DR. M.P.SATIJA, ONE OF THE BEST PROFESSORS WHO HAVE BEEN QUITE SERIOUS OVER CONTINUOUS
   DOWNFALL IN ACADEMIC STANDARDS ALL OVER THE WORLD AND INDIAN B.I.M.A.R.U. STATES,
 ADDRESSING TO ALL THE ACADEMIC INSTITUTIONS ALL OVER THE WORLD IN THE WORLD EDUCATION
      REFORMS CONCLAVE-2009 held in the UNITED STATES OF INDIA (U.S.I) under the esteemed
           Chairmanship of His Excellency Dr. Jairup Singh, Vice-Chancellor of GNDU, USI.

 Till date some of the lecturers, having poli cal background on account of their parents, have been
enjoying unbridled powers and have many a me played mercilessly with the careers of students who
                                Worthy Vice-Chancellor has done a lot of things for the be erment of
faculty and administra on, but only a few things have yet been done towards poli cs-free atmosphere
for the students. Generally, students are dragged into the controversial ma ers between the faculty
and the students taking sides of the intelligent and intellectual faculty members are harassed by using
various methods, like showing fake absentees of students despite their regular s a endance; DRs and
CRs are nothing but the puppets in the hands of the Head of the department; hence no jus ce expected
from students associa on; decreasing the marks in prac cal examina on where the External Examiners
just award the marks as per the desires of the HoD so as to pave his way for regular invita ons to
conduct viva-voce exam of Ph.D.s, Prac cal Exams, Disserta ons of M.Phil, etc. etc. to earn more and
more TA/DA and remunera on. Dr. Jairup Singh has put an end to such malprac ces JUST BECAUSE he
reads every file carefully and applies his knowledge, analy cal skills and common sense. BUT WHAT
NEXT? The students are secure as long as Dr. Jairup Singh ji is here. And we also know that such
malprac ces shall again follow a er his re rement from Vice-Chancellorship on account of lack of fool-
proof permanent policy and rule.

Hence we have following sugges ons:

   1. At the beginning of the sessions, the VC should ask all the departments to send a PANEL OF
      EXPERTS AND EXAMINERS with their complete official and residen al addresses and
      telephone/cellphone numbers. Therea er, no any sort of nomina on/recommenda on should
      be asked for from the Head of the department and other professors so that nobody in the
                                                                                                 ion,
      when the screening commi ee is going to be cons tuted for appointment of regular/ad-hoc
      lecturers. All the administra ve branches should be asked to collect the names of the
      experts/examiners ONLY FROM THE VICE-                                               ithout any
      informa on to the concerned department. The VC should ck/check the names of experts from
      such panels himself. Such a policy should not be verbal but in words and in GNDU
      calendars/ordinances. There should be no any sort of delega on of du es to DAA/DSW in this
      ma er and it should be men oned unambiguously in the ordinances/calendars because the
      people holding posi ons as DAA/DSW have not yet evolved so much as to use their powers
      independently. They s ll feel dependent upon the Heads of the departments on account of their

      DAA) has shown some guts and acumen to run his administra on independently to cooperate
      the VC in implemen ng his every reformist policy, but s ll in some cases, he seeks coopera on
from concerned departments by delega ng his control. Delega on of control and powers are
   the things of those ins tu ons/bodies where everyone is a person of integrity.

2. In case of appointments of non-teaching staff, there should NEVER be anyone on the selec on
   commi ees from the concerned departments, because in the last 15 years, backdoor entries of
   non-teaching staff is being witnessed on the recommenda ons of the Heads of the concerned
   departments where they firstly appoint non-teaching staff on consolidated salary/daily-wage
   and then start sending recommenda ons to regularize their jobs. And when the posts are
   adver sed, someone from that department is nominated on the selec on commi ee and they
   always select the same person whom they wanted. Every me only those are selected who
   firstly enter the university on consolidated salary/daily-wages. In the proceedings of the
   selec on commi ee, one is always wri en (to prove weightage of the candidate) that this or
   that person has also served the university for this or that me and has experience of the
   workload under ques on. Such things are happening every me, but one thing NEVER striked the
   minds of the Officers at the helms of the affairs HOW COME THE APPLICANT CAME TO KNOW
   THAT THIS OR THAT POST IS LYING VACANT IN THE DEPARTMENT without any adver sement!
   A erall, every applicant (be it non-teaching part- me employee or part- me Lecturer) starts
   his/her le er by sta ng
   vacant in your department and I submit my candidature for the said post for your kind
                              blah blah blah . The Heads of the departments then recommend their
   applica ons to the VC with their strong recommenda on! If such an ordinary person (willing to
   work on daily-wge/consolidated salary in GNDU) can perform such first-class spying ac vi es,
   then why the hell intelligence services of India are in miserable state? Should the Heads of the
   departments not recommend                                to some Vigilance Services Departments
   rather than the Vice-Chancellor?

