New Mexico Public Education Department (NMPED) Creates ECIDS With Equity In Mind

The New Mexico Public
Education Department (NMPED)
had a grand vision: Give every
child in New Mexico an equal
opportunity for success by
building an integrated data
system that would enable policy
makers to make informed
decisions about early childhood
programs and policies.

THE CHALLENGE

NMPED Struggled with Disparate Data
Sources
Without the integration of ECE data systems, New Mexico found
it difficult to link important ECE data.

A Shift in Priority Opens the Door to an
Integrated Data System
In partnership with eScholar, led by NMPED, and
funded by a Race to the Top (RTT-ELC) grant, just such an integrated
data system became possible.
The Opportunity

Creating a System to Promote Accountability,
Track Outcomes, and Analyze Efficacy
NMPED and eScholar set out to create a system tied together by a
Unique Identifier to allow for the flow of data into a single repository.

 Traditionally, disparate data systems struggle due to the
management of identifiers by various state agencies.
 To solve this issue, eScholar set out to provide a Unique Identifier
to simplify and increase the efficiency of NMPED’s ability to track
students.
 Importantly, this identifier remains with a student throughout
their time in the NMPED system, regardless of change of location
or program.

 NMPED worked with eScholar to implement a data warehouse
that allowed for automated and secure flow of data to a single
repository.
 A pivotal integration aspect of this project was the collaboration
of several distinct agencies. Each of which with its own data
connector.
 Today, this reporting system collects information from three
different agencies, six different sources and across nearly 300
data elements.

Tracking Efficacy
ECIDS met the project goal by providing a system to accurately track ECE program efficacy.
Investing in Communities
Identifying where students are most in need, and investing important resources in those areas.
Raising Quality
Establishing the FOCUS program quality analysis tool, to increase parent involvement and awareness.
Supporting Schools, Meeting Needs
Establishing the ECOT tool, to provide educators with insights on student needs from the beginning.
