Existence of Crime
Goals of this paper are to discuss the conflict model and the consensus paradigm and explain the
relation they have to crime. An in depth description of hate crimes that falls under the violent crime
typology will be given and references to a few high profile cases that relate to this focused crime
will be assessed. A consensus interpretation in regards to the strain theory will be elaborated upon,
and then an interpretation based on the conflict paradigm will be offered.
Definition
Consensus view is one way a criminologist studies crime in a society. With this view it is
understood that laws are needed and are seen as an agreement amongst the public to enforce social
norms or acceptable behavior. Supporters of this view would also agree ... Show more content on

Application
In 2012, February 4th two men said to have been affiliated with a gang committed a hate crime on
the bases of not liking the victim's sexual orientation. Christopher Cain, a 19 year old male, and
Dorian Moragne, a 20 year old, brutally attacked a 20 year old gay man Brandon White as he
walked out of a grocery store in Atlanta, Georgia. During the attack the offenders shouted anti–gay
slurs and even went as far to hit the victim with a tire. Somehow the attack was recorded by a
buildings surveillance system and posted for the public's viewing. The two offenders confessed to
their wrong doings and acknowledged their unconstitutional behavior. They were both found in
violation of the federal hate crime law that ultimately criminalizes certain crimes. "This case is the
first in Georgia to charge a violation of the sexual orientation

The Appalachian Mountains : A Vast Cultural And...
Introduction Appalachia is a vast cultural and geographical region "that follows the spine of the
Appalachian Mountains from southern New York to northern Mississippi. It includes all of West
Virginia and parts of 12 other states: Alabama, Georgia, Kentucky, Maryland, Mississippi, New
York, North Carolina, Ohio, Pennsylvania, South Carolina, Tennessee, and Virginia."4 The
distinctive Appalachian culture is a result of the blend of unique backgrounds –Native American
(primarily Cherokee), Celtic (mainly Scotch and English), Polish and German, and African
American– and the geographical isolation that is revealed through their traditional arts and crafts,
music, food, customs, and sometimes dialect.14 This isolation created "a greater ... Show more

Broad form Deeds Coal mining is not new to the Appalachian region. Miners have been working the
rich coal fields of Appalachia for generations.14, 17 The first coal mines in these states were small,
local owned operations.17 This all changed, however, in the late 19th century when "agents from
land companies had swept through the region buying up mineral rights, sometimes for as little as
fifty cents per acre, separating the use of the surface (and tax liability) from the natural resources
that might be below."17 In legal terms, and in very fine print, these "broad form deeds often signed

Social Program: Public Housing
Introduction
The issue of homelessness is one that I can relate to all too well. About twenty five years ago I
found myself among the homeless. My story is simple, I had no formal education and was working
a job making minimum wage. I couldn't keep up with my rent and other living expenses and was
finally evicted from my overpriced apartment. At the time I was on a waiting list for public housing
for which there was at least a two year waiting period. The fact that I was single, with no children
did not help me either. For a while I lived on the streets and in shelters, too ashamed to approach
what family members I had with my problems knowing that they were ... Show more content on

New York City had started to provide publicly funded housing before the act was created and was
one of the programs that the government used as a model. According to Bauman, (1987)public
housing was not originally created to help the "poorest of the poor," it was created to house select
segments of the working class, specifically the "submerged middle class," who were temporarily
outside the labor market during the depression. These benefits were targeted to whites and helped
move them to suburbs but kept blacks concentrated in cities and inner suburbs. The distribution of
federal benefits made it possible for mostly white working–class people to move out of public
housing, and contributed to a downward income shift in the public housing population after the
1940's. These discriminatory practices were documented by (Massey & Denton, 1993). At one time,
public housing had been thought of as a solution for inner city poverty, isolation, and as a basic
human necessity for less well–off people (Riis 1890; Marcuse 1986b (1978); Stegman 1990). It was
believed by most advocates, that good housing was humane and necessary to the well–being of all
people and would greatly improve the quality of life of the people who lived in slums. They
envisioned public housing as a way of fulfilling part of the states responsibility to ensure that
decent, affordable housing was available for all residents of the U.S. The first national

Government Intervention For R & D And Entrepreneurship
Government Intervention To Promote R&D And Innovation In Small Medium Businesses
Summary – SBIR Policy
The societies in the world are facing severe social and economic challenges. The 2008–09 downturn
in the economy has led to lessened potential growth output, rise in unemployment and soaring
public debt. To recover from this, it was necessary that the nations come up with sustainable growth
sources. The search for new sources comes to an end when the countries have adopted a
productivity growth infused with innovation. Innovation is the introduction of a significantly and
newly improved product, method or process. It holds the access to boost productivity. All change
contains a degree of novelty. (Glaister, 1996) The Oslo Manual gives account for three types of
innovation. An innovation can be novel to the firm, novel to the market or novel to the world itself.
The first type includes the circulation of the present innovation in the business. It is when the
innovation has already for use in other companies. The change becomes new to the market when the
firm is the first to introduce it to the market. An enormous range of factors like economy,
government service, education or health, therefore, affects innovation. It can occur in any sector of
the economy. (www.aaas.org) The current framework applies to change in business and sometimes
in the public sector. The paper discusses innovation in the public sector in small–scale industries.

