Analysis on the Demand of Top Talent Introduction
in Big Data and Cloud Computing Field in China
Based on 3-F Method

Abstract—Big data and cloud computing, which can help
China to implement innovation-driven development strategy and
promote industrial transformation and upgrading, is a new and
emerging industrial field in China. Educated, productive and
healthy workforces are necessary factor to develop big data and
cloud computing industry, especially top talents are essential.
Therefore, a three-step method named 3-F has been introduced
to help describing the distribution of top talents globally and
making decision whether they are needed in China. The 3-F
method relies on calculating the brain gain index to analysis the
top talent introduction demand of a country. Firstly, Focus on
the
high-frequency keywords of a specific field by retrieving the
highly cited papers. Secondly, using those keywords to Find out
the top talents of this specific field in the Web of Science.
Finally,
Figure out the brain gain index to estimate whether a country
need to introduce top talents of a specific field abroad. The
result
showed that the brain gain index value of China's big data and
cloud computing field was 2.61, which means China need to
introduce top talents abroad. Besides P. R. China, those top
talents mainly distributed in the United States, the United
Kingdom, Germany, Netherlands and France.
I. INTRODUCTION
Big data and cloud computing is a new and emerging
industrial field[1], and increasing widely used in China[2-4].
Talents’ experience is a source of technological mastery[5],
essentially for developing and using big data technologies.
Most European states consider the immigration of foreign
workers as an important factor to decelerate the decline of
national workforces[6]. Lots of universities and research
institutes have set up undergraduate and/or postgraduate
courses on data analytics for cultivating talents[7]. EMC
corporation think that vision, talent, and technology are
necessary elements to providing solutions to big data
management and analysis, insuring the big data success[8].
Bibliometrics research has appeared as early as 1917[9],
and has been proved an effective method for assessing or
identifying talents. Based on analyses of publication volume,
journals and their impact factors, most cited articles and
authors, preferred methods, and represented countries,
Gallardo-Gallardo et. al[10] assess whether talent management
should be approached as an embryonic, growth, or mature
phenomenon.
In this paper, we intend to analysis whether China need to
introduce top talents in the field of big data and cloud
computing by using bibliometrics. In section 2, the 3-F method
for top talent introduction demand analysis will be discussed.
In section 3, we will analysis the demand of top talent
introduction in big data and cloud computing field in China.
II. METHOD
In general, metering indicators contain the most productive
authors, journals, institutions, and countries, and the
collaboration networks between authors and institutions[11,
12]. Based on the commonly used bibliometrics method, 3-F
method for top talent introduction demand analysis is proposed.
3-F method has three steps:
Firstly, searching the literature database and forming a
high-impact literature collection in a specific field. Focusing on
the high-frequency keywords in the high-impact literature
collection by using the text analysis method as the research
hotspots. Just to be clear, the high-impact literature refers to the
journal literature whose number of cited papers ranked in the
top 1% in the same discipline and in the same year.
Secondly, retrieving those keywords in the Web of Science
to find out where those top talents of this specific field are.
Find the top talents by collected the information about talents’
country distribution, the institutions distribution and so on
through the high-impact literature collection. Among them, the
top talent refers to the first author or the communication author
of the high-impact literatures.
Finlly, Figure out the brain gain index to determine the top
talents introduction demand of a certain country. The brain gain
index is calculated as following formulas:
Iik = (Twk / Tik) / (Pw / Pi) (1)
Among them, Iik means the brain gain index value of
country (i) in the field (k), Twk means the number of world’s
top
talents in the field (k), Tik means the number of country’s (i)
top
talents in the field (k), Pw means the world population, Pi
means the country’s (i) population. If Iik was more than 1, that
means the country (i) has less top talents in the field (k),
therefore the talent introduction demand will be relatively
strong. In contrast, if Iik was less than 1, that means the
country’s (i) has greater top talents in the field (k) than the
world average, and the talent introduction demand will not be
so strong.
Additionally, the literature information mainly from the ISI
Web of Science (SCI, CPCI-S), and the the data analysis and
visualization tools are TDA and Tableau.

