (NRP).
HSPD-8 established policies to strengthen the preparedness of the United States to prevent and respond to threatened or actual domestic terrorist attacks, major disasters, and other emergencies by requiring a national domestic all-hazards preparedness goal, establishing mechanisms for improved delivery of Federal preparedness assistance to State and local governments, and outlining actions to strengthen preparedness capabilities of Federal, State, and local entities.
2005 - Post-Katrina Emergency Management Reform Act
- the performance of FEMA and other emergency management agencies during Hurricane Katrina results in the Post-Katrina Emergency Management Reform Act (
PKEMRA

Recovery from major disasters is a
complex undertaking that involves
the combined efforts of federal,
state, and local government in
order to succeed. While the federal
government provides a significant
amount of financial and technical
assistance for recovery, state and
local jurisdictions work closely
with federal agencies to secure and
make use of those resources. This
testimony describes lessons and
insights that GAO has identified
from review of past disasters,
which may be useful to inform
recovery efforts in the wake of
Hurricanes Ike and Gustav, as well
as disasters yet to come.
These lessons come from two
reports GAO recently released last
fall on disaster recovery. The first
draws on the experiences of
communities that have recovered
from previous major disasters in
order to help inform recovery
efforts in the wake of Hurricanes
Ike and Gustav as well as the 2008
Midwest floods. The second
examines the implementation of
the Federal Emergency
Management Agency’s (FEMA)

This document discusses redefining the role of health support services in humanitarian aid and disaster relief operations. It argues that health services units deployed on such missions must be allocated the same rights as maneuver units. Currently, health services units are traditionally employed as combat support under logistics commands with little flexibility. However, during relief efforts their primary mission is dealing with medical issues of civilians, making them key enablers for mission success. For more than thirty years, the U.S. emergency manage-
ment community has been increasing its ability to struc-
ture, control, and manage a large response. The result of
this evolution is a National Response System based on
the National Response Plan and the National Incident
Management System that is perceived to have failed in
the response to Hurricane Katrina. Over the same
period, social scientists and other disaster researchers
have been documenting and describing the nonstruc-
tural factors such as improvisation, adaptability, and cre-
ativity that are critical to coordination, collaboration,
and communication and to successful problem solving.
This article argues that these two streams of thought are
not in opposition, but form orthogonal dimensions of
discipline and agility that must both be achieved. The
critical success factors that must be met to prepare for
and respond to an extreme event are described, and an
organizational typology is developed.

John R. Harrald is the director of the George Washing-
ton University (GWU) Institute for Crisis, Disaster, and
Risk Management and a professor of engineering man-
agement in the GWU School of Engineering and Ap-
plied Science. He is the executive editor of the Journal of
Homeland Security and Emergency Management. He
has been actively engaged in the fields of emergency and
crisis management and maritime safety and port secu-
rity and as a researcher in his academic career and as a
practitioner during his twenty-two-year career as a U.S.
Coast Guard officer, retiring in the grade of captain. He
received his B.S. in engineering from the U.S. Coast
Guard Academy, an M.S. from the Massachusetts Insti-
tute of Technology where he was an Alfred P. Sloan Fel-
low, and an MBA and Ph.D. from Rensselaer Polytechnic
Institute.

three years by the U.S. Department of Homeland Security (DHS) was tested for
the first time when Hurricane Katrina struck the Gulf Coast. Hurricane Katrina
was a catastrophic event because it was actually two disasters. Comfort (2005, 5)
noted that “the first phase, the hurricane, could legitimately be called a natural
disaster, as it was genera.
An Unnatural Disaster The Aftermath Of Hurricane Katrina
1) Hurricane Katrina caused a massive human tragedy and revealed failures by the government to adequately prepare for and respond to the disaster. 2) Past decisions not to protect wetlands and maintain levees, as well as failures to address pollution and plan for evacuation, exacerbated the impact of the hurricane. 3) The failures disproportionately impacted the most vulnerable in New Orleans, especially the poor and African Americans, showing the need for the government to better fulfill its responsibilities to citizens.
Haiti Earthquake HADR Scenario