Persuasive Essay On Abortion
In the US around, fifty–one percent of pregnancies are unintended. With thirty–one percent of those
being unwanted. This statistic comes from the CDC. It is an unfortunate thing that, that many
pregnancies go unwanted, but within those unwanted pregnancies rape does play a role. Five percent
of rape victims do occur an unwanted. In the United States there are options and one of those
options is of course giving your child away for adoption, but women should have more options.
Women should have the option to have abortion and other pro–life choices. They should have the
right to choose the options they want. There are numerous things that could assist them. There's
medical, financial disadvantages that come along with having a child dealing with a pro nine months
and very large social stigmas that affect their lives.
According to the Colorado Department of Health and impairment unexpected pregnancies have a
higher risk of birth defects and can cause long term development issues. These include low birth
rate, child abuse, postpartum depression, lower education teaming, and a higher risk of all violence
during pregnancy. It's important to have an abortion as an option in a situation where the
pregnancies are not planned to prevent harm both mother and child. Whether abortion is legal or not
women will continue to terminate their pregnancy either way. According to the World Health

One of the most comprehensive surveys of abuse in foster care was conducted in conjunction with a
Baltimore lawsuit. Trudy Festinger, head of the Department of Research at the New York University
School of Social Work, determined that over 28 per cent of the children in state care had been
abused while in the system.
Reviewed cases depicted "a pattern of physical, sexual and emotional abuses" inflicted upon
children in the custody of the Baltimore Department.
Cases reviewed as the trial progressed revealed children who had suffered continuous sexual and
physical abuse or neglect in foster homes known to be inadequate by the Department. Cases
included that of sexual abuse of young girls by their foster fathers, and that of a young girl ... Show

"In this lavishly–funded program caseloads were kept low and both workers and foster parents got
special training. This was not ordinary foster care, this was Cadillac Foster Care," he explained.
In this "exemplary" program, 24 percent of the girls responding to a survey said they were victims
of actual or attempted sexual abuse in the one home in which they had stayed the longest.
Significantly, they were not even asked about the other foster homes in which they had stayed.[11]
The Children's Rights Project has initiated a number of successful civil suits against foster care and
child welfare systems. One such landmark suit was brought against the Illinois foster care system.
Attorney Benjamin Wolf instituted the legal action after concluding that the states foster care system
functioned as "a laboratory experiment to produce the sexual abuse of children."[12]
Yet by many accounts, the sexual abuse of children in the state's care has increased along with the
increase in placements, successful lawsuits notwithstanding. Even Patrick Murphy, the outspoken
Cook County Public Guardian, admits that sexual abuse of children in the care of the Illinois
Department of Children and Family Services has probably increased.[13]

Pennsylvania Education Reinvestment Plan Pennsylvania's schools have grieved from "$1 billion"
in finance cuts and a deficiency of funds. Pennsylvania have seen fewer educators, greater class
sizes, and smaller funds that make it more challenging for students to acquire a resilient learning in
Pennsylvania's public schools. To get back on track and be competitive we must find ways to fund

This led us to a total cuts of $862.0 million, "equaled to 13.6 percent" of the revenue that
Pennsylvania school districts gain from the state budget in2010–2011. Moreover, the decline in state
aid affected the districts with greater ratio of children living in poverty more than other districts (2).
This cuts have a great effect on many areas such as:
 State fund cuts to the utmost disadvantaged districts averaged more than "three times" the
proportions of the funds for localities with the bottommost average child poverty (2).
 The fraction of schoolchildren to teachers amplified more amongst the localities with greater
poverty proportions (2).
 PSSA Math tallies in grades 3 to 6 plunged in most periods. Which in our circumstance, the
pattern of maximum deterioration amongst subordinate localities is more noticeable (2).

Policy
Over the past several there has been increased focus on the foster care system with implementation
of new policies and pieces of legislation to support this population. Although, initial services and
support was extremely broad with the intent to meet the needs of the entire population, the youth
exiting foster care due to age limitations shed light on the need for more specific legislation for this
population. It is clear that youth "aging out" (Dworksy, 2008) of the foster care system are in some
ways forced to transition into a role of independence much differently than the general population.
There is typically no chance for this population of youth to return to the foster care system for
support even if they are completed unprepared for the transition (Geenen & Power, 2007). Clearly,
specific populations of foster care youth are in need of special attention particularly those aging out
of the system. These youth are believed to encounter adverse challenges in areas such as
incarceration, drug use, education, and homelessness. In the hopes to address the issues of
homelessness in youth several pieces of legislation have been passed and amended over the years.

Typically, the shift into independence tends to be a much more gradual process but this is not the
case for youth aging out of the system. Unfortunately, for youth aging out of foster care the
transition into adulthood is thrust upon the individual all at once. Most youth exit the system having
lost a stable housing situation, financial assistance, healthcare, and most importantly emotional
support (Smith, 2011). It is clear that many challenges face youth that age out of the foster care

The Social Problem Of Child Abuse
The social problem that I researched was child abuse. The term child abuse is defined as "Any
recent act or failure to act on the part of a parent or caretaker which results in death, serious physical
or emotional harm, sexual abuse or exploitation"; or "An act or failure to act which presents an
imminent risk of serious harm"(Child Welfare Information Gateway, 2013). Every state is
responsible for providing its own definition of child abuse and neglect within the minimum
standards set by CAPTA. "Most Federal and State child protection laws primarily refer to cases of
harm to a child caused by parents or other caregivers; they generally do not include harm caused by
other people, such as acquaintances or strangers. Some State laws also include a child's witnessing
of domestic violence as a form of abuse or neglect" (Child Welfare Information Gateway, 2013).
Child abuse exists in many forms. Many states recognize the four major types of abuse: physical
abuse, sexual abuse, psychological/emotional abuse, and neglect. When most people think of child
abuse, they usually think of physical abuse or sexual abuse. These two types are the most common
and the easiest to detect due the physical signs. Physical abuse can range anywhere from minor
bruises to death. Physical discipline, such as spanking or paddling, is not considered abuse as long
as it is reasonable and causes no bodily injury to the child. Sexual abuse includes sexual activities
done to a child or by a child to

