institutions have relied upon their
teachers whose direct and continuing
interaction with the young people and

alone – more than 300, 000 teachers

Section 10
Science and Technology are essential for national
development and progress. The State shall give
priority to research and development, invention and
innovation, and their utilization, and to Science and

The Congress may provide for incentives,
including tax deductions to encourage private
participation in programs for basic and applied
scientific research.

national benefit. It shall encourage the widest
participation of private groups, local governments

enrichment, and dynamic evolution of the Filipino

The Arts and letters shall enjoy the patronage
of the State. The State shall conserve, promote
and popularize the nation’s historical and

  • 5. Presidential Decree No. 1006 entitled as “Providing for the Professionalization of Teachers, Regulating Their Practice in the Philippines” otherwise known as the Decree Professionalizing Teaching.
  • 6. Presidential Decree No. 1006Declared a policy that teacher education be of the highest quality, and strongly oriented to Philippine conditions and to the needs and aspirations of the Filipino people.

Presidential Decree No. 1006The constitution provides that “All educational institutions shall be under the supervision of; and subject to regulation by, the State” and requires that “the State shall establish and maintain a complete, adequate and integrated system of education relevant to the goals of national development”
  • 8. Presidential Decree No. 1006The Department of Education and Culture has adopted ways and means of overseeing all the educational institutions in the country.

Presidential Decree No. 1006This supervisory function of the DEC has been primarily beamed towards ensuring that the educational institutions inculcate in the studentry, love of country, teach the duties of citizenship, and develop moral character, personal discipline, and scientific technological and vocational efficiency.

  • 32. Article XIV Education, Science and Technology, Arts, Culture and Sports Section 7 For purposes of communication and instruction, the official languages of the Philippines are FILIPINO and until otherwise provided by law, ENGLISH.
  • 33. Article XIV Education, Science and Technology, Arts, Culture and Sports Section 8 The Constitution shall be promulgated in Filipino and English and shall be translated into major regional languages, Arabic and Spanish

Article XIV Education, Science and Technology, Arts, Culture and Sports Section 9 The Congress shall establish a national language commission composed of representatives of various regions and disciplines which shall undertake, coordinate, and promote researchers for the development, propagation, and preservation of Filipino and other languages.
  • 35. Article XIV Education, Science and Technology, Arts, Culture and Sports SCIENCE AND TECHNOLOGY Section 10 Science and Technology are essential for national development and progress. The State shall give priority to research and development, invention and innovation, and their utilization, and to Science and Technology education and training and services.
  • 36. Article XIV Education, Science and Technology, Arts, Culture and Sports Section 11 The Congress may provide for incentives, including tax deductions to encourage private participation in programs for basic and applied scientific research.
  • 37. Article XIV Education, Science and Technology, Arts, Culture and Sports Section 12 The State shall regulate the transfer and promote the adaptation of technology from all sources for the national benefit. It shall encourage the widest participation of private groups, local governments and community-based organizations.
  • 38. Article XIV Education, Science and Technology, Arts, Culture and Sports Section 13 The State shall protect and secure the exclusive rights of scientists, inventors, artists and other gifted citizens to their intellectual property and creations particularly when beneficial to people.

Article XIV Education, Science and Technology, Arts, Culture and Sports ARTS AND CULTURE Section 14 The State shall poster the preservation, enrichment, and dynamic evolution of the Filipino national culture based on the principle of unity and diversity in a climate for free artistic and intellectual expression.
  • 40. Article XIV Education, Science and Technology, Arts, Culture and Sports Section 15 The Arts and letters shall enjoy the patronage of the State. The State shall conserve, promote and popularize the nation’s historical and cultural heritage and resources, as well as artistic creations.
  • 41. Article XIV Education, Science and Technology, Arts, Culture and Sports Section 16 All the country’s artistic and historic wealth constitutes the cultural treasure of the nation and shall be under the protection of the State which may regulate its disposition.
  • 42. Article XIV Education, Science and Technology, Arts, Culture and Sports Section 17 The State shall recognize, respect, and protect the right of indigenous cultural communities to preserve and develop their cultures, traditions and institutions.

Article XIV Education, Science and Technology, Arts, Culture and Sports SPORTS Section 19 The State shall promote physical education and encourage sports programs, league competitions and amateur sports, including training for international competitions to foster discipline, teamwork, and excellence for the development of a healthy and alert citizenry.