III. CASE STUDY
Using 3-F method to analysis the top talents introduction
demand in the big data and cloud computing field. We
collected the high-impact literatures from January 1, 2006 to
July 31, 2016. The literature Language was English and the
literature type was article. Combining with the above
conditions, we got 546 high-impact literatures in the big data
and cloud computing field. Then the high-frequency keywords
have been obtained (Table 1) and served as the research
hotspots set.

At the same time, we displayed the frequency distribution
of research hotspots in the way of cloud chart(fig. 1).

Then, we find the information about nationality (Table 2),
institutes (Table 3) of top talents in the high-impact literature
collection. Results showed there were 662 top talents
worldwide in the big data and cloud computing field. The top
ten countries or regions who had the most top talents were the
United States, P.R.China, the United Kindom, Germany, the
Netherlands, France, Canada, Australia, Italy and Switzerland
and Spain tied for the tenth.

From table 2 and 3 we can see that China was in the second
place worldwide. However, China's top talent is much less than
the United States. In addition, the overall strength of Chinese
research institutions is not strong. So, whether China should
introduce top talents from other countries is need to be
discussed.
According to the formula of the brain gain index, and using
the world population data as well as the Chinese mainland
population data released by the World Bank, the value of the
Chinese brain gain index of big data and cloud computing was
2.61. In comparison, the brain gain index value of the United
States was 0.11. That means China need to introduce top talent
in the field of big data and cloud computing.
IV. CONCLUSION
In the knowledge economy era, the international flow of top
talent has become convenient and frequent. Facing the world's
top talent shortage, China and the world's major countries have
developed overseas top talent introduction programs. Until
2007, almost all European countries had introduced some
skillselective migration policies in order to attract the top
talents. To make the overseas top talent introduction programs
more effective and targeted is helpful for occupying the
strategic high ground in the global top talent competition.
This paper improved the traditional talent evaluation
function of bibliometric method, and presented the 3-F analysis
method, which was applied to analyze the demand of top
talents. The 3F method could help the government official to
make decision whether need to introduce top talents to develop
a new industry field and lock these top talents geographic
location.

Introduction
Nursing just like any profession faces numerous challenges
daily. Nurses are usually tasked with the duty to ensure that
they work diligently and professionally to ensure that their
clients are satisfied with the services that they deliver. They are
usually tasked with the duty to ensure that the patients that visit
their premises get quality services that they deserve. However,
these services come at a cost; they face a myriad of challenges
that they have to work fully despite these challenges to satisfy
their clients. Therefore, this research paper analysis some of the
problems that nurses face in the daily execution of their duties.

Nurse faces a myriad of challenges in their daily execution of
duties. To ensure that they discharge their duties perfectly all
these challenges must be identified and effective measures are
put in place to ensure that the challenges are taken care of. The
major problems that most of the medical facilities are the issue
of understaffing. Nurses have faced challenges in terms of
duties assigned to them in comparison to their numbers. Studies
conducted have also portrayed that there are shortages of nurses
in the medical facilities. However, the challenges that these
nurses face are varied in different nations and towns, there are
those nations that have surplus while there are those towns and
nations that have a high shortage of these important service
providers in the healthcare facilities.
The impact of these shortages has also resulted in further
challenges for the nurses. In this regard, one of the major
challenges that these nurses face is the need to work for long
hours due to the shortage of employees at the medical facilities.
The few available nurses must work in shifts and endure long
working hours to ensure that they meet the desired goals of the
institution are met. The work of nurses calls for one to be sober
and cognitive in decision making (McLelland et al. 2015).
However, with a situation where nurses are required to work for
long hours, work in shifts such that they can sleep for a while
and resume their duties. This is a worrying trend for the nurses
because their cognitive ability and judgment as normal human
beings are likely to decline when overworked. Therefore, the
chances of making poor decisions are also likely to increase
with time as they work overtime.
Besides that, the shortages of nurses in healthcare facilities
which calls for overworking of these nurses to ensure that
patients are fully taken care of, usually lead to an increase in
hazard and dangerous accidents taking place taking place during
their execution of duties. For instance, nurses working in
laboratories are exposed to hazardous chemicals, viruses, and
pathogens as they seek to unveil the diseases of their patients
(Shoorideh et al. 2015). Therefore, if they are overworked they
are likely to make mistakes which might result in situations
where the nurses might get injured or make the wrong diagnosis
for their patients. This is a situation that can make the running
of the facility unimaginable due to the prevailing situation.