The purpose of this qualitative study is to understand the educational experiences of a group of

obtaining an education, American Indian students struggle to succeed academically, and have the
lowest high school graduation rates in the United States (Brayboy, Fann, Castagno. & Solyom,

characterized as "problems", and schools has been instituted to be the solution, as "purveyors of
assimilation" (Deyhle & Swisher, 1997, p. 115). Due to this framing of the "Indian problem",
assimilation and colonial education has shaped as the indelible definition of educational success,
exclusive of the characteristics of American Indian identity and community, perpetuating it's
continued existence in the American public school system (Deyhle & Swisher, 1997; Lomawaima

assimilation and colonial education has failed. The history of American Indian education in the

Law enforcement officers put their lives on the line every time he or she puts on their uniform. For
instance, it is quite emotional for the family of any law enforcement officer to see their loved one go
to work and not know what their shift will entail. One way that a family could endure the emotions
is to pray for their loved one who is in law enforcement. Whereas the officers' job stress is at high
levels so could their personal lives. Some studies in particular, show how family, friends, and the
community treated by the officers could depend on the officers' level of stress and how well positive
adaptation occurs (Hille, 2009). Understanding that the law enforcement officers' job is stressful
enough, their home lives should not be. As of 2000, police officers were seven times more likely to
commit suicide than other Americans. In addition, police officers had the third highest suicide rate
among 130 U. S. occupations. According to the National Association of Police Chiefs, twice as
many police officers took their own lives each year as have killed in the line of duty ("World of
Criminal Justice, Gale Research," 2002). This outcome stems from the outward show of how the
officers deal with their job stress. For instance, some of the ways officers handle their stress could
be drinking, physically abusing their wives or children, or acting carelessly on vacation or on a
family outing. Although particular law enforcement officers put on the persona

Public Policy Essay: Drug Policy
Public Policy is the righteous guide to action taken by the decision–making executive branches of
the state with regard to a class of issues that are reliable with law and institutional levies. The basis
of public policy is self–ruled by national legal laws and guidelines. Further substrates contain both
judicial explanations and regulations in which it becomes official by legislature. While dealing with
issues that concern public policies in the United States, policymakers overlook a certain bill and
have the right to enforce the law or veto it.
One particular Policy that is popular today is the Drug policy of the United States. This particular
public policy is Drug Policy of the United States. It all started when usage of drugs has increased in
all categories since the beginning of the exclusion on January 20, 1920. Also. Drug usage reached a
certain peak level when the usage of Opium started after the Harrison Act of 1914 was heartened.
Between 1972 and 1988, cocaine usage more than five times the regular limit, in which it introduced
two popular drugs: amphetamines and ecstasy which have shown similar improvements.
The drug policy of the United States was built by The Office of National Drug Control Policy,
which came from a former cabinet–level section of the president's Executive Office. This action led
to the establishment of the Anti–Drug Abuse Act of 1988. The goals of this program are to establish

Avoid out dated schools. All schools are not created equal. Ensure that the school you choose
adheres to rigorous measures. Do this by only choosing an accredited vocational technical school
that meets standards specific to the subjects taught.
Your search for the right school might start with research on the World Wide Web. You will find
valuable information about the many different types of technical schools and the many career
choices offered. However, you will eventually wish to narrow your search to include schools in your
immediate area. Try using keywords such as "technical institute", or "career technical schools"
combined with a location. For example, "tech schools pa" would lead to information on
Pennsylvania trade schools.
If you live in the Pittsburgh area, one place to initiate your search is to explore Rosedale Technical
Institute. It is conveniently located at the intersection of I–79 and Rt. 60 in Kennedy Township. The
school has educated students for over 60 years. Rosedale is an accredited vocational technical

The Enhancement Of Primary Care Practices
Primary care is considered by many countries as a backbone of the medical health system that is
effective and efficient and satisfies the demands of patients and families (Sebo, 2015). The
enhancement of primary care practices' quality improvement (QI) orientation is essential in
strengthening the primary care practices (U.S. Department of Health and Human Services Agency
for Healthcare Research and Quality, 2013). In addition, external supports such as feedback and
benchmarking, coaching, expert consultation, and shared learning can help primary care practices
with quality improvement and enhancing QI orientation. There are different organizations that
provide quality supports to primary care practices. One of this is the North Carolina Area Health
Education Centers (AHECs) Practice Support Program. The aim of the program is to support
primary care practices in North Carolina by providing primary care practices with onsite QI
consultants, tools, and resources that help primary care practices' transformational efforts (U.S.
Department of Health and Human Services Agency for Healthcare Research and Quality, 2014).The
aim of this paper is to summarize two articles related to primary care.

Abortion Is A Social Issue
Good evening, in a landmark ruling today the Supreme Court Legalized Abortions. The majority in
cases from Texas and Georgia said that the decision to end a pregnancy during the first three months
belongs to the woman and her doctor. Not the government. Too many the debate over the concerns
of abortion begin with Roe vs Wade, but the controversy has been with us for centuries. Ancient
cultures addressed it. Even Plato and Aristotle spoke of terminating pregnancies both for and against
depending on the mother's health and when life begins. In the 1700's America under British
common law permitted abortion before quickening or, before fetal movement could be detected. But
by the mid–19th century nearly all states had banned abortion in almost ... Show more content on

There are so many different beliefs about when human life begins. These beliefs and ideas have all
affected the morality of this issue. It is obvious why abortion is such a socio–ethical issue with both
sides continuously fighting each other over its legality. After research I believe that women should
have the choice when it comes to surrendering their bodies to hindrance of pregnancy.
These include low birth
rate, child abuse, postpartum depression, lower education

