2. 2About Our Client
The United Muslim Medical Association
“Failures on the part of the state and federal
governments, as well as more personal factors, have
caused undocumented immigrants to face limited access
to quality healthcare resources. The United Muslim
Medical Association community clinic has become a
major provider of healthcare services for undocumented
immigrants of South Los Angeles and, thus faces the
responsibility to connect, as well as provide, this
population with the healthcare resources it needs.”
Mission: To promote the well-being of the
undeserved by providing access to high-
quality healthcare for all,regardless of
ability to pay
3. Our Objectives and Criteria
How to evaluate the policy options?.
3
Maximize short-term feasibility
Additional training needed
Start-up costs
Maximize equity of access
Additional undocumented patients served
Number of additional contacts with undocumented immigrants
Improved health outcomes
Maximize long-term sustainability
Additional staff hours needed annually (in FTE)
Long term costs associated with program
5. The Status Quo
Under the status quo, UMMA would not implement any new programs or offer any new services.
5
The status quo performs the best of all op1ons on short-term feasibility and
long-term sustainability measures. It performs the worst on all measures for
increasing access to health care for undocumented immigrants.
Of UMMA’s current total patient base,
approximately 15% are undocumented
immigrants.
Current Situation
6. Start-up Costs
$9,599.88- $43,959.88
New Patients

Additional Staff
Up to 1.0 FTE

6Social Media
Under this option, UMMA would implement a proactive social media campaign to reach out to the undocumented
community of South Los Angeles.

7. Promotoras Outreach Program
Under this alternative, UMMA would begin a volunteer promotora outreach program.
7
New patients
850-2700
Additional contacts with the undocumented communities
1000-3500
Start up costs
$47250-57250
Training time
50-90 hrs
Promotoras are Spanish
language community health
educators who lead grassroots
educa6onal efforts.
• Train poten1al outreach
educators;
• “Promotoras” would then lead
local outreach efforts in their
own neighborhoods;
8. A Mobile Medical Unit Program
Under this alternative, UMMA would purchase and begin operating a mobile medical unit.
8
Performs well on our criteria measuring
patient contacts, improved health
outcomes and additional training needed.
Does not perform as well on criteria measuring the short-
term and long-terms costs associated with starting a
mobile clinic, the additional staff hours needed, nor the
number of new additional undocumented patients.
10. Our Recommendation
We recommend UMMA implement a promotora outreach program.
