An MVNO is a mobile virtual network operator that does not own spectrum or infrastructure but resells wireless services by having a wholesale agreement with a mobile network operator to use its network. MVNOs rebrand SIM cards and phones, have their own sales and customer support, and may offer customized pricing plans. They buy minutes from licensed operators and resell them to customers. MVNOs are growing in Europe and the US and slowly spreading to Asia and other regions as a way for operators to utilize excess network capacity.

A quick and basic introduction to: #MVNA (Mobile Virtual Network Aggregator) #MVNE (Mobile Virtual Network Enabler) #MVNO (Mobile Virtual Network Operator) Often described as smaller operators, they provide mobile services similar to mobile operators, and are known as mobile virtual network operators, or MVNO First launched in the UK in 1999, MVNO's has spread across the globe, and at the end of 2019, there were more than 1300 MVNOs, in 82 countries. Opposite normal mobile operators, a MVNO does not own spectrum, or radio network infrastructure (mobile antennas) Instead, they buy wholesale access from a telecom network operator, or through an entity known as a Mobile Virtual Network Aggregator (MVNA) A MVNA buy wholesale access from a telecom network operator, on behalf of several MVNOs, in order to achieve a large discount, and then resell, the network access to each individual MVNO. The MVNE platform provide the MVNO's with technical solutions, such as customer support, billing systems, SIM management, and so on. enabling the MVNO's to setup, operate and charge the subscribers. Without some form of regulatory measures and changes as described in this presentation, Thailand’s telecoms market will remain an unleveled playing field, where competition and innovation of mobile services, and thereby the digital economy, may not evolve as it should - or at all. The government has provided the platform for private industries to participate and form the final stages of Thailand 4.0 – however the current regulation from NBTC - or lack off, has not been able to follow suit but only concentrated on the existing silos in the market instead of getting all the wheels to spin. Luckily, most of the issues evolves around issues created by NBTC itself i.e. home made quick fix paragraphs, lack of action, or lack of knowhow by the time MVNO was introduced, which demands less effort to solve. This paper, highlights the vast unused telecom network capacity set aside for Mobile Virtual Network Operators #MVNO in Thailand, due to reluctance from the mobile network operators, AIS, Dtac and True, to accept these on their networks. The introduction of MVNOs in Thailand six years ago has not succeeded in laying the foundation to ensure innovation, the achievement of the broader industry and national economic objectives. The MVNOs has been tethered with the legacy infrastructure and thinking behind the conventional mobile operator services. However, there are lessons to be learned, and first lesson is - a new approach is needed. Therefore, we suggest a few additions to the National Broadcasting and Telecommunications Commission’s (NBTC) notification regarding network capacity and obligations for Mobile Virtual Network Operators (MVNO) in Thailand. Retrieval augmented generation (RAG) is the most popular style of large language model application to emerge from 2023. The most basic style of RAG works by vectorizing your data and injecting it into a vector database like Milvus for retrieval to augment the text output generated by an LLM.