Entrepreneurship : Business And Its Expenses
Entrepreneurship in America
When looking at the importance of entrepreneurs in the United States it is important to discuss the
history of entrepreneurs in this country, the obstacles that come along with starting up a business,
and where one might acquire the capital or money to finance the upcoming business and its
expenses.
History of Entrepreneurship
The word "entrepreneur" is a word borrowed from the French in the mid–19th century that literally
means "undertaker." Entrepreneurship is much older as it dates back to ancient times. For America,
the nation was founded by entrepreneurs. While many colonies were founded by the English state,
many were also founded by profit–seeking corporations. One example would include New York

The first patent was presented to entrepreneur Joseph Jenks in 1646 and this began the "Yankee
ingenuity era." A patent is exclusive rights to an invention that constitutes as a solution to a specific
technological problem and is a product or process. The patent was for a device that improved the
manufacturing of edged tools that helped with other production. The "Yankee ingenuity era" refers
that this patent led to many other important patents including the cotton gin, flour mills, the high–
pressured steam engine and many more. Even though only 2 to 3 percent of all products patented
make it to market, it is still an important tool for entrepreneurs to protect their rights to their product
and idea.
Entrepreneurs were doing so well in America that in 1776 when the 13 colonies declared
independence. The US was the richest place on earth per capita. No wonder the British fought so
hard to keep the colonies. In 1811 incorporating came into law for the United States as New York
passed a general incorporation law which made the process of growing ones business much simpler
and faster and this created a boom in the number of entrepreneurs and corporations. Before this law
there were only a total of seven companies that had been through the incorporation process, but
between 1800 and 1860, more than 2,000 companies were incorporated in Pennsylvania alone.
Unfortunately the Virginia Company was not one of these successful

many overlapping jurisdictions, it was inevitable that key information would slip through the cracks
between agencies. The inability to analyze and link critical information across (or even within an
agency) is referred to as linkage blindness and will be a major theme throughout this book. In part,
the Homeland Security Act of 2002, the USA PATRIOT Act of 2001, and its reauthorization in 2005
were executive and legislative responses to the problem of linkage blindness by organizing diffuse
and autonomous law enforcement agencies and strengthening the government's abilities to obtain
information. Stephen Flynn (2001) provides a useful illustration of this critical law enforcement
problem, referring to the arrival of a hypothetical ship with questionable cargo and a crew on an
intelligence watch list for potential terrorist ties:
The Coast Guard would be likely to know about the scheduled arrival of a tanker carrying hazardous
cargo. The Customs Service might have some advance cargo manifest information. The INS might

President Lyndon B. Johnson Declared A War On Poverty
History In 1964, President Lyndon B. Johnson declared a "war on poverty" in his State of the Union
address. Johnson 's aim was to not only relieve the symptoms of poverty, but to cure and prevent it.
The war on poverty took shape as a comprehensive effort to address the needs of the nation, nearly
half of whom were children. The war moved from concept to reality when the Economic
Opportunity Act was passed by Congress in August 1964. The establishment of the Head Start
preschool was authorized under the Economic Opportunity Act. In the summer of 1965, Project
Head Start first launched as an eight–week program which had more than a half a million children
nationwide enrolled. After much success, the program was implemented as a full–one year program,
a couple years after the first pilot project ("PA Head Start", n.d.).
Structural Components Head Start provides children with a developmentally appropriate early
childhood education. Teachers work with children, and their families, to help them gain the skills
needed to succeed in school– both academically and socially. The program offers comprehensive
health, nutrition, and other family support services including opportunities to learn nurturing
parenting skills. "Head Start provides children with activities that help them grow mentally, socially,
emotionally, and physically. Head Start children socialize with others, solve problems, and have
other experiences that help them to become self–confident" ("PA Head Start",

Prac. Dec. (CCH) P34,158 Court: Supreme Court of the United States Decided on February, 28th
1984 Facts: Grove City College, a private, coeducational liberal arts school, wanted to preserve its
institutional autonomy by regularly refusing state and federal financial assistance. However, the
college did enroll a large number of students who received Basic Educational Opportunity Grants
(BEOG's). These grants came through a Department of Health, Education, and Welfare (HEW)

Issue(s): Was Grove City College subject to federal requirements because its students received
federal grants? Did the provisions of Title IX violate the First Amendments rights of the College?
Holding: The court held that Title IX, which only applies to educational institutions receiving
federal funds, could be applied to a private institution that refused direct federal funding but for
which a large number of students had received federal funded scholarships. The court stated that
there was no "substantive difference" between institutional assistance and aid received by a school
through its students. Title IX coverage, the Court found, was triggered by the BEOG's. Reasoning:
The Supreme Court affirmed the order of the Third Circuit but limited the extension of Title IX to
the financial aid department of the college rather than across–campus. Yet the Court was of the
opinion that receiving federal financial assistance required formal acceptance of Title IX. Further,
the Court pointed out that this requirement did not violate the First Amendment rights of the College
or its students, because the receipt of these funds was voluntary and officials could have ended their
involvement in the program at any time. Decision: After the Supreme Court rendered its ruling in
Grove City, school officials took the exit option that the Court had identified (Edwards, 2000).
Officials at the College opted to forgo federal funds by not signing the Title IX compliance form

The Civil War Of The United States Essay
As a result of the U.S. Civil War, many newly freed slaves were in search of a better life as free
men. With help from Congress in March of 1865, an organization known as the Freedmen's Bureau
was created with the intentions of helping the freedmen and their families. The organization was the
first of its type to be established federally for the main purpose of social welfare. With leadership
from many military Generals, the Bureau was able to provide the freedmen with necessities such as
clothing, land, food, hospitals, housing and most importantly schools. Education had been a major
demand since the first days the slaves were freed. Freedmen were given educational opportunities
through what would be known as the Freedmen's Bureau Schools. Eventually over time, the number
of blacks attending schools had grown to be thousands. The Freedmen's Bureau Schools would have
had longevity and more educational opportunities for freed slaves after the Civil War if not for
Congress interruption. Northern abolitionists had taken notice to the serious detrimental positions
former slaves were put in as a result of and during the Civil War. As a result, assistance from all
around the country came in to help them. The pressure from these types of groups caused President
Lincoln to step in and give the military power to aid their needs as well. Lincoln realized he needed
a larger more federal plan in place to help assist the freedmen. This is where he allowed leadership

