3. Best practices by EMBs and CSOs
• Voter Education is major factor to raise the participation and
voting turnout. The methods of VE adapted to the character
and background of the voters (Malawi, Srilanka, Myanmar).
• More detail information about the voter (type of disability,
age, ge der, tra sge der) a ease for EMB’s for deli eri g VE
(India). There is enough budget for VE (Bangladesh,
Indonesia).
• Support governments and civil society groups to fill out the
limitations that are owned by EMBs. Using the religious
momentum for delivering VE(Cambodia). Using technology,

4. Common Challenges confronted
• Changing the How to Vote (as a part of election
system) can effect to the voter education (Srilanka).
• Insecurity, money politics and intimidation became
the factors of the voters (especially women) did not
come and cast their vote (Bagladesh, India).
• Lack of regulation for inclusiveness. Linking the civic
education and voter education.
• Limited budget allocation to do voter education for
the minority voters.
5. What support can regional and international groups
provide to overcome the identified challenges
• Share experience between countries, can
learn about developing technical regulation
and giving assistance for minorities.
• Establish cooperation among stakeholders.
EMBs is not the only one who is responsible to
organize a good quality election, EMBs need
support from CSOs, universities/schools, and
government

• Developing technology for voter registration.
• Involving the minority groups in voter
education program (planning, implementing,
monitoring).
• Developing election policies and regulation for
minority group.
• Raising awareness for election stakeholders to
increase political participation.