Nurses are key role players in the successful running of the
healthcare facilities. All the healthcare facilities require the
services of the nurses to ensure that the needs of the patients are
taken care of. In this regard, the problem of understaffing of
nurses at the medical institutions is a major problem that these

results are achieved. Medical facilities require that they use
these nurses to discharge their duties perfectly; their shortage is

indicates that relevant bodies and institutions should play their
roles perfectly towards ensuring that there are adequate and
qualified nurses for the medical facilities to ensure that at the
end the desired goals can always be achieved
(Skundberg‐Kletthagen & Moen, 2017). As a result, this study
provides an opportunity for the relevant bodies to initiate the
right measures that will make it better in the running of the
medical facilities.
Research Questions
This research seeks to determine the most effective ways that
would ensure there is effective running of the desired goals.

facility. However, despite enormous studies being done on the
roles of nurses in society, there have been limited studies that

Methodology and design of the study
The research uses a detailed literature review. I will come up
with a better study design to help conduct the research. It is
evident that through the study, I will obtain detailed
information, unlike the previous research that has been
conducted in the past that are in line with the thesis topic. There
is much information in different journals and research papers. I,
therefore, focused on researching many details using scholarly
references and keywords such as adult learners, nurse
education, and expectations. I also focused on unpublished and
published materials that have more information. The main aim
of the research is to come up with a precise, scientifically
sound, resourceful, and convincing results.
The kind of literature review that I have chosen to essay for the
essay is all about coming up with the right research questions,
being able to analyze some of the results obtained from the
study, being able to choose the right pieces of information that
will help address and answer the research, being able to group
the literature themes and assessing the compiled literature. The
primary aim is to answer the study question on the problems
that nurses are facing in their day to day activities while at
work. I will also help come up with better results not only from
the current study but also looking at the previous studies that
have been conducted before. It will help gather more knowledge
from multiple sources hence being in a position of coming up
with the right solution to the issue. It will also help me come up
with the right evidence in cases where there was none found.
The literature review will also help us in determining the
characteristics and relationship between the concepts and the
problem.
Data search
The process of collecting the search was done on 7th July 2019.
Two authors conducted it. The primary aim of the search was to
come up with an appropriate keyword, and the database that is
relevant to the thesis. The research search and data collection
entail using previous studies that have been conducted before
and relate to the topic. It talks about the issue that affects the
nurses in their workplaces. The articles that were used to
conduct the research were obtained from a different database.
They include the Elsevier science direct, CINAHL, and pub
med. In order to quickly find the document without any
difficulties on the literature review and thesis, some of the
keywords were used. They include nurse experiences and other
synonyms. The search is limited to 8 years in order to provide a
better chance of accessing sufficient and relevant data.

Sampling Methodology
The research was, therefore, conducted under different
circumstances. The authors came up with different techniques
that would help conduct the research. The first thing was to
identify the people that will take part in the research. The
nurses working both in the private and health sector took part in
the study. They chose several 20 nurses working in the private
sector to take part in the study. The research also used 30 nurses
that are working in the public sector. The researchers grouped
the nurses in different categories so as the research would be
conducted smoothly. The researchers prepared questionnaires to
help with the study. They came up with closed and open-ended
questionnaires. There are those questionnaires where the
interviewee will answer without any difficulties and those that
the interviewee will be aided. The critical thing with this study
is that the nurses are all literate and can quickly answer the
research question facing any difficulties. The method is more
natural to research since it is less costly. It will also contribute
towards coming up with better and detailed results regarding the
project. It is a standard methodology that has been used before
by various studies to come up with better information for the
study. The other key to consider when conducting is to keep a
small number as it will help obtain rich data. Data can also be
diminished in cases where one uses too many participants for
the research. I also incorporated the use of email interviews.
The email had question interviews which were sent to each
participant. The key thing with using this method is that it saves
time not only for the participants but also for the researcher.
The research also uses less money for the study. They are only
required to send mail to the participants containing the research
questions. The researchers, therefore, sent the emails to all
participants and alerted them. It was one way of increasing
participants in taking part in the project.
Data collection
The method involves first introducing the research to the
participants. It allows the participants to have trust in the
researchers hence allowing the participant to come up with
better results. The next thing is to combine the results in a PDF
form to analyze them in detail. The participants, in this case,
responded positively and answered well to the questions. The
critical thing is that every nurse that took part in the study is
educated, and therefore they can quickly understand how to go
about the questions.
Role of the researcher
The worker of the researcher, in this case, is to ensure that the
research is conducted procedurally. The researcher also collects
every detail to ensure that the research has sufficient data. The
researcher also prepares the interviewee questions as well as
alerts the respondents on how to answer the questions.