Decentralized Wastewater Systems Regulatory And Economic...
6. Decentralized Wastewater Systems Regulatory and Economic Challenges
During the last twenty years the USEPA has been evaluating decentralized wastewater treatment
technologies as a reliable alternative for wastewater treatment. In 1997, the EPA submitted to
congress its Report and subsequent documents endorsing decentralized wastewater treatment as a
permanent long–term solution for wastewater treatment. The Report stated that adequately managed
decentralized wastewater systems are a cost effective long–term option for meeting public health
and water quality goals, particularly in less densely populated areas. The following is a summary the
key components of the Report:

Also decentralized systems are suitable for a variety of site conditions, including shallow water
tables or bedrock, low–permeability soils, and small lot sizes. One of the additional benefits is that
decentralized systems are also suitable for ecologically sensitive areas (where advanced treatment,
such as nutrient removal or disinfection is necessary). Since centralized systems require collection
of wastewater for an entire community at substantial cost, decentralized systems, when properly
installed, operated and maintained, can achieve significant cost savings while recharging local
aquifers and providing other water reuse opportunities close to points of wastewater generation
(USEPA 1997). This benefit not only help alleviates the cost burden but also helps to improve the
watershed conditions.
The EPA Report also evaluated the obstacles that decentralized system may confront and ways to
overcome the barriers were presented. The following are the most common barriers for the
implementation of decentralized systems:
Lack of Knowledge and Public Misperception. The perception of some homeowners, realtors, and
developers that centralized systems are better for property values and are more acceptable than
decentralized systems, even if they are far more costly, makes it difficult to demonstrate that
properly designed and managed decentralized systems

The Development and Responsibilites of Police Officers Essay
Public Safety (2007) has stated that throughout history almost everyone have wanted a form of
protection so they did not have to live in fear every time they left their house. People generally want
to live their lives knowing that they are safe. It is not known for sure where the origins of police
work have actually begun. During the medieval times, fudal lords would hire strong men who would
ensure that everyone paid their taxes. These hired brutes attempted to maintain some sort of order

to help fix the corrupted police departments. Today, every state has a uniformed police. In addition,
police have begun to operate at the federal level working in agencies like the Federal Bureau of

types of these police forces work independently but the departments work together to provide an

occupational specialty he or she possesses. Working at the local, state, and federal agencies also

Nursing Shortage in Maryland and How does it Effect Healthcare Renita Scott March 17, 2015
PUAD 751.TW1 Sp15 What is the nursing shortage and why does it exist in Maryland? The History
of Nursing The practice of nursing started in the past around the Middle Ages, where women in
primitive societies where made to take care of the sick whether they wanted to or not. For example,
in Ethiopia among the Zuni tribe, if a baby is born with part of the placenta covering the face, it was
taken as a sign that the baby would be marked as one destined to become a caregiver. (Henly &
Moss, 2007). In many societies, nurses were mostly untrained women who helped deliver babies or
were wet nurses. According to The History of Nursing (2013) "religious figures like nuns had more
training and cared for the sick. However, by the 13th through the 16th centuries, religious orders felt
as if it was their duty to care for the physical needs of people as well as their spiritual needs and
formed sisterhoods to carry out this mission. In 1645, Jeanne Mance, a nurse from France,
established the Hotel–Dieu de Montreal in Canada, the first hospital in North America. By the 18th
century, the United States was beginning to realize the need for organized nursing services. In 1751,

the exposure of nonsmokers to secondhand smoke." It should be noted that there is no current
written smoking policy included in the lease agreements of Community Action residential facilities.
In part because of this overwhelming evidence the department of Housing and Urban Development
(HUD) is in the final stages of implementing a smoking policy. This proposed rule would require
each public housing agency (PHA) to implement a smoke–free policy. "Specifically, this rule
proposes that no later than 18 months from the effective date of the final rule, each PHA must

implementation of smoke–free public housing to improve indoor air quality in the housing, benefit

Similarities Between Traditional And Nontraditional...
Traditional and nontraditional college students share few similarities in today's quest for a college
degree. In fact just about the only similarity between the two types of students is just that, they are
both students. The Wall Street Journal estimated in a 2013, article the number of traditional students
was just 29% down almost 10% from 1990. The National Center for Education Statistics defines a
nontraditional student "as meeting one of seven characteristics: delayed enrollment into post–
secondary education; attends college part–time; works full time; is financially independent for

The national graduation rate for traditional students attending a public university is 57%, a private
university it is 32%. The numbers are much improved on the nontraditional student side with
graduation rates being around 72% over a lifetime. Keep in mind if a student drops out of college to
work or does not attend a semester then later graduates he/she is considered nontraditional.
Employment is the next factor when comparing both sets of students, after all why attend college if
not for better career opportunities. Nontraditional students are 25% more likely to get and job within
6 months of graduation according to Pennsylvania Higher Education Assistance Agency. By
definition traditional students cannot be financially independent which ultimately limits the jobs
they can have to jobs of low income and few to no skill set requirements. This puts the
nontraditional students at a huge advantage when it comes to post graduation

Juvenile Delinquency And The Nature Of Police Juvenile
There is substantial concern about rates of juvenile delinquency and the nature of police–juvenile
encounters fueled most recently by the "Black Lives Matter" campaigns nationwide toward
improved police–youth interactions. Yet, there are knowledge gaps on how best to proceed. There is
insufficient information on the prevalence and nature of police–juvenile encounters in the rural areas
of Mississippi, specifically, the Delta region. This lack of information means that policy–makers and
academics are responding non–empirically to matters of police–juvenile rural encounters. In lieu of
using data on the region then, responses are likely crafted based on the urban policing literature.
Therefore, this study is to offer insights on factors that influence police behavior when encountering
juveniles in rural areas, specifically police use of authority and, or the offer of support and
assistance at the street level.
To understand how police respond when they encounter juveniles while on patrol, Black's (1976)
behavior of law theoretical perspective offers a framework. Black's (1976) contribution to the
behavior law is that there are other factors besides law and police departmental policies that
influence police discretion to either arrest a juvenile in conflict with the law or to provide other
support. The factors include: the social aspects of life namely, stratification, morphology, culture,
organization and, social control.

