2. Highway Trust Fund Crisis Demands a Strong
Grassroots Presence in Washington
If you follow the news coming from ARTBA and the
industry’s various trade publications, then you are aware
that federal funding for transportation improvements is
in trouble. What you may not know, is that the source of
this investment, the federal Highway Trust Fund (HTF)
makes up on average 52 percent of all state highway
and bridge capital investments by state departments of
transportation. In some states that number is as high as
80 to 87 percent.
U.S. Department of Transportation officials have
already warned that as early as this summer, the agency
would have to start slowing down reimbursements to
state and local governments to preserve a positive trust
fund balance and prevent insolvency. And if Congress
and the President don’t take action, there will be no
federal money to support new highway and bridge
projects in FY 2015.
The current situation at the federal level puts the
transportation construction market at an unprecedent-
ed level of risk. We, as individuals and as organizations,
need our federal policymakers to act quickly.
One of the most critical ingredients in producing
positive results in Washington has always been strong
grassroots participation from industry professionals.
This is true now more than ever, given the HTF crisis.
It’s also why you need to be in the Nation’s Capital June
9-11 for the ARTBA Federal Issues Program (FIP) and
CHAIRMAN’S MESSAGE
Transportation Construction Coalition (TCC) Fly-in.
At these events you will have the opportunity to
meet face-to-face with your members of Congress and
their staff and put in personal terms the impact this
funding crisis could have on your business, and on the
jobs and livelihoods of your employees—their constitu-
ents. Fly-in participants will urge their elected officials
to fix the HTF and pass a robust MAP-21 reauthorization
bill this year.