Analysis on the Demand of Top Talent Introduction in Big Data and Cloud Computing Field in China Based on 3-F Method Zhao Linjia, Huang Yuanxi, Wang Yinqiu, Liu Jia National Academy of Innovation Strategy, China Association for Science and Technology, Beijing, P.R.China Abstract—Big data and cloud computing, which can help China to implement innovation-driven development strategy and promote industrial transformation and upgrading, is a new and emerging industrial field in China. Educated, productive and healthy workforces are necessary factor to develop big data and cloud computing industry, especially top talents are essential. Therefore, a three-step method named 3-F has been introduced to help describing the distribution of top talents globally and making decision whether they are needed in China. The 3-F method relies on calculating the brain gain index to analysis the top talent introduction demand of a country. Firstly, Focus on the high-frequency keywords of a specific field by retrieving the highly cited papers. Secondly, using those keywords to Find out the top talents of this specific field in the Web of Science. Finally, Figure out the brain gain index to estimate whether a country need to introduce top talents of a specific field abroad. The result showed that the brain gain index value of China's big data and cloud computing field was 2.61, which means China need to
  • 2. introduce top talents abroad. Besides P. R. China, those top talents mainly distributed in the United States, the United Kingdom, Germany, Netherlands and France. I. INTRODUCTION Big data and cloud computing is a new and emerging industrial field[1], and increasing widely used in China[2-4]. Talents’ experience is a source of technological mastery[5], essentially for developing and using big data technologies. Most European states consider the immigration of foreign workers as an important factor to decelerate the decline of national workforces[6]. Lots of universities and research institutes have set up undergraduate and/or postgraduate courses on data analytics for cultivating talents[7]. EMC corporation think that vision, talent, and technology are necessary elements to providing solutions to big data management and analysis, insuring the big data success[8]. Bibliometrics research has appeared as early as 1917[9], and has been proved an effective method for assessing or identifying talents. Based on analyses of publication volume, journals and their impact factors, most cited articles and authors, preferred methods, and represented countries, Gallardo-Gallardo et. al[10] assess whether talent management should be approached as an embryonic, growth, or mature phenomenon. In this paper, we intend to analysis whether China need to introduce top talents in the field of big data and cloud computing by using bibliometrics. In section 2, the 3-F method for top talent introduction demand analysis will be discussed. In section 3, we will analysis the demand of top talent introduction in big data and cloud computing field in China.
  • 3. II. METHOD In general, metering indicators contain the most productive authors, journals, institutions, and countries, and the collaboration networks between authors and institutions[11, 12]. Based on the commonly used bibliometrics method, 3-F method for top talent introduction demand analysis is proposed. 3-F method has three steps: Firstly, searching the literature database and forming a high-impact literature collection in a specific field. Focusing on the high-frequency keywords in the high-impact literature collection by using the text analysis method as the research hotspots. Just to be clear, the high-impact literature refers to the journal literature whose number of cited papers ranked in the top 1% in the same discipline and in the same year. Secondly, retrieving those keywords in the Web of Science to find out where those top talents of this specific field are. Find the top talents by collected the information about talents’ country distribution, the institutions distribution and so on through the high-impact literature collection. Among them, the top talent refers to the first author or the communication author of the high-impact literatures. Finlly, Figure out the brain gain index to determine the top talents introduction demand of a certain country. The brain gain index is calculated as following formulas: Iik = (Twk / Tik) / (Pw / Pi) (1) Among them, Iik means the brain gain index value of country (i) in the field (k), Twk means the number of world’s top talents in the field (k), Tik means the number of country’s (i) top
