India fourth most dangerous country for women after Afghanistan ,Congo ,Pakistan Situation in India:- West Bengal and Andhra Pradesh have earned the dubious distinction of leading a list of states where crime against women in 2011 was highest. With 7.5 per cent share of the country's population, West Bengal accounted for nearly 12.7 per cent of total crime against women by reporting 29,133 cases. The National Crime Records Bureau figures show that Andhra Pradesh, accounting for nearly 7 per cent of the country's population, recorded 12.4 per cent of total crime against women with 28,246 cases. Madhya Pradesh reported the highest number of rape cases (3,406) accounting for 14.1 per cent of total such cases reported in the country. Rape cases have been further categorised as incest rape and other. Incest rape cases have decreased by 7.3 per cent from 288 cases in 2010 to 267 cases in 2011 as compared to 9.2 per cent increase in overall rape cases. Maharashtra (44 cases) has accounted for the highest (15.3 per cent) incest rape cases.

  6. 6. Rapid Response Women Help Department(RRWHD) RRWHD is the solution of 3 root reasons which is obtained by “manthan” of all reasons. Crime against women is exponentially increasing giving statements , or some suggestion is not a required solution its just a part .A proper structure is required to curb overall situation.1 and 3 are normal and already planed in government agenda but 2nd is new idea and it is missing in all proposals. RRWHD will have 3 units- 1. RJU (Rapid justice Unit) 2. MWCU(Mock Women Condition Unit) 3. RTFCU(Rapid Task Force For Criminals unit)

RJU (Rapid justice Unit) Provide ‘Justice’ And ‘Support’ to the victim of ‘Crime Against Women’ RTFCU(Rapid Task Force For Criminals unit) A Special task force for arresting accused persons and help MWC unit in their operations RJU is same as Fast Track Court that was given by Eleventh Finance Commission . In which proposal of creation of 1734 Fast Track Courts (FTCs) in the country for disposal of long pending Sessions and other cases. The Ministry of Finance sanctioned an amount of Rs. 502.90 crores as “ special problem and upgradation grant” for judicial administration. 1st 2nd The STF proved to be very successful in capturing criminals and controlling crimes in UP. Since then it has been an integral part of UP police And same is Required for RTFCU.

MWCU(Mock Women Condition Unit) Creating awareness through a large network of volunteers managed centrally is an innovative way to address the present condition at any place then improve it by street play and special task operations with the help of RTFCU in which MWCU will create a fake situation where any one can easily do the crime without knowing it is an operation for example-A girl on desolate road . Arresting the criminals before they do any bigger crime is so much necessary and these type of operations create fear in their mind and they’ll think twice before doing any shameless activity.

Requirements Functions Members volunteers Creating awareness about rights of women Enlighten society by street play performed by volunteers Special operations to mock the response of citizens when women or girl is in danger Contest and competitions among students in school and college on topic related to ‘Rights of Women’

Cost Impact RJU(Rapid Justice Unit) MWCU RTFCU 1.Appointment of judges and government lawyer 1.Talented persons from police department . for victim. 2.NGO’s head 2.10 in one unit 2.Preference to women 3.Respected women Personalities of that place Students of colleges 30 cr. (100 unit) 50 lakh 1 cr. Members 1.SP ,of that place Volunteers 1.Fast case results. 2.Proper treatment to Victims. 3. Established track record and anecdotal success stories of fast track court should give women confidence 4.Spread awareness decrease domestic violence. 5.Confidence boost In girls 6.Overall improvement in women condition 7.Criminals will caught rapidly 8.Security for girls and women.

Implementation Implementation Challenges RJU MWCU RTFCU  Establish RJU head office in every states capital and a office in every major city where anyone can report about crime .  70% reservation for females in all post comes under RJU  Contact all the members and create an calendar consist of annual activities.  Contact colleges and recruit volunteers.  Street play competition among colleges 2 time in a year  Special operation with the help of RTFCU  Every state has one RTFCU it would be part of police department but funding should be provided by RRWHD RJU MWCU RTFCU  It is long process and can be hanged b/w slow government system  Failure of special operation cause opposite effect so extra safety is needed  Co-ordination required between two department police and RRWHD it is not so easy in implementing