   Now you all my readers, tell me one thing very frankly. On account of such back-door entries,
   who ul mately suffers? The answer will definitely be: THE UNIVERISTY, THE MERITORIOUS
   PEOPLE who then join the private companies to make them rich and grow, WE when we become
   the Heads and suffer the lack of computer and commonsense skills of our administra ve staff and
   when our headship is failed on account of third-class services and sa sfac on to the
   students/public; WE and OUR WARDS when the sins of many curses from many meritorious
   candidates accumulate so much so as to overpower us at the fag end of our career/life when
   nemesis overpowers us.

3. Now there is the                                           by the students at the end of every
   semester (in case of courses with semester system) OR year (in case of courses with annual system
   of examination. Evalua on done by the students should remain completely anonymous (i.e. the
   students name, roll number must not be men oned in the form that the students should obtain

   to his office by all the departments a er the end of admission process. No unauthorized person
   can thus obtain such a form for fake evalua on and all forms should be systema cally numbered.

   This model will prevent the teachers to drag students into their personal controversies with some

We have got it! The University has planned to conduct Entrance Test for admission to Ph.D. Courses.
                                                              merit/eligibility for Ph.D. on the basis
of following criteria:

    1. Political power
    2. Wealth of the interested candidate so that he may afford to provide highly priced gifts; OR
    3. The brawn-power (not the brain-power) of the candidate so as to act as the henchman for the
       supervisor concerned, if need be; OR,
    4. The facial beauty and the figure, if the candidate happened to be a girl.

BUT NOW, only meritorious candidates shall be selected. The worthy Vice-Chancellor is aware of every
aspect of every matter, and it is the genuine need of the hour to amend the GNDU
Calendars/ordinances to pave way for retention of Dr. Jairup Singh in the University as the Vice-
Chancellor continuously till the age of 80 years. Generally we all teachers speak very loudly about
the protection of autonomy of the University, but when it comes to something beneficial like
permanency of post occupation on the basis of visible record, we all sit in some hidden corners.
Right? Why do we succumb to political interference? It is we who are responsible for it and until we
change some of our deeds, we can never expect autonomy in its true sense. We increase the unnecessary
costs and go on wasting more and more funds in the name of research without any visible output, we
support back-door entry of non-teaching and teaching staff; we support for unbridled powers in the
hands of Heads of the departments to admit our wards without any merit and to enjoy the same powers

recommendations of most of the Heads of this University and we all shall feel (if we have commonsense
and decision-making skills) that most of the recommendations involve our personal interests. Am I right?
(If I am wrong, you definitely have the right to disagree; but make sure that your answer is right because
we too have the right to circulate anything to the authorities if you have done anything wrong!).

guidelines or policies that suits the interest of the university at the cost of our comfort. We all want to
leave the departments as early as possible even though we take just 3 hours in an day; still we try to
invent fake stories to convince the Head to give some relief by setting the time-table in our favour by
allotting classes from 9 to 12pm and not after that and we start
agree and favour someone else! Most of us have forgotten that the primary role of the Universities is not
teaching but research work. Now the University has introduced Entrance Test for Ph.D. admissions and
we again try to find out some way out to enroll our favourite candidate by hook or by crook.

Hence, we suggest the Vice-Chancellor to get the question paper set confidentially from External
Examiner and not from the internal teachers because most of us will leak the questions to our
chosen candidate. You can select any name from the Panel of Experts/Examiners or
database (http://www.ugc.ac.in/inside/prof_directory.html ) to maintain complete confidentiality in
the question-paper setting. When the UGC itself has maintained the database of all the Professors of
all Indian Universities alongwith their specialization, then why unnecessarily give the authority to
any Head of the Deptt. to prepare panel of Experts or Examiners, by the way? The said database can
be used for any academic purpose; the database has everything. Kindly see following snapshots for
detail:
The University should also run the Evening Courses for the public just as many Indian and
foreign university have started evening classes in almost all courses to end their financial
crisis. Everyone is bound to work for a full day; the University, if interested to run any
course, should prepare the time table for it and half of the regular teachers should be
assigned the morning workload and half for evening workload. The demand for more
teachers can be tackled by appointing part-time lecturers. Colleges give salary ranging
between Rs. 5000/-to 7000/-                                 asily attract them. Believe it or
not, evening students will outnumber the morning time students. Some of us may say some




campus accommodations with the noise of their vehicles, then they are free to move out;
University will not deduct their HRA forcefully!