  • 4. talents in the field (k), Pw means the world population, Pi means the country’s (i) population. If Iik was more than 1, that means the country (i) has less top talents in the field (k), therefore the talent introduction demand will be relatively strong. In contrast, if Iik was less than 1, that means the country’s (i) has greater top talents in the field (k) than the world average, and the talent introduction demand will not be so strong. CASE STUDY Using 3-F method to analysis the top talents introduction demand in the big data and cloud computing field. We collected the high-impact literatures from January 1, 2006 to July 31, 2016. The literature Language was English and the literature type was article. Combining with the above conditions, we got 546 high-impact literatures in the big data and cloud computing field. Then the high-frequency keywords have been obtained (Table 1) and served as the research hotspots set. TABLE I.   • 6. collection. Results showed there were 662 top talents worldwide in the big data and cloud computing field. The top ten countries or regions who had the most top talents were the United States, P.R.China, the United Kindom, Germany, the Netherlands, France, Canada, Australia, Italy and Switzerland and Spain tied for the tenth. However, China's top talent is much less than the United States. In addition, the overall strength of Chinese research institutions is not strong. So, whether China should introduce top talents from other countries is need to be discussed. According to the formula of the brain gain index, and using the world population data as well as the Chinese mainland population data released by the World Bank, the value of the Chinese brain gain index of big data and cloud computing was 2.61. In comparison, the brain gain index value of the United States was 0.11. That means China need to introduce top talent in the field of big data and cloud computing. IV. CONCLUSION In the knowledge economy era, the international flow of top talent has become convenient and frequent. Facing the world's top talent shortage, China and the world's major countries have developed overseas top talent introduction programs. Until 2007, almost all European countries had introduced some skillselective migration policies in order to attract the top talents. To make the overseas top talent introduction programs more effective and targeted is helpful for occupying the strategic high ground in the global top talent competition.
  • 9. This paper improved the traditional talent evaluation function of bibliometric method, and presented the 3-F analysis method, which was applied to analyze the demand of top talents. The 3F method could help the government official to make decision whether need to introduce top talents to develop a new industry field and lock these top talents geographic location. The kind of literature review that I have chosen to essay for the essay is all about coming up with the right research questions, being able to analyze some of the results obtained from the study, being able to choose the right pieces of information that will help address and answer the research, being able to group the literature themes and assessing the compiled literature. The primary aim is to answer the study question on the problems that nurses are facing in their day to day activities while at work. I will also help come up with better results not only from the current study but also looking at the previous studies that have been conducted before. It will help gather more knowledge from multiple sources hence being in a position of coming up with the right solution to the issue. They chose several 20 nurses working in the private sector to take part in the study. The research also used 30 nurses that are working in the public sector. The researchers grouped the nurses in different categories so as the research would be conducted smoothly. The researchers prepared questionnaires to help with the study. They came up with closed and open-ended questionnaires. There are those questionnaires where the interviewee will answer without any difficulties and those that the interviewee will be aided. The critical thing with this study is that the nurses are all literate and can quickly answer the research question facing any difficulties. The method is more natural to research since it is less costly. It will also contribute towards coming up with better and detailed results regarding the project. It is a standard methodology that has been used before by various studies to come up with better information for the study. The other key to consider when conducting is to keep a small number as it will help obtain rich data. Data can also be diminished in cases where one uses too many participants for the research. I also incorporated the use of email interviews. The email had question interviews which were sent to each participant. The key thing with using this method is that it saves time not only for the participants but also for the researcher. The research also uses less money for the study. They are only required to send mail to the participants containing the research questions. The researchers, therefore, sent the emails to all participants and alerted them. It was one way of increasing participants in taking part in the project. Data collection The method involves first introducing the research to the participants. It allows the participants to have trust in the researchers hence allowing the participant to come up with better results. The next thing is to combine the results in a PDF form to analyze them in detail. The participants, in this case, responded positively and answered well to the questions. The
