Pennsylvania Uses SLDS to Research and Improve CTE Programs and Policies

With many states expanding their Career
and Technical Education (CTE) programs,
states are exploring how to leverage the
infrastructure of their statewide
longitudinal data systems (SLDS) to
collect, integrate, and report CTE data.
The passage of Perkins V provides
additional funding to states, but also
requires the collection and reporting of
additional CTE data.

▪ Student participation, such as, which students participated in CTE
programs and to what extent
▪ Student characteristics, such as demographic data and other attributes
▪ Student success, such as certifications, licensing, and other performance
data
▪ Student identification, which requires a unique student ID and robust
matching capabilities

▪ Many states face the challenge of disparate CTE data, making reporting
and analysis a difficult.
▪ The eScholar Complete Data Warehouse provides the solution to collect

students' demographic data with their CTE program data.

(PDE) is an exemplary agency that
leverages its SLDS to collect, integrate,
and report on its CTE data. By using
the Pennsylvania Information
Management System (PIMS), PDE
creates efficiencies and uses data to
support CTE programming, analysis,
and reporting.

▪ The Future Ready PA Index provides public dashboards to inform
communities on a variety of progress measures.
▪ CTE-related performance measures are captured under the Industry-
Based Learning dashboards, which show key performance measures.
▪ Data is available at different levels of granularity and student groupings.
This data can be compared to state wide averages.

In an analysis of 2016-2017 school year data, PDE found that 99% of CTE students who
successfully completed at least 50% of their CTE program graduated from high school.

Pennsylvania CTE Students CTE Certificates Earned Unique Certificate Awardees

create “strongest workforce in
the nation”, CTE programs have
expanded and received increased
funding from the state.
Additionally, during the 2016-2017
school year, PDE found that 29% of
CTE students earned at least one
certification.
During 2016-2017, PDE found that
CTE students completed over
35,000 certificates that school year.

Accurate Data

With many states expanding their Career and Technical Education (CTE) programs, states are exploring how to leverage the infrastructure of their statewide longitudinal data systems (SLDS) to collect, integrate, and report CTE data. The passage of Perkins V provides additional funding to states, but also requires the collection and reporting of additional CTE data.

All Rights Reserved. ▪ Many states face the challenge of disparate CTE data, making reporting and analysis a difficult. ▪ The eScholar Complete Data Warehouse provides the solution to collect and integrate a broad set of CTE data across numerous domains. ▪ Alignment of the eScholar CDW to the Common Education Data Standards (CEDS) ensures a common data vocabulary.

In Pennsylvania, known as the PASecureID, ensures that all students have a unique identifier. ▪ This unique identifier links data in PIMS across domains, which ties students' demographic data with their CTE program data.

This is a broad set of data and Pennsylvania Department of Education (PDE) is an exemplary agency that leverages its SLDS to collect, integrate, and report on its CTE data. By using the Pennsylvania Information Management System (PIMS), PDE creates efficiencies and uses data to support CTE programming, analysis, and reporting.

All Rights Reserved. ▪ The Future Ready PA Index provides public dashboards to inform communities on a variety of progress measures. ▪ CTE-related performance measures are captured under the Industry- Based Learning dashboards, which show key performance measures. ▪ Data is available at different levels of granularity and student groupings. This data can be compared to state wide averages.

Pennsylvania CTE Students CTE Certificates Earned Unique Certificate Awardees 63,601 35,000 29% With the governor’s goal to create “strongest workforce in the nation”, CTE programs have expanded and received increased funding from the state. Additionally, during the 2016-2017 school year, PDE found that 29% of CTE students earned at least one certification. During 2016-2017, PDE found that CTE students completed over 35,000 certificates that school year.