Application: Communication Strategies and Processes
Whether a crisis or disaster is natural or man-made, effective communication strategies are needed no matter where it occurs. A great deal was learned about communication issues in the aftermath of Hurricane Katrina. After this disaster, thousands of residents in Alabama, Mississippi, and Louisiana were without roads, electricity, or cell phone towers. Because of this, creative means of communication, both inside and outside the region, were needed. Agencies with satellite phones had no difficulty, but for most survivors this was not a possibility—it was difficult to make phone calls both outside and inside the region. One means of communicating, however, was successful for many—text messaging. But, of course, this required a digital phone with texting capability, which not all had access to. In order to reach survivors who did not have this capability, four-wheel drive vehicles or trucks were necessary because roads and bridges were destroyed. Transportation became a significant element for communication.
Other less intense crises present communication issues as well. All crises involve an organizational plan that outlines how to communicate decisions and how to respond to the crisis. Media is almost always present, and they require communication that is rapid and accurate. Coombs (Crandall, Parnell, and Spillan, 2010) identifies uses of communication strategies for the various stages and types of disasters.
Note: Hurricane Katrina is referenced many times in this course because so much was learned from mistakes made during and after that crisis. Crisis responders and those in charge of planning for crises learn from each and every incidence. For example, being sure to look out for vulnerable populations, such as the elderly, is now a priority because 13,000 died during an extreme heat wave in France in August 2003. Every crisis and/or disaster offers an opportunity to reevaluate what worked and what needs improvement for the next incidence.

Also focus on the methods of establishing communications with various populations during a crisis.

Emergency recovery means to engage in efforts to return disaster-impacted areas back to functioning and, to the greatest appreciable extent, conditions that existed before the emergency occurred in the first place. There are a number of entities involved in emergency recovery including nonprofit organizations, private insurance companies, and myriad state and local governments. One of the most common criticisms of emergency recovery is that local agencies lose control of recovery to the hands of the federal government, or that the federal recovery infrastructure doesn’t do enough to help local governments.
It is important to remember that even in the post-9/11 era, the federal government usually does not step in to oversee or coordinate disaster recovery efforts unless the local and state governments ask for such help. The effects of natural and manmade disasters have become more frequent, far-reaching, and
widespread. As a result, preserving the safety, security, and prosperity of all parts of our society
is becoming more challenging. Our Nation’s traditional approach to managing the risks
associated with these disasters relies heavily on the government. However, today’s changing
reality is affecting all levels of government in their efforts to improve our Nation’s resilience
while grappling with the limitations of their capabilities.1 Even in small- and medium-sized
disasters, which the government is generally effective at managing, significant access and service
gaps still exist. In large-scale disasters or catastrophes, government resources and capabilities
can be overwhelmed.

Physiatrists and rehabilitation teams provided critical medical care following several natural disasters between 2005-2010. They treated injuries and conditions like fractures, amputations, spinal cord injuries, and burns. Teams also provided wound care, nutrition, education and counseling. Following disasters, temporary rehabilitation facilities were set up and foreign teams integrated into the response. Models for collaborative and low-cost rehabilitation care were also developed. Experience from these disasters highlighted the important role of physiatrists and rehabilitation in emergency response, and informed better inclusion of people with disabilities in future disaster planning.

The NIC has been developed in order to make sure that our incident management systems are as efficient and effective as possible. - The Disaster Relief Act of 1974 authorized the president of the United States to implement a program of disaster preparedness and relief aid that would enable use of all federal agencies. The Disaster Relief Act of 1974 states that any federal assistance offered is dependent upon the president authorizing such aid in the form of issuing a declaration.