Yes, it is true and I am very thankful to the worthy Vice-Chancellor for taking an ini a ve to put an end to the
incidents of eve-teasing in GNDU Campus. It is my fi h and the last year in the University, and I shall always
remember the Vice-Chancellor for his popularity and manly determina on to set things right. He is the first one to
consider the posi on of the woman as a daughter too. Earlier we had to face a lot of nasty and vulgar comments
from some students of many departments and they used to run fast bikes very close to us while blowing whistles
and even touching us. Now the situa on has at once changed.                                            about you
and your policies in our classes.

Sir, we have heard that you will move to USA a er your re rement. But sir always remain so as you have been today,
and kindly make your wards exactly like you so that when they hold public posi ons during our me to come, we too
should get our administrators like you. Whether you remain with us for long or not, but your posi on and the
respect that we all have for you shall remain evergreen and we shall miss you a lot. We shall depart from the
University very soon, and we pray God to make every human being like you. This is the luckiest University that has a
Vice-Chancellor like you. Just think of those who have no one to take care of or listen to their grievances as had been
going on 2 years ago. In January 2005 we wrote a complaint against a student whose father was also a teacher in this
University. Sir can you imagine what we got in return of our complaint and what was the treatment? Our Head sir
started giving veiled threats that his father is a very powerful person and he can destroy our career! Ul mately, we had
to withdraw our complaint when that reached the Head sir. This University has changed ONLY AND ONLY ll you are

Heads who have no guts to stand by the truth and the weak? Why are they so impotent? In our last 4 years in this
University
deserve even to be called eunuchs.                             Kindly bless us to be like you in our life. Always take
care of yourself, sir, and never care for barking dogs who oppose you. When an elephant walks, dogs are bound to
bark because empty vessels make the most noise! May God provide you everything that you and your family yearn
for! May 10 years of our life be credited to your luck because wherever you go, everyone shall needs you. Alas,
everyone should have learnt that respect is earned and not demanded. (Based on the inputs taken from 8 female

