Welcome to the 2019 Early Educators Leadership
Conference in historic Stone Mountain!	
In his iconic I Have a Dream speech, Martin Luther King, Jr.
referenced Stone Mountain when he proclaimed,
“as I say to you today my friends, let freedom ring….
let freedom ring from Stone Mountain, Georgia.”
As early childhood educators – and as leaders for children
and families – we each have dreams. So, it is with this sense
of mission that our entire on-site team is here to support
you as you “Accelerate Your Leadership.” We intend that this
all-inclusive retreat in Stone Mountain will inspire Sankofa
reflection moments and insights that allow you to learn from
the past, while moving forward towards the future! We invite
you to recharge, reflect, and renew your commitment to both
your personal growth and your work in our profession.
We have the privilege of working in a dynamic era of change in the early childhood
education field. That’s why our four session themes are centered around bold topics that
provide you the opportunity to dream, have your voice heard and act on ideas that you can
take back to your community! As changemakers, we ask:
How can we Be the Change that we want to see?
What is our Dream and Vision for the Workforce?
Where are we Charting Unfamiliar Waters?
Why must we continue Serving the Whole Child?
Over the next three days, listen to the speakers, share your experiences, engage with your
fellow leaders and chart your individual acceleration plan. Accept the challenge to think
differently. Take advantage of the lovely Stone Mountain Park to accelerate your thinking
during our daily morning wellness sessions that include morning trail walks/runs. Then,
consider action that you might take once you return to your home setting.
The Council team and I are humbled to work and stand with you and support the
important work we all do in the early childhood education field.
It is with much gratitude that we once again welcome you to this year’s EELC conference.

THE CHILD DEVELOPMENT
ASSOCIATE®
(CDA) CREDENTIAL™
In keeping with the goal to meet the
growing need for qualified early child care
and education staff, the Council assesses
and credentials educators and caregivers.
This is done through the Child Development
Associate®
(CDA) Credentialing Program.
The Council recognizes and credentials
professionals who work in all types of early
care and education programs—Head Start,
pre-K, infant-toddler, family child care and
home visitor. The Council sets policies and
procedures for assessment and credentialing,
publishes the Competency Standards and
other materials used for CDA®
credentialing,
and administers the assessment.

About the
Conference
The theme of the 2019 Early Educators Leadership
Conference (EELC) is Accelerate Your Leadership.
The conference focus is to bring relevant, critical, thought-
provoking topics to the forefront for discussion and action.
It also offers conference attendees a unique and dynamic
professional experience that results in:
»» Valuable professional networks
»» Usable skills and strengthened knowledge
»» Wellness and reflection
»» An elevated voice that will empower the early childhood
educator to become change agents and effective leaders
Our goal every year is to bring together bright minds to
build competent capacity driven strategies that foster
learning and inspiration, and ultimately provoke meaningful
conversations.
EELC is a national event that supports a broader vision to
advance and unify the early childhood education workforce,
inspire early childhood educators, elevate educational
leaders, and foster professional development.

Session Themes
BE THE CHANGE: AGENTS FOR
EDUCATIONAL LEADERSHIP
Participants will explore theIr ability to practice, research,
teach, manage, engage in professional associations and foster
community relations as change agents and effective leaders
in early childhood education. These sessions also include
insights and skills that enable participants to construct
complex systems of relationships within their organizational
environment, and lead multi-professional teams to transform
today’s and the next generation of leaders.
A DREAM AND A VISION FOR
THE WORKFORCE: EMBARKING
ON INNOVATIVE PRACTICES
Participants will explore how early educators and
organizations can prepare themselves for change to
implement new programs, ideas and technology, while
remaining socially conscious around issues of diversity,
equity and inclusion. The new rules of power and influence
rely less on traditional command-and-control models and
more on knowing the essential insights, frameworks, and
tools needed to leverage your influence and drive outcomes.
Explore how to uniquely combine cutting-edge science with
compelling interactive learning, that will equip you with the
techniques and frameworks to drive success.
COMPLETING THE CIRCLE:
SERVING THE WHOLE CHILD
Participants will explore the impact of early childhood
trauma, the breeding of preschool to prison pipeline and
obesity in children as it pertains to children birth to 5 years
old. These sessions will address effective training methods
for ECE teachers and communities to provide care for
young children affected by trauma, poor nutrition and lack
of exercise, and how these factors impact learning.
These sessions will also address how to inspire and build the
next generation of early childhood educators. Participants
will explore the impact High School Career and Technical
Education (CTE) Programs have on state career lattices, as
well as funding strategies for states, schools and students.
CHARTING UNFAMILIAR WATERS:
THE GLOBAL LANGUAGES OF LEARNING
Participants will have an opportunity to discover and learn
about early education in non-traditional settings and
global environments. They will be able to gain a different
perspective from the lens of children, youth and families
living and growing up in these complex eco-systems.
At this critical stage of the early learner, listen to what
innovative practices are being utilized to support one of
our most precious populations.