- FEMA is created.
1988 - Stafford Act
- Part of the reason for the change from the Disaster Relief Act of 1974 to the Stafford Act was the fact that the federal government was concerned about expanding disaster declarations beyond only natural disasters, and this included other types of incidents such as technological disasters (Three Mile Island in PA) and other instances outside the scope of natural disasters. Terrorism is not yet included. Federal assistance could be requested by the state on behalf of either the local government or state government. However, the request from the state must come from the governor.
2002 - Homeland Security Act
- The September 11, 2001 terrorist attacks resulted in the creation of the Department of Homeland Security (DHS). FEMA is now included under the umbrella of DHS.
HSPD-5 established the National Incident Management System (NIMS) and the National Response Plan (NRP).
HSPD-8 established policies to strengthen the preparedness of the United States to prevent and respond to threatened or actual domestic terrorist attacks, major disasters, and other emergencies by requiring a national domestic all-hazards preparedness goal, establishing mechanisms for improved delivery of Federal preparedness assistance to State and local governments, and outlining actions to strengthen preparedness capabilities of Federal, State, and local entities.
2005 - Post-Katrina Emergency Management Reform Act
- the performance of FEMA and other emergency management agencies during Hurricane Katrina results in the Post-Katrina Emergency Management Reform Act (
PKEMRA

Recovery from major disasters is a
complex undertaking that involves
the combined efforts of federal,
state, and local government in
order to succeed. While the federal
government provides a significant
amount of financial and technical
assistance for recovery, state and
local jurisdictions work closely
with federal agencies to secure and
make use of those resources. This
testimony describes lessons and
insights that GAO has identified
from review of past disasters,
which may be useful to inform
recovery efforts in the wake of
Hurricanes Ike and Gustav, as well
as disasters yet to come.
These lessons come from two
reports GAO recently released last
fall on disaster recovery. The first
draws on the experiences of
communities that have recovered
from previous major disasters in
order to help inform recovery
efforts in the wake of Hurricanes
Ike and Gustav as well as the 2008
Midwest floods. The second
examines the implementation of
the Federal Emergency
Management Agency’s (FEMA)
Public Assistance grant program
and identifies several actions that
the Department of Homeland

This document discusses redefining the role of health support services in humanitarian aid and disaster relief operations. It argues that health services units deployed on such missions must be allocated the same rights as maneuver units. Currently, health services units are traditionally employed as combat support under logistics commands with little flexibility. However, during relief efforts their primary mission is dealing with medical issues of civilians, making them key enablers for mission success. The document examines conditions that could allow health services units to serve as maneuver units during disaster relief operations. It proposes adopting a model where health services have more autonomy and flexibility to effectively support humanitarian missions.

For more than thirty years, the U.S. emergency manage-
ment community has been increasing its ability to struc-
ture, control, and manage a large response. The result of
this evolution is a National Response System based on
the National Response Plan and the National Incident
Management System that is perceived to have failed in
the response to Hurricane Katrina. Over the same
period, social scientists and other disaster researchers
have been documenting and describing the nonstruc-
tural factors such as improvisation, adaptability, and cre-
ativity that are critical to coordination, collaboration,
and communication and to successful problem solving.
This article argues that these two streams of thought are
not in opposition, but form orthogonal dimensions of
discipline and agility that must both be achieved. The
critical success factors that must be met to prepare for
and respond to an extreme event are described, and an
organizational typology is developed.

John R. Harrald is the director of the George Washing-
ton University (GWU) Institute for Crisis, Disaster, and
Risk Management and a professor of engineering man-
agement in the GWU School of Engineering and Ap-
plied Science. He is the executive editor of the Journal of
Homeland Security and Emergency Management. He
has been actively engaged in the fields of emergency and
crisis management and maritime safety and port secu-
rity and as a researcher in his academic career and as a
practitioner during his twenty-two-year career as a U.S.
Coast Guard officer, retiring in the grade of captain. He
received his B.S. in engineering from the U.S. Coast
Guard Academy, an M.S. from the Massachusetts Insti-
tute of Technology where he was an Alfred P. Sloan Fel-
low, and an MBA and Ph.D. from Rensselaer Polytechnic
Institute.

three years by the U.S. Department of Homeland Security (DHS) was tested for
the first time when Hurricane Katrina struck the Gulf Coast. Hurricane Katrina
was a catastrophic event because it was actually two disasters. Comfort (2005, 5)
noted that “the first phase, the hurricane, could legitimately be called a natural
disaster, as it was genera.
An Unnatural Disaster The Aftermath Of Hurricane Katrina
1) Hurricane Katrina caused a massive human tragedy and revealed failures by the government to adequately prepare for and respond to the disaster. 2) Past decisions not to protect wetlands and maintain levees, as well as failures to address pollution and plan for evacuation, exacerbated the impact of the hurricane. 3) The failures disproportionately impacted the most vulnerable in New Orleans, especially the poor and African Americans, showing the need for the government to better fulfill its responsibilities to citizens.
Haiti Earthquake HADR Scenario
The document outlines a challenge to design a game about relief operations during the 2010 Haiti earthquake. The goal is for the whole community to achieve a secure and resilient nation through these interdependent capabilities.

