3. BUSINESS PROPOSALS
Scott County owns a fiber network, maintained by Access
Communications.
Scott County's fiber network has direct connections capable of
providing 10 gigabit capacity to the Capitol campus in St. Paul
and to the 511 bui lding in downtown Minneapolis, which
provides a por tal to the world.
There are three (soon four) fiber exits out of the County.

$6 Million Dollars – GO!
Scott County will contribute the cost of extending the fiber
from its current location to the ADC building, estimated to be
$44,000. Scott County could also assist in providing transport
for communications through this County owned network.

5. ROSEMOUNT EMERSON
“The goal we had throughout the entire incentives
process was to reach a level of incentives that would
allow Rosemount to expand in Shakopee rather than
an alternative location which had a lower cost
structure. In order to help reach this goal, Scott
County of fered Rosemount fiber at a significantly
reduced cost from what they had been paying. The
fiber incentive, when combined with the other
incentives, surpassed the threshold incentive amount
required to win the project for Shakopee.”

7. SHUTTERFLY, INC.
Redundant fiber connections, as depicted on the
map below, could be available to the proposed
Shutter fly Inc. site. The connections to St. Paul and
Minneapolis travel three (soon four) disparate,
redundant fiber paths out of the county. In addition
to the Scott County fiber network, there are multiple
other fiber providers in the Dean Lakes area that
could be considered, including Enventis/HickoryTech
and Zayo.

8. SHUTTERFLY, INC.
“Access to fiber was a primary criteria for our
search. We had evaluated other opportunities in
dif ferent regions of Minnesota and elsewhere in the
Midwest, but those locations would have cost
Shutter fly to invest millions in laying new fiber to get
to these areas. Reliable, direct access to our major
data centers are crucial for us due to the nature of our
business. The information that is sent to our digital
printers from the point of origin (ie: the photo book
you may have recently completed) requires a
significant reliable connection.”
12. COMPASS DATACENTER
“It was very important. I am in a meeting right
now with a non-technology company and they
are telling me that fiber is a top ten
requirement due to their e-commerce.”
