4. Worker mobility. The chart shows skill ratios for various major LIS cities from a 2011 Brookings Institute report: Skilled labor The Brookings institution analyzed the education levels of immigrant populations 25 and older in 100 large metropolitan areas in 2009. Here\'s a look at some of its findings: (a) Assuming the majority of immigration comes from Central and South America. explain why many Southern cities (Dallas. Los Angeles, Miami) have low skill level ratios and many northern cities (Baltimore, Washington, Boston) have high skill level ratios. Give one example based on direct costs and one based on psychic costs. (b) Suppose the United States erected a wall on its border with Mexico that increased the cost of illegal immigrating to the United States. What effect would that have on wages and quantity of illegal immigrants in the country? What effect would this have on the skill levels of all immigrants entering the United States?
Solution
A) Immigration from south and central america is the main cause for the rise of population in the southern cities. Those who are immigrating usually belong to poor communities and they lack livelihood, So it is almost certain that a high skilled Software Engineer wont jump off the fence in mexico, People who are crossing the border are people who have low skills and looking for a labor job. So certainly the costs for economy is higher, People who are local and does not have college degree will find it much more difficult to get going as the immigrant workers would take off their jobs and create more problems socially
B) Illegal immigration is dangerous to any country, The reason is simple, illegal is unregulated people who are crossing the border pose grave threat to the nation. Erecting a wall would not solve problem, they would just dig a tunnel, but surely it would incrase the efforts that will be needed to cross the border. So the costs will be higher for those immigrating illegally. The populatin movement from south and central america into usa will drop dramatically and it would lead to improvement in overall skillsets of immigrants. Immigrants from other parts of world will take places of south americans and it will benefit the country by providing high skill work force from say taiwan or India.