Curriculum Standards Should Align College and Work...
Introduction
The low percentage of high school students, who successfully transition to college without requiring
developmental courses, supports the rationale for action research on K through 12 curriculum
development ability to produce college ready students. The Pennsylvania Common Core clearly
notes that curriculum standards should align college and work expectation. Unfortunately, the
inability to meet the demands continue at the forefront. As a result, I chose to approach this research
from Problem Based Learning Theory (PBL). PBL focuses on the investigation and resolution of
messy, real–world problems – Curriculum Development (http://www.learning–

Who teaches the newly mapped curriculum to your staff? "We have a Teacher Leadership Council,
formally a Curriculum Council, whose job it is to lead department colleagues in the writing,
implementation, and evaluation of curriculum and assessment. All committees require one
administrator" (Minnich). In a similar manner, higher education and K through 12 both have
procedures in place through DACUM facilitators and Leadership Council members. The level of
development differs between institutions due to the level of education and training obtained by those
leading and planning invigorating ideas that support change.
Is there an articulation between grade levels? "Yes, we have vertical collaboration meetings between
grade levels on a regular basis. This includes meetings between the same subject areas in other
buildings to ensure that the curriculum is aligned from one level to the next" (Minnich). However,
higher education maps specifically for one major verses foundational matriculation that requires
retention and transferable skills throughout their learning experience. In addition, the mapping
process is initially reviewed for rigor by the department chair, library liaison, and curriculum
compliance/catalog editor – Erika Steenland, (title). Followed by, the Associate Provost, Academic
Council, and Academic House/Faculty Senate for approval.
How much is the actual curriculum based on the written curriculum? "We