Conference Scope
The 2019 Early Educators Leadership Conference will offer early childhood
education professionals a unique and dynamic professional experience that
results in renewed networks, usable skills and strengthened knowledge.
Our conference sessions are designed to:
»» SHARE perspectives on complex, ecosystems our schools and the early
education profession face, and ask, what must be changed?
»» PROVIDE models and strategies to learn and evaluate elements that will
enable innovation and implementation of supported practices with an
inclusive approach.
»» HIGHLIGHT methods for building inclusive, equitable and diverse
communities of practice and engagement for children and families.
»» SHOWCASE achievements of various approaches and programing efforts as
an opportunity to share proven results for closing the achievement gap of
underserved communities and supporting early educators.
Our conference will include a series of concurrent sessions, general sessions and
events, all designed to build competency, capacity and career pathways for the
early childhood professional.

Shifts Happens As We Reframe

Our thoughts create our reality and actions that we choose. As we learn to use The
Reframe Game, we change our view of what we see. Shifts in our thinking occur as we
reframe the thoughts we have running through our minds on a daily basis. The cognitive
tool is about becoming aware of what we are thinking or saying to ourselves - our inner
dialogue. Words have power and energy. Your thoughts and words affect your mind, your
body and your spirit and thereby affect others around you. Take this technique, apply it

One Child: Recognizing Early Signs of Mental Illness in Young Children

Studies tell us that mental illness in young children can begin early, but it is often not
diagnosed for years. Statistics about young children from the National Institute of
Mental Health (NIMH) are staggering and illustrate how important it is to address this
issue. As administrators, program directors and early educators, we need to be aware of
the subtle indicators that are too often misinterpreted or ignored. Paying attention to
specific behaviors, body language and reactions to environmental stimuli during daily
interactions can give us opportunities to initiate early intervention.

Through a participatory decision-making process, funded by the Kellogg Foundation
and the state of Georgia, enhanced CDA® training (ECDA) classes were offered to non-
English speaking women with Somalian and Arabic simultaneous translation, as well
as an additional class taught in Spanish. The project included coaches who spoke the
home languages of the students and were members of their communities. Students
were supported through the process of CDA® testing and finding employment in
ECE. Advocates, administrators and community organizers will gain new insight to
implement similar ideas.

Executive Director, Leading for Children
Judy Jablon has spent more than thirty-five years in early
childhood education beginning with her work as a classroom
teacher at the School for Children at the Bank Street College.
As she moved from direct work with children to work with pre-
service and in-service teachers as an adjunct instructor teaching curriculum
at Bank Street’s graduate school, she emphasized the importance of helping
teachers use their collective wisdom to support and extend learning in young
children.
As an early learning consultant, Judy has worked on a wide range of exciting
projects including co-authorship of Bank Street’s curriculum guide, Explorations,
and The Work Sampling System, a national early childhood performance
assessment. In addition, she is the author of many other publications and videos
including Powerful Interactions: How to Connect with Children to Extend Their
Learning and Coaching with Powerful Interactions: A Guide for Partnering
with Early Childhood Teachers. Through her writing, videos and professional
development experiences, Judy has empowered educators across the country
to draw on their own wisdom to have more meaningful interactions, build deep
learning relationships, create fertile educational environments and develop
opportunities for learning.
Judy acknowledges that even the most proactive and best intentioned educators
can be stymied by the ever-changing demands of the educational system.
Delivering extraordinary results for young children needs committed and
enlightened leadership at all levels. With this in mind, Judy founded Leading for
Children in 2016 to focus on changing the culture of early learning in ways that
emphasize leadership and optimism so that we can energize our educational
systems to develop the next generation of thinkers and leaders.

