Purpose:
The amendment was passed in the Senate on April 8, 1864  Passed in the House on January 31, 1865.   February 1, 1865, President Abraham Lincoln approved the amendment
 
Abraham Lincoln also was very for the amendment  Many members of Congress became for the Amendment including democrats that were at first against it.