  • 1. Existence of Crime Goals of this paper are to discuss the conflict model and the consensus paradigm and explain the relation they have to crime. An in depth description of hate crimes that falls under the violent crime typology will be given and references to a few high profile cases that relate to this focused crime will be assessed. A consensus interpretation in regards to the strain theory will be elaborated upon, and then an interpretation based on the conflict paradigm will be offered. Application In 2012, February 4th two men said to have been affiliated with a gang committed a hate crime on the bases of not liking the victim's sexual orientation. Christopher Cain, a 19 year old male, and Dorian Moragne, a 20 year old, brutally attacked a 20 year old gay man Brandon White as he walked out of a grocery store in Atlanta, Georgia. During the attack the offenders shouted anti–gay slurs and even went as far to hit the victim with a tire. Somehow the attack was recorded by a buildings surveillance system and posted for the public's viewing. The two offenders confessed to their wrong doings and acknowledged their unconstitutional behavior. They were both found in violation of the federal hate crime law that ultimately criminalizes certain crimes. "This case is the first in Georgia to charge a violation of the sexual orientation ... About twenty five years ago I found myself among the homeless. My story is simple, I had no formal education and was working a job making minimum wage. I couldn't keep up with my rent and other living expenses and was finally evicted from my overpriced apartment. At the time I was on a waiting list for public housing for which there was at least a two year waiting period. The fact that I was single, with no children did not help me either. New York City had started to provide publicly funded housing before the act was created and was one of the programs that the government used as a model. According to Bauman, (1987)public housing was not originally created to help the "poorest of the poor," it was created to house select segments of the working class, specifically the "submerged middle class," who were temporarily outside the labor market during the depression. These benefits were targeted to whites and helped move them to suburbs but kept blacks concentrated in cities and inner suburbs. The distribution of federal benefits made it possible for mostly white working–class people to move out of public housing, and contributed to a downward income shift in the public housing population after the 1940's. These discriminatory practices were documented by (Massey & Denton, 1993). At one time, public housing had been thought of as a solution for inner city poverty, isolation, and as a basic human necessity for less well–off people (Riis 1890; Marcuse 1986b (1978); Stegman 1990). It was believed by most advocates, that good housing was humane and necessary to the well–being of all people and would greatly improve the quality of life of the people who lived in slums. They envisioned public housing as a way of fulfilling part of the states responsibility to ensure that decent, affordable housing was available for all residents of the U.S. The first national ... • 4. Government Intervention For R & D And Entrepreneurship Government Intervention To Promote R&D And Innovation In Small Medium Businesses Summary – SBIR Policy The societies in the world are facing severe social and economic challenges. The 2008–09 downturn in the economy has led to lessened potential growth output, rise in unemployment and soaring public debt. To recover from this, it was necessary that the nations come up with sustainable growth sources. The search for new sources comes to an end when the countries have adopted a productivity growth infused with innovation. Innovation is the introduction of a significantly and newly improved product, method or process. It holds the access to boost productivity. All change contains a degree of novelty. (Glaister, 1996) The Oslo Manual gives account for three types of innovation. An innovation can be novel to the firm, novel to the market or novel to the world itself. The first type includes the circulation of the present innovation in the business. It is when the innovation has already for use in other companies. The change becomes new to the market when the firm is the first to introduce it to the market. An enormous range of factors like economy, government service, education or health, therefore, affects innovation. It can occur in any sector of the economy. (www.aaas.org) The current framework applies to change in business and sometimes in the public sector. The paper discusses innovation in the public sector in small–scale industries. One such landmark suit was brought against the Illinois foster care system. Attorney Benjamin Wolf instituted the legal action after concluding that the states foster care system functioned as "a laboratory experiment to produce the sexual abuse of children."[12] Yet by many accounts, the sexual abuse of children in the state's care has increased along with the increase in placements, successful lawsuits notwithstanding. This cuts have a great effect on many areas such as:  State fund cuts to the utmost disadvantaged districts averaged more than "three times" the proportions of the funds for localities with the bottommost average child poverty (2).  The fraction of schoolchildren to teachers amplified more amongst the localities with greater poverty proportions (2).  PSSA Math tallies in grades 3 to 6 plunged in most periods. • 9. Essay On Foster Care Policy Over the past several there has been increased focus on the foster care system with implementation of new policies and pieces of legislation to support this population. Although, initial services and support was extremely broad with the intent to meet the needs of the entire population, the youth exiting foster care due to age limitations shed light on the need for more specific legislation for this population. It is clear that youth "aging out" (Dworksy, 2008) of the foster care system are in some ways forced to transition into a role of independence much differently than the general population. There is typically no chance for this population of youth to return to the foster care system for support even if they are completed unprepared for the transition (Geenen & Power, 2007). Clearly, specific populations of foster care youth are in need of special attention particularly those aging out of the system. These youth are believed to encounter adverse challenges in areas such as incarceration, drug use, education, and homelessness. • 10. The Social Problem Of Child Abuse The social problem that I researched was child abuse. The term child abuse is defined as "Any recent act or failure to act on the part of a parent or caretaker which results in death, serious physical or emotional harm, sexual abuse or exploitation"; or "An act or failure to act which presents an imminent risk of serious harm"(Child Welfare Information Gateway, 2013). Every state is responsible for providing its own definition of child abuse and neglect within the minimum standards set by CAPTA. "Most Federal and State child protection laws primarily refer to cases of harm to a child caused by parents or other caregivers; they generally do not include harm caused by other people, such as acquaintances or strangers. Some State laws also include a child's witnessing of domestic violence as a form of abuse or neglect" (Child Welfare Information Gateway, 2013). Child abuse exists in many forms. Many states recognize the four major types of abuse: physical abuse, sexual abuse, psychological/emotional abuse, and neglect. When most people think of child abuse, they usually think of physical abuse or sexual abuse. These two types are the most common and the easiest to detect due the physical signs. Physical abuse can range anywhere from minor bruises to death. Physical discipline, such as spanking or paddling, is not considered abuse as long as it is reasonable and causes no bodily injury to the child. Throughout history, American Indian people, and their languages and cultures, have been characterized as "problems", and schools has been instituted to be the solution, as "purveyors of assimilation" (Deyhle & Swisher, 1997, p. 115). Due to this framing of the "Indian problem", assimilation and colonial education has shaped as the indelible definition of educational success, exclusive of the characteristics of American Indian identity and community, perpetuating it's continued existence in the American public school system (Deyhle & Swisher, 1997; Lomawaima &McCarty, 2002). Some studies in particular, show how family, friends, and the community treated by the officers could depend on the officers' level of stress and how well positive adaptation occurs (Hille, 2009). Ed. 2d 516; 1984 U.S. LEXIS 158; 52 U.S.L.W. 4283; 33 Empl. Prac. Dec. (CCH) P34,158 Court: Supreme Court of the United States Decided on February, 28th 1984 Facts: Grove City College, a private, coeducational liberal arts school, wanted to preserve its institutional autonomy by regularly refusing state and federal financial assistance. However, the college did enroll a large number of students who received Basic Educational Opportunity Grants (BEOG's). These grants came through a Department of Health, Education, and Welfare (HEW) program. The Department of Health, Education, and Welfare determined ... Show more content on Helpwriting.net ... Issue(s): Was Grove City College subject to federal requirements because its students received federal grants? Did the provisions of Title IX violate the First Amendments rights of the College? Holding: The court held that Title IX, which only applies to educational institutions receiving federal funds, could be applied to a private institution that refused direct federal funding but for which a large number of students had received federal funded scholarships. The court stated that there was no "substantive difference" between institutional assistance and aid received by a school through its students. Title IX coverage, the Court found, was triggered by the BEOG's. Reasoning: The Supreme Court affirmed the order of the Third Circuit but limited the extension of Title IX to the financial aid department of the college rather than across–campus. Yet the Court was of the opinion that receiving federal financial assistance required formal acceptance of Title IX. Further, the Court pointed out that this requirement did not violate the First Amendment rights of the College or its students, because the receipt of these funds was voluntary and officials could have ended their involvement in the program at any time. Decision: After the Supreme Court rendered its ruling in Grove City, school officials took the exit option that the Court had identified (Edwards, 2000). Officials at the College opted to forgo federal funds by not signing the Title IX compliance form ... Get more on HelpWriting.net ...
  • 29. The Civil War Of The United States Essay As a result of the U.S. Civil War, many newly freed slaves were in search of a better life as free men. With help from Congress in March of 1865, an organization known as the Freedmen's Bureau was created with the intentions of helping the freedmen and their families. The organization was the first of its type to be established federally for the main purpose of social welfare. With leadership from many military Generals, the Bureau was able to provide the freedmen with necessities such as clothing, land, food, hospitals, housing and most importantly schools. Education had been a major demand since the first days the slaves were freed. Freedmen were given educational opportunities through what would be known as the Freedmen's Bureau Schools. Eventually over time, the number of blacks attending schools had grown to be thousands. The Freedmen's Bureau Schools would have had longevity and more educational opportunities for freed slaves after the Civil War if not for Congress interruption. Northern abolitionists had taken notice to the serious detrimental positions former slaves were put in as a result of and during the Civil War. As a result, assistance from all around the country came in to help them. The pressure from these types of groups caused President Lincoln to step in and give the military power to aid their needs as well. Lincoln realized he needed a larger more federal plan in place to help assist the freedmen. This is where he allowed leadership from Major General ... Get more on HelpWriting.net ...

