2017 EV Rebate Program Review
• The OR Legislature passed HB 2017, a $5.3 Billion transportation package, the first
week in July.
• A broad-based package that includes funding for maintaining Oregon’s roads, bridges,
tunnels, other transportation projects and and includes rebates for electric vehicles
(EV). The bill generates $12 million each year for six years for the purchase or lease of
a new electric vehicle.
Funded by a .05% Privilege tax on new car sales
• Two rebates were established, the “Basic Rebate” and the “Charge Ahead Rebate.”

• Specifics requirements for the Basic Rebate include:
Base manufacturer’s suggested retail price of $50,000 or less.
A new vehicle or used only as a dealership floor model or test drive vehicle
purchased or leased, with a minimum 24-month lease term.
Either a battery electric vehicle or plug-in hybrid vehicle with at least 10 miles of
EPA-rated all electric range and a warranty of at least 15 years and 150,0000
miles on emission control components.
$2,500 to vehicles with a battery capacities above 10kWh.
$1,500 to vehicles with a battery capacity of 10 KWH or less.

• Specifics requirements for the “Charge Ahead Rebate” include:
Household income less than or equal to 80 percent of the area median income
(low income) or between 80-120 percent of area median income (moderate
income). Area median income is defined by the Oregon Housing and Community
Services Department and is tied to the closest metropolitan area in Oregon.
Living in an area that has elevated concentration of air contaminants commonly
attributed to motor vehicle emissions.
Retiring or scrapping a gas-powered vehicle that has an engine that is at least 20
years old AND replacing that vehicle with a new or used electric vehicle.
Can receive a maximum of $5,000, if replacement vehicle is new: $2,500 “Basic
Rebate” and $2,500 “Charge Ahead Rebate.”

• Rebates for neighborhood (low speed) electric vehicles and electric motorcycles are
authorized beginning January 1, 2019.
• DEQ may reduce any rebates by up to 50% or suspend them for any vehicle category.
• Higher registration fees for electric and hybrid cars begin after 2020.