With over 30 years of experience, Dr. Valora Washington is
a recognized authority in early care and education. She has
conceptualized, led, facilitated and executed significant change
initiatives. Spanning higher education; local, state, and federal
government; organizational development; research; and advocacy, her efforts have
led to strategic changes for policy, programs, and practice in philanthropy, national
organizations and local initiatives. She was chosen in 2018 by Exchange magazine
as Doyens (the most respected or prominent person in a field).
Valora Washington, CEO of the Council for Professional Recognition, leads the
largest credentialing program (CDA®) for early educators in the USA. She is
certified as an Association Executive and a Credentialing Specialist. Valora co-
founded Voices for Michigan’s Children, the Early Childhood Funders Collaborative,
and the CAYL Institute (a leadership development program for practitioners). Valora
holds four honorary degrees and professional recognition from the Barr Fellowship;
Leadership Greater Washington; Boston AEYC; NAEYC Black Caucus; Cambridge
Resource and Referral; Center for Adoption Research; National Association of Black
Social Workers; United Way of Massachusetts Bay; and others. She was named
one of “25 Most Influential Working Mothers” by Working Mother magazine and
was chosen as one of “Ten Outstanding Young Women of America” from 62,000
nominations. She has held leadership roles with the Massachusetts Governor’s
School Readiness Commission; Voices for America’s Children; NAEYC; Black Caucus
of the Society for Research in Child Development; National Head Start Association
Commission on 2010; Boston Children’s Museum; and Wheelock College. Valora
has authored over 50 publications, including Children of 2010 and Children of
2020. Since coauthoring Ready or Not with Stacie, Valora has coauthored The New
Early Childhood Professional and Guiding Principles for the New Early Childhood
Professional. She formerly served as Vice President at Antioch College and the
Kellogg Foundation and as a tenured faculty member at the University of North
Carolina at Chapel Hill.

Milton J. Little, Jr.
President/CEO, United Way of Greater Atlanta
Milton J. Little, Jr. became the first African-American president
of United Way of Greater Atlanta, the second-largest in the
national system, in July 2007. Altogether, Little has helped raise
more than half a billion dollars for local community needs and
priorities. Before joining United Way, he served as chief operating officer and
interim president and CEO of the National Urban League. He graduated magna
cum laude from Morehouse College with a B.A. in sociology and earned an M.A. in
urban sociology and social policy from Columbia University.
He is a member of many boards and advisory committees. Notable among them
are the Center for Assessment and Policy Development, chair of the Southern
Education Foundation, and as vice chair of the board of directors for Ways to
Work. He is a member of the Atlanta Mayoral Board of Service, 100 Black Men of
Atlanta, TechBridge Advisory Board, Siemer Institute for Family Stability Advisory
Council, Atlanta Choice Neighborhoods Governing Body, Junior League of Atlanta

Mayor of Clarkston, Georgia
Ted Terry currently serves as the Mayor of Clarkston, Georgia,
the most ethnically diverse square mile in America. Ted is the
youngest Mayor in Clarkston’s 135-year history. With more than
17 years of experience in public service, Ted is leading Clarkston’s
vision to become a more welcoming and compassionate community.
As Mayor, Ted has supported initiatives aimed at empowering resident
involvement and cross-sector collaboration, including the launch of an education
task force aimed at working with the Dekalb County Board of Education to
create innovative ideas and policy solutions for the Clarkston cluster of schools.
Under Ted’s leadership, Clarkston has become the first city in Georgia to raise the
minimum wage to $15/hr for city employees, make Election Day a holiday, and
decriminalize simple marijuana possession. Ted also helped enact the strictest
indoor smoking ordinance in the state, a public health measure to reduce second-
hand smoke related illness in Clarkston. He is currently working on innovative new
models around civilian led policing, tiny house developments and micro-farming,
as well as committing Clarkston to a goal of 100 percent clean energy by 2050.
In addition to his leadership as Mayor of Clarkston, Ted currently serves as the
State Director of the Georgia Chapter of the Sierra Club, is a member of the
Dekalb County Board of Health, and serves on the advisory board for the Global
Village Project, a special purpose middle school for refugee girls who have
experienced interruptions and gaps in their formal education.
Earlier in his career, Ted worked as a consultant for a wide array of nonprofits,
state representatives, state senators, mayors, county commissioners, school
board members and a U.S. Congressman. During his time as a consultant, Ted
helped raise millions of dollars for campaigns and causes with a focus on uniting
individuals and businesses behind a common goal of creating a better society.

