 Allows individuals with health insurance under
another person’s policy to feel safe enough to use it
 Patients can submit a confidential communications
request (CCR)
 Communications sent to patient rather than policy
holder
 Takes effect January 1, 2015

Individual seeking any health service if
disclosure of information could endanger
patient
Individual seeking sensitive services
o Reproductive health services
o STD services
o Sexual assault services
o Mental health
o Drug treatment

Patient submits CCR before, during or after
visit to insurer
Patient provides alternate
address/preferred communication
Insurer required to implement in 7 or 14
days
CCR lasts until patient sends in another
one or cancels it