Decentralized Wastewater Systems Regulatory and Economic Challenges During the last twenty years the USEPA has been evaluating decentralized wastewater treatment technologies as a reliable alternative for wastewater treatment. In 1997, the EPA submitted to congress its Report and subsequent documents endorsing decentralized wastewater treatment as a permanent long–term solution for wastewater treatment. The Report stated that adequately managed decentralized wastewater systems are a cost effective long–term option for meeting public health and water quality goals, particularly in less densely populated areas. The following is a summary the key components of the Report: The Agency (USEPA) provided an analysis of the benefits of using ... Show more content on Helpwriting.net ... Also decentralized systems are suitable for a variety of site conditions, including shallow water tables or bedrock, low–permeability soils, and small lot sizes. One of the additional benefits is that decentralized systems are also suitable for ecologically sensitive areas (where advanced treatment, such as nutrient removal or disinfection is necessary). Since centralized systems require collection of wastewater for an entire community at substantial cost, decentralized systems, when properly installed, operated and maintained, can achieve significant cost savings while recharging local aquifers and providing other water reuse opportunities close to points of wastewater generation (USEPA 1997). This benefit not only help alleviates the cost burden but also helps to improve the watershed conditions. The EPA Report also evaluated the obstacles that decentralized system may confront and ways to overcome the barriers were presented. The following are the most common barriers for the implementation of decentralized systems: Lack of Knowledge and Public Misperception. The perception of some homeowners, realtors, and developers that centralized systems are better for property values and are more acceptable than decentralized systems, even if they are far more costly, makes it difficult to demonstrate that properly designed and managed decentralized systems ... The Development and Responsibilites of Police Officers Essay Public Safety (2007) has stated that throughout history almost everyone have wanted a form of protection so they did not have to live in fear every time they left their house. People generally want to live their lives knowing that they are safe. It is not known for sure where the origins of police work have actually begun. During the medieval times, fudal lords would hire strong men who would ensure that everyone paid their taxes. These hired brutes attempted to maintain some sort of order throughout the kingdom among the people. Nursing Shortage in Maryland and How does it Effect Healthcare Renita Scott March 17, 2015 PUAD 751.TW1 Sp15 What is the nursing shortage and why does it exist in Maryland? The History of Nursing The practice of nursing started in the past around the Middle Ages, where women in primitive societies where made to take care of the sick whether they wanted to or not. For example, in Ethiopia among the Zuni tribe, if a baby is born with part of the placenta covering the face, it was taken as a sign that the baby would be marked as one destined to become a caregiver. (Henly & Moss, 2007). In many societies, nurses were mostly untrained women who helped deliver babies or were wet nurses. According to The History of Nursing (2013) "religious figures like nuns had more training and cared for the sick. However, by the 13th through the 16th centuries, religious orders felt as if it was their duty to care for the physical needs of people as well as their spiritual needs and formed sisterhoods to carry out this mission. In 1645, Jeanne Mance, a nurse from France, established the Hotel–Dieu de Montreal in Canada, the first hospital in North America. By the 18th century, the United States was beginning to realize the need for organized nursing services. In 1751, Benjamin Franklin and Dr. Thomas Bond opened Pennsylvania Hospital, the nation 's first hospital. It served the poor and homeless in Philadelphia. It should be noted that there is no current written smoking policy included in the lease agreements of Community Action residential facilities. In part because of this overwhelming evidence the department of Housing and Urban Development (HUD) is in the final stages of implementing a smoking policy. This proposed rule would require each public housing agency (PHA) to implement a smoke–free policy. "Specifically, this rule proposes that no later than 18 months from the effective date of the final rule, each PHA must implement a smoke–free policy for all public housing indoor areas. The policy must also extend to all outdoor areas up to 25 feet from the housing and administrative office buildings. HUD proposes implementation of smoke–free public housing to improve indoor air quality in the housing, benefit the health of public housing residents and PHA staff, reduce the risk of catastrophic fires, and lower overall maintenance costs. The National Center for Education Statistics defines a nontraditional student "as meeting one of seven characteristics: delayed enrollment into post– secondary education; attends college part–time; works full time; is financially independent for financial aid purposes; has dependents other than a spouse; is a single parent; or does not have a high school diploma" (Pelletier, p. 1). • 38. Juvenile Delinquency And The Nature Of Police Juvenile There is substantial concern about rates of juvenile delinquency and the nature of police–juvenile encounters fueled most recently by the "Black Lives Matter" campaigns nationwide toward improved police–youth interactions. Yet, there are knowledge gaps on how best to proceed. There is insufficient information on the prevalence and nature of police–juvenile encounters in the rural areas of Mississippi, specifically, the Delta region. This lack of information means that policy–makers and academics are responding non–empirically to matters of police–juvenile rural encounters. In lieu of using data on the region then, responses are likely crafted based on the urban policing literature. Therefore, this study is to offer insights on factors that influence police behavior when encountering juveniles in rural areas, specifically police use of authority and, or the offer of support and assistance at the street level. To understand how police respond when they encounter juveniles while on patrol, Black's (1976) behavior of law theoretical perspective offers a framework. Black's (1976) contribution to the behavior law is that there are other factors besides law and police departmental policies that influence police discretion to either arrest a juvenile in conflict with the law or to provide other support. The factors include: the social aspects of life namely, stratification, morphology, culture, organization and, social control. This dissertation follows the format and style of ...