STATES, ADDRESSING TO ALL THE ACADEMIC INSTITUTIONS ALL OVER THE WORLD IN THE WORLD EDUCATION REFORMS CONCLAVE-2009 held in the UNITED STATES OF INDIA (U.S.I) under the esteemed Chairmanship of His Excellency Dr. Jairup Singh, Vice-Chancellor of GNDU, USI. Till date some of the lecturers, having poli cal background on account of their parents, have been enjoying unbridled powers and have many a me played mercilessly with the careers of students who Worthy Vice-Chancellor has done a lot of things for the be erment of faculty and administra on, but only a few things have yet been done towards poli cs-free atmosphere for the students. Generally, students are dragged into the controversial ma ers between the faculty and the students taking sides of the intelligent and intellectual faculty members are harassed by using various methods, like showing fake absentees of students despite their regular s a endance; DRs and CRs are nothing but the puppets in the hands of the Head of the department; hence no jus ce expected from students associa on; decreasing the marks in prac cal examina on where the External Examiners just award the marks as per the desires of the HoD so as to pave his way for regular invita ons to conduct viva-voce exam of Ph.D.s, Prac cal Exams, Disserta ons of M.Phil, etc. etc. to earn more and more TA/DA and remunera on. Dr. Jairup Singh has put an end to such malprac ces JUST BECAUSE he reads every file carefully and applies his knowledge, analy cal skills and common sense. BUT WHAT NEXT? The students are secure as long as Dr. Jairup Singh ji is here. And we also know that such malprac ces shall again follow a er his re rement from Vice-Chancellorship on account of lack of fool- proof permanent policy and rule. Hence we have following sugges ons: 1. At the beginning of the sessions, the VC should ask all the departments to send a PANEL OF EXPERTS AND EXAMINERS with their complete official and residen al addresses and telephone/cellphone numbers. Therea er, no any sort of nomina on/recommenda on should be asked for from the Head of the department and other professors so that nobody in the ion, when the screening commi ee is going to be cons tuted for appointment of regular/ad-hoc lecturers. All the administra ve branches should be asked to collect the names of the experts/examiners ONLY FROM THE VICE- ithout any informa on to the concerned department. The VC should ck/check the names of experts from such panels himself. Such a policy should not be verbal but in words and in GNDU calendars/ordinances. There should be no any sort of delega on of du es to DAA/DSW in this ma er and it should be men oned unambiguously in the ordinances/calendars because the people holding posi ons as DAA/DSW have not yet evolved so much as to use their powers independently. They s ll feel dependent upon the Heads of the departments on account of their Dr. Raghbir Singh ji (present DAA) has shown some guts and acumen to run his administra on independently to cooperate the VC in implemen ng his every reformist policy, but s ll in some cases, he seeks coopera on
  • 27. from concerned departments by delega ng his control. Delega on of control and powers are the things of those ins tu ons/bodies where everyone is a person of integrity. 2. In case of appointments of non-teaching staff, there should NEVER be anyone on the selec on commi ees from the concerned departments, because in the last 15 years, backdoor entries of non-teaching staff is being witnessed on the recommenda ons of the Heads of the concerned departments where they firstly appoint non-teaching staff on consolidated salary/daily-wage and then start sending recommenda ons to regularize their jobs. And when the posts are adver sed, someone from that department is nominated on the selec on commi ee and they always select the same person whom they wanted. Every me only those are selected who firstly enter the university on consolidated salary/daily-wages. In the proceedings of the selec on commi ee, one is always wri en (to prove weightage of the candidate) that this or that person has also served the university for this or that me and has experience of the workload under ques on. Such things are happening every me, but one thing NEVER striked the minds of the Officers at the helms of the affairs HOW COME THE APPLICANT CAME TO KNOW THAT THIS OR THAT POST IS LYING VACANT IN THE DEPARTMENT without any adver sement! A erall, every applicant (be it non-teaching part- me employee or part- me Lecturer) starts his/her le er by sta ng vacant in your department and I submit my candidature for the said post for your kind blah blah blah . The Heads of the departments then recommend their applica ons to the VC with their strong recommenda on! If such an ordinary person (willing to work on daily-wge/consolidated salary in GNDU) can perform such first-class spying ac vi es, then why the hell intelligence services of India are in miserable state? Should the Heads of the departments not recommend to some Vigilance Services Departments rather than the Vice-Chancellor? Now you all my readers, tell me one thing very frankly. On account of such back-door entries, who ul mately suffers? The answer will definitely be: THE UNIVERISTY, THE MERITORIOUS PEOPLE who then join the private companies to make them rich and grow, WE when we become the Heads and suffer the lack of computer and commonsense skills of our administra ve staff and when our headship is failed on account of third-class services and sa sfac on to the students/public; WE and OUR WARDS when the sins of many curses from many meritorious candidates accumulate so much so as to overpower us at the fag end of our career/life when nemesis overpowers us. 3. Now there is the by the students at the end of every semester (in case of courses with semester system) OR year (in case of courses with annual system of examination. Evalua on done by the students should remain completely anonymous (i.e. the students name, roll number must not be men oned in the form that the students should obtain that should be sent to his office by all the departments a er the end of admission process. No unauthorized person can thus obtain such a form for fake evalua on and all forms should be systema cally numbered. This model will prevent the teachers to drag students into their personal controversies with some
  • 28. THANKS GIVING CEREMONY We have got it! The University has planned to conduct Entrance Test for admission to Ph.D. Courses. merit/eligibility for Ph.D. on the basis of following criteria: 1. Political power 2. Wealth of the interested candidate so that he may afford to provide highly priced gifts; OR 3. The brawn-power (not the brain-power) of the candidate so as to act as the henchman for the supervisor concerned, if need be; OR, 4. The facial beauty and the figure, if the candidate happened to be a girl. BUT NOW, only meritorious candidates shall be selected. The worthy Vice-Chancellor is aware of every aspect of every matter, and it is the genuine need of the hour to amend the GNDU Calendars/ordinances to pave way for retention of Dr. Jairup Singh in the University as the Vice- Chancellor continuously till the age of 80 years. Generally we all teachers speak very loudly about the protection of autonomy of the University, but when it comes to something beneficial like permanency of post occupation on the basis of visible record, we all sit in some hidden corners. Right? Why do we succumb to political interference? It is we who are responsible for it and until we change some of our deeds, we can never expect autonomy in its true sense. We increase the unnecessary costs and go on wasting more and more funds in the name of research without any visible output, we support back-door entry of non-teaching and teaching staff; we support for unbridled powers in the hands of Heads of the departments to admit our wards without any merit and to enjoy the same powers matters generate controversies and Moreover, we want funds from the State Govt. without knowing that we can turn this university into a goldmine as we all have the privilege of doing anything on our own. how to use our skills and statutory powers for the benefits of the students and the society (but yes, we definitely have crammed almost all sorts of negative and destructive sorts of lines to silence our recommendations of most of the Heads of this University and we all shall feel (if we have commonsense and decision-making skills) that most of the recommendations involve our personal interests. Am I right? (If I am wrong, you definitely have the right to disagree; but make sure that your answer is right because we too have the right to circulate anything to the authorities if you have done anything wrong!). unless we have our interest in the appointment of part-time teachers! When the University wants a
  • 29. demanding staff and infrastructure so that the authorities themsel guidelines or policies that suits the interest of the university at the cost of our comfort. We all want to leave the departments as early as possible even though we take just 3 hours in an day; still we try to invent fake stories to convince the Head to give some relief by setting the time-table in our favour by allotting classes from 9 to 12pm and not after that and we start agree and favour someone else! Most of us have forgotten that the primary role of the Universities is not teaching but research work. Now the University has introduced Entrance Test for Ph.D. admissions and we again try to find out some way out to enroll our favourite candidate by hook or by crook. Hence, we suggest the Vice-Chancellor to get the question paper set confidentially from External Examiner and not from the internal teachers because most of us will leak the questions to our chosen candidate. You can select any name from the Panel of Experts/Examiners or database (http://www.ugc.ac.in/inside/prof_directory.html ) to maintain complete confidentiality in the question-paper setting. When the UGC itself has maintained the database of all the Professors of all Indian Universities alongwith their specialization, then why unnecessarily give the authority to any Head of the Deptt. to prepare panel of Experts or Examiners, by the way? The said database can be used for any academic purpose; the database has everything. Kindly see following snapshots for detail:
  • 30. The University should also run the Evening Courses for the public just as many Indian and foreign university have started evening classes in almost all courses to end their financial crisis. Everyone is bound to work for a full day; the University, if interested to run any course, should prepare the time table for it and half of the regular teachers should be assigned the morning workload and half for evening workload. The demand for more teachers can be tackled by appointing part-time lecturers. Colleges give salary ranging between Rs. 5000/-to 7000/- asily attract them. Believe it or not, evening students will outnumber the morning time students. Some of us may say some campus accommodations with the noise of their vehicles, then they are free to move out; University will not deduct their HRA forcefully!