I have been in the Early Childhood field for 20 years. I have owned and
operated my own licensed group home for 18 years and have just recently
switched over to the high school and adult world. I started teaching for
East Central College three years ago and that expanded into the Career
and Technical Program that I am currently teaching at for Rolla Technical Institute/Center.
The current enrollment this year is 13 second year students, 24 first year students, and 6
college students. These students represent ten area schools. This program focuses on the
CDA® as the outcome and works during the first year towards the 120 hour instructional
requirement, and then throughout both years students gain field experience hours in local
preschool programs and childcare facilities. I love the early childhood field and all the
opportunities this new CTE program can give to area communities.
I currently reside in Steelville, MO with my husband and three of my kids who are all in high
school. I also have two children in college at MSU.

  • 2. i Welcome to the 2019 Early Educators Leadership Conference in historic Stone Mountain! In his iconic I Have a Dream speech, Martin Luther King, Jr. referenced Stone Mountain when he proclaimed, “as I say to you today my friends, let freedom ring…. let freedom ring from Stone Mountain, Georgia.” As early childhood educators – and as leaders for children and families – we each have dreams. So, it is with this sense of mission that our entire on-site team is here to support you as you “Accelerate Your Leadership.” We intend that this all-inclusive retreat in Stone Mountain will inspire Sankofa reflection moments and insights that allow you to learn from the past, while moving forward towards the future! We invite you to recharge, reflect, and renew your commitment to both your personal growth and your work in our profession. We have the privilege of working in a dynamic era of change in the early childhood education field. That’s why our four session themes are centered around bold topics that provide you the opportunity to dream, have your voice heard and act on ideas that you can take back to your community! As changemakers, we ask: How can we Be the Change that we want to see? What is our Dream and Vision for the Workforce? Where are we Charting Unfamiliar Waters? Why must we continue Serving the Whole Child? Over the next three days, listen to the speakers, share your experiences, engage with your fellow leaders and chart your individual acceleration plan. Accept the challenge to think differently. Take advantage of the lovely Stone Mountain Park to accelerate your thinking during our daily morning wellness sessions that include morning trail walks/runs. Then, consider action that you might take once you return to your home setting.   • 3. ii iii COUNCIL FOR PROFESSIONAL RECOGNITION is a non-profit leader in the early care and education arena with more than 30 years as an established credentialing organization, awarding its Child Development Associate® (CDA) Credential™ to more than 425,000 early childhood educators. The CDA® uses a specific set of time-tested, research-based tools that adhere to a set of standards to determine early childhood teacher competency. THE CHILD DEVELOPMENT ASSOCIATE® (CDA) CREDENTIAL™ In keeping with the goal to meet the growing need for qualified early child care and education staff, the Council assesses and credentials educators and caregivers. This is done through the Child Development Associate® (CDA) Credentialing Program. The Council recognizes and credentials professionals who work in all types of early care and education programs—Head Start, pre-K, infant-toddler, family child care and home visitor. The Council sets policies and procedures for assessment and credentialing, publishes the Competency Standards and other materials used for CDA® credentialing, and administers the assessment. About the Council MISSION The Council for Professional Recognition promotes improved performance and recognition of professionals in the early childhood education of children ages 0 to 5 years old. VISION The Council works to ensure that all professional early childhood educators and caregivers meet the developmental, emotional and educational needs of our youngest children.   • 4. 2 3 About the Conference The theme of the 2019 Early Educators Leadership Conference (EELC) is Accelerate Your Leadership. The conference focus is to bring relevant, critical, thought- provoking topics to the forefront for discussion and action. It also offers conference attendees a unique and dynamic professional experience that results in: »» Valuable professional networks »» Usable skills and strengthened knowledge »» Wellness and reflection »» An elevated voice that will empower the early childhood educator to become change agents and effective leaders Our goal every year is to bring together bright minds to build competent capacity driven strategies that foster learning and inspiration, and ultimately provoke meaningful conversations. EELC is a national event that supports a broader vision to advance and unify the early childhood education workforce, inspire early childhood educators, elevate educational leaders, and foster professional development. Concurrent Session Themes BE THE CHANGE: AGENTS FOR EDUCATIONAL LEADERSHIP Participants will explore theIr ability to practice, research, teach, manage, engage in professional associations and foster community relations as change agents and effective leaders in early childhood education. These sessions also include insights and skills that enable participants to construct complex systems of relationships within their organizational environment, and lead multi-professional teams to transform today’s and the next generation of leaders. A DREAM AND A VISION FOR THE WORKFORCE: EMBARKING ON INNOVATIVE PRACTICES Participants will explore how early educators and organizations can prepare themselves for change to implement new programs, ideas and technology, while remaining socially conscious around issues of diversity, equity and inclusion. The new rules of power and influence rely less on traditional command-and-control models and more on knowing the essential insights, frameworks, and tools needed to leverage your influence and drive outcomes. Explore how to uniquely combine cutting-edge science with compelling interactive learning, that will equip you with the techniques and frameworks to drive success. COMPLETING THE CIRCLE: SERVING THE WHOLE CHILD Participants will explore the impact of early childhood trauma, the breeding of preschool to prison pipeline and obesity in children as it pertains to children birth to 5 years old. These sessions will address effective training methods for ECE teachers and communities to provide care for young children affected by trauma, poor nutrition and lack of exercise, and how these factors impact learning. These sessions will also address how to inspire and build the next generation of early childhood educators. Participants will explore the impact High School Career and Technical Education (CTE) Programs have on state career lattices, as well as funding strategies for states, schools and students. CHARTING UNFAMILIAR WATERS: THE GLOBAL LANGUAGES OF LEARNING Participants will have an opportunity to discover and learn about early education in non-traditional settings and global environments. They will be able to gain a different perspective from the lens of children, youth and families living and growing up in these complex eco-systems. At this critical stage of the early learner, listen to what innovative practices are being utilized to support one of our most precious populations.

