How to Prevent Rape-Crime
in the Republic of India

Take a wartime measure
And, a wartime measure is always taken by
the Central (Federal) Government, not
by local or state operator.
Make RAPE A Federal Crime to be handled
by Federal Government’s Apparatus
Call it by a Name
 A EPIDEMIC Disaster
 A socio-medical epidemic disaster is an
emergency situation and requires
emergency measures
 Cannot to be left to local or State
Governments to face or solve this disaster
 It is complicated and required Central
Government’s resources to tackle it
A socio-medico Epidemic
 Central Government’s issue to Solve and
Prevent and Protect its citizen – all citizen
(rich and poor)
 Treat this like flood, like cyclone, like
drought, like Ebola, likeYellow Fever, and
like Bird Flu.
 Mimic some or all those measure to build a
“not comprehensive” plan, but a “Rapid
Action Plan” with an Air-tight corruption
proof manner.
• As in wars and Epidemic disasters Central
Government shall intervene, within 24
hours (or sooner) the government become
aware of a Rape, with its Rape Prevention
and Mitigation Army (RPMA) team
 Team will apprehend the perpetrator,
 Take all and every measure to protect the
victim(s) and her family.
 Investigate the crime as a Capital-Crime
 Set-up trial court within 25 kilometer of
the victim’s place (to provide facile
accessibility)
 Begin trial no later than 7 days after the
crime has been committed.
 If more time needed, the perpetrator shall
be kept in a detention center. No Bail
what so ever and trial must start within
15 days of the crime.
One Such Plan
 Compose an Army – Call it by a name
◦ Rape Prevention and Mitigation Army
(RPMA)
 Allocate wartime funds and other
resources.
Composition of RPMA
 Judges from all branches from the
defense forces, Civilian Judges and
clean social activist, and street
civilians.
 Build an initial team of 207 members.
Resources
◦ Allocate Two
Military/disaster style planes
equipped with all necessary
instruments to test forensic
samples, and
communications devices.
◦ And 3-5 Helicopters.
War Time trial
 Trial team members should not be
primarily from the same state where the
crime was committed.
 Team members should not have any
relationship with the victim(s) and/or
perpetrator(s) directly and/or indirectly
through, friends, family, alumni, business,
and other economic interest.
Don’ts
 RPMA team shall not socialize, mingle,
with the victim’s and perpetrator’s
families, friends and agents.
 RPMA team shall not take or give
anything of value including services from
the victim’s and perpetrator’s families,
friends and agents.
 A team of Protectors for Judges,
Investigators and victim’s family
 Allocate 500 personnel from CRPF,Army
and Commandos.
◦ Show the important of this measure. It
should act as a deterrent not just
protection.
 For Each incidence send a 9-members
RPMA trial team.
 Thus RPMA bureau can handle upto 23
incidences at any given time.
 RPMA team also shall take over pending
issues and unresolved cases of the past.
Oversight
 No one should have unfettered power.
Need oversight.
 A spy style oversight RPMA (OSRPMA)
team shall observe each trial. OSRPMA
shall be anonymous to all and each other
within the team.
 OSRPMA team consist of individuals
from the street, government and army
with clean personal and professional
records.
