This document proposes a methodology for systematically deriving requirements for the development of prognostics and health management (PHM) systems. It begins with an introduction to predictive maintenance and how PHM systems can enable it through functions like diagnostics and prognostics. The document then reviews existing literature on PHM systems, systems engineering methodologies, and requirements engineering. It finds that while some conceptual methodologies for PHM system design exist, there is no rigorous process available for requirements definition. To address this gap, the document proposes a new methodology for systematically defining requirements and presents a case study applying it to a generic PHM system. The methodology aims to provide comprehensive and detailed guidance for defining requirements at various levels to support the design of successful P