  • 35. MY DAD IS GOING TO FIRE BOTH OF MY SECURITY OFFICERS! Yes, it is true and I am very thankful to the worthy Vice-Chancellor for taking an ini a ve to put an end to the incidents of eve-teasing in GNDU Campus. It is my fi h and the last year in the University, and I shall always remember the Vice-Chancellor for his popularity and manly determina on to set things right. He is the first one to consider the posi on of the woman as a daughter too. Earlier we had to face a lot of nasty and vulgar comments from some students of many departments and they used to run fast bikes very close to us while blowing whistles and even touching us. Now the situa on has at once changed. about you and your policies in our classes. Sir, we have heard that you will move to USA a er your re rement. But sir always remain so as you have been today, and kindly make your wards exactly like you so that when they hold public posi ons during our me to come, we too should get our administrators like you. Whether you remain with us for long or not, but your posi on and the respect that we all have for you shall remain evergreen and we shall miss you a lot. We shall depart from the University very soon, and we pray God to make every human being like you. This is the luckiest University that has a Vice-Chancellor like you. Just think of those who have no one to take care of or listen to their grievances as had been going on 2 years ago. In January 2005 we wrote a complaint against a student whose father was also a teacher in this University. Sir can you imagine what we got in return of our complaint and what was the treatment? Our Head sir started giving veiled threats that his father is a very powerful person and he can destroy our career! Ul mately, we had to withdraw our complaint when that reached the Head sir. This University has changed ONLY AND ONLY ll you are mostly those teachers as Heads who have no guts to stand by the truth and the weak? Why are they so impotent? In our last 4 years in this
  • 36. University deserve even to be called eunuchs. Kindly bless us to be like you in our life. Always take care of yourself, sir, and never care for barking dogs who oppose you. When an elephant walks, dogs are bound to bark because empty vessels make the most noise! May God provide you everything that you and your family yearn for! May 10 years of our life be credited to your luck because wherever you go, everyone shall needs you. Alas, everyone should have learnt that respect is earned and not demanded.