  • 20. 34 3534 Keynote Speaker Judy Jablon Executive Director, Leading for Children Judy Jablon has spent more than thirty-five years in early childhood education beginning with her work as a classroom teacher at the School for Children at the Bank Street College. As she moved from direct work with children to work with pre- service and in-service teachers as an adjunct instructor teaching curriculum at Bank Street’s graduate school, she emphasized the importance of helping teachers use their collective wisdom to support and extend learning in young children. As an early learning consultant, Judy has worked on a wide range of exciting projects including co-authorship of Bank Street’s curriculum guide, Explorations, and The Work Sampling System, a national early childhood performance assessment. In addition, she is the author of many other publications and videos including Powerful Interactions: How to Connect with Children to Extend Their Learning and Coaching with Powerful Interactions: A Guide for Partnering with Early Childhood Teachers. Through her writing, videos and professional development experiences, Judy has empowered educators across the country to draw on their own wisdom to have more meaningful interactions, build deep learning relationships, create fertile educational environments and develop opportunities for learning. Judy acknowledges that even the most proactive and best intentioned educators can be stymied by the ever-changing demands of the educational system. Delivering extraordinary results for young children needs committed and enlightened leadership at all levels. She has conceptualized, led, facilitated and executed significant change initiatives. Spanning higher education; local, state, and federal government; organizational development; research; and advocacy, her efforts have led to strategic changes for policy, programs, and practice in philanthropy, national organizations and local initiatives. She was chosen in 2018 by Exchange magazine as Doyens (the most respected or prominent person in a field). Valora Washington, CEO of the Council for Professional Recognition, leads the largest credentialing program (CDA®) for early educators in the USA. She is certified as an Association Executive and a Credentialing Specialist. Valora co- founded Voices for Michigan’s Children, the Early Childhood Funders Collaborative, and the CAYL Institute (a leadership development program for practitioners). Valora holds four honorary degrees and professional recognition from the Barr Fellowship; Leadership Greater Washington; Boston AEYC; NAEYC Black Caucus; Cambridge Resource and Referral; Center for Adoption Research; National Association of Black Social Workers; United Way of Massachusetts Bay; and others. Little, Jr. became the first African-American president of United Way of Greater Atlanta, the second-largest in the national system, in July 2007. Altogether, Little has helped raise more than half a billion dollars for local community needs and priorities. Before joining United Way, he served as chief operating officer and interim president and CEO of the National Urban League. He graduated magna cum laude from Morehouse College with a B.A. in sociology and earned an M.A. in urban sociology and social policy from Columbia University. He is a member of many boards and advisory committees. Notable among them are the Center for Assessment and Policy Development, chair of the Southern Education Foundation, and as vice chair of the board of directors for Ways to Work. He is a member of the Atlanta Mayoral Board of Service, 100 Black Men of Atlanta, TechBridge Advisory Board, Siemer Institute for Family Stability Advisory Council, Atlanta Choice Neighborhoods Governing Body, Junior League of Atlanta