This document discusses priorities for a national strategy on financial literacy in Canada. It identifies key challenges to meeting the financial literacy needs of vulnerable groups and recommends solutions. The three main challenges are: 1) public policies that do not adequately incentivize or support positive financial behaviors for low-income Canadians, 2) mainstream financial products and services that do not meet the needs of vulnerable groups, and 3) reliance on unstable employment among vulnerable populations. Application: Communication Strategies and Processes
Whether a crisis or disaster is natural or man-made, effective communication strategies are needed no matter where it occurs. A great deal was learned about communication issues in the aftermath of Hurricane Katrina. After this disaster, thousands of residents in Alabama, Mississippi, and Louisiana were without roads, electricity, or cell phone towers. Because of this, creative means of communication, both inside and outside the region, were needed. Agencies with satellite phones had no difficulty, but for most survivors this was not a possibility—it was difficult to make phone calls both outside and inside the region. One means of communicating, however, was successful for many—text messaging. But, of course, this required a digital phone with texting capability, which not all had access to. In order to reach survivors who did not have this capability, four-wheel drive vehicles or trucks were necessary because roads and bridges were destroyed. Transportation became a significant element for communication.
Other less intense crises present communication issues as well. All crises involve an organizational plan that outlines how to communicate decisions and how to respond to the crisis. Media is almost always present, and they require communication that is rapid and accurate. Coombs (Crandall, Parnell, and Spillan, 2010) identifies uses of communication strategies for the various stages and types of disasters.
Note: Hurricane Katrina is referenced many times in this course because so much was learned from mistakes made during and after that crisis. Crisis responders and those in charge of planning for crises learn from each and every incidence. For example, being sure to look out for vulnerable populations, such as the elderly, is now a priority because 13,000 died during an extreme heat wave in France in August 2003. Every crisis and/or disaster offers an opportunity to reevaluate what worked and what needs improvement for the next incidence.

Also focus on the methods of establishing communications with various populations during a crisis.
Review Chapter 6 in your course text, Crisis Intervention Strategies, and focus on how the telephone and the internet can be utilized as alternative forms of communication during a crisis.

In the sphere of political economy, this realization of labour appears as a loss of reality for the worker, objectification as loss of and bondage to the object, and appropriation as estrangement, as alienation.
So much does the realization of labour appear as loss of reality that the worker loses his reality to the point of dying of starvation. So much does objectification appear as loss of the object that the worker is robbed of the objects he needs most not only for life but also for work. Work itself becomes an object which he can only obtain through an enormous effort and with spasmodic interruptions. So much does the appropriation of the object appear as estrangement that the more objects the worker produces the fewer can he possess and the more he falls under the domination of his product, of capital ….

Up to now, we have considered the estrangement, the alienation of the worker, only from one aspect—i.e., the worker's relationship to the products of his labour. But estrangement manifests itself not only in the result, but also in the act of production, within the activity of production itself. Healing is the body’s response to injury in an attempt to restore normal structure and functions.

Many groups designated as special populations were at the most risk during the superstorm. Based on this calamity, the Post-Katrina Emergency Management Reform Act of 2006 (PKEMRA) mandated that Federal Emergency Management Agency (FEMA) Regional Administrators identify gaps in the region concerning the needs of special populations. There are many groups the federal government considers to be special populations. These groups include, but are not limited to: Children Persons living in institutionalized settings Limited English proficiency citizens Non-English-speaking citizens People with intellectual disabilities Deaf community Elderly Transportation disadvantaged For this Discussion, consider whether post-Katrina reforms in emergency management policy adequately address emergency and disaster relief for special populations.