Community Advisory Board, University of Georgia Advisory Board for the J.W. CLOSING GENERAL SESSION Special Remarks OPENING GENERAL SESSION Edward “Ted” Terry Mayor of Clarkston, Georgia Ted Terry currently serves as the Mayor of Clarkston, Georgia, the most ethnically diverse square mile in America. Ted is the youngest Mayor in Clarkston’s 135-year history. With more than 17 years of experience in public service, Ted is leading Clarkston’s vision to become a more welcoming and compassionate community. As Mayor, Ted has supported initiatives aimed at empowering resident involvement and cross-sector collaboration, including the launch of an education task force aimed at working with the Dekalb County Board of Education to create innovative ideas and policy solutions for the Clarkston cluster of schools. Under Ted’s leadership, Clarkston has become the first city in Georgia to raise the minimum wage to $15/hr for city employees, make Election Day a holiday, and decriminalize simple marijuana possession. Ted also helped enact the strictest indoor smoking ordinance in the state, a public health measure to reduce second- hand smoke related illness in Clarkston. He is currently working on innovative new models around civilian led policing, tiny house developments and micro-farming, as well as committing Clarkston to a goal of 100 percent clean energy by 2050. In addition to his leadership as Mayor of Clarkston, Ted currently serves as the State Director of the Georgia Chapter of the Sierra Club, is a member of the Dekalb County Board of Health, and serves on the advisory board for the Global Village Project, a special purpose middle school for refugee girls who have experienced interruptions and gaps in their formal education. Earlier in his career, Ted worked as a consultant for a wide array of nonprofits, state representatives, state senators, mayors, county commissioners, school board members and a U.S. Congressman. During his time as a consultant, Ted helped raise millions of dollars for campaigns and causes with a focus on uniting individuals and businesses behind a common goal of creating a better society.

I have owned and operated my own licensed group home for 18 years and have just recently switched over to the high school and adult world. I started teaching for East Central College three years ago and that expanded into the Career and Technical Program that I am currently teaching at for Rolla Technical Institute/Center. The current enrollment this year is 13 second year students, 24 first year students, and 6 college students. These students represent ten area schools. This program focuses on the CDA® as the outcome and works during the first year towards the 120 hour instructional requirement, and then throughout both years students gain field experience hours in local preschool programs and childcare facilities. I love the early childhood field and all the opportunities this new CTE program can give to area communities. I currently reside in Steelville, MO with my husband and three of my kids who are all in high school. I also have two children in college at MSU. He was a former policy-maker, serving as a member on the Washington State Board of Education from 2011-2016. ROBERTA MALAVENDA Executive Director, CDF A Collective Action Initiative Roberta Malavenda has worked with CDF Action in Clarkston, Georgia, developing early learning services collaboratively with members of the refugee community there. The ECDA project grew from a W.K. Kellogg grant which funded a collaborative decision- making process within this community. Roberta has helped found several early childhood programs in Atlanta. Palomino is an Assistant Professor in the College of Education, and she has been in the field for over 15 years.
