Geniuses of Kasur
• Geniuses of Kasur are the personalities and celebrities honoured world-
widely. A selected study of such famous dignitries ushers in a new
dimension of inspiration for us.
• In the following pages the illustrious, famed, eminent, well-known and
prominent personalities of Kasur are enumerated.
• On some personalities detailed notes are also there in my book “Kasur
Explored”
**************************************************************************
Hazrat Baba Bullah Shah Kasuri
• Hazrat Baba Bullah Shah Kasuri is the “Humanistic, Spiritual Mentor,
Intellectual and Saint Scholar” of the “Modern Kasur.” It is of the utmost
pertinence that Hazrat Bullah Shah Kasuri is the first personality of
Punjab whose unique literary work was included in the syllabus of B.A.
Punjab University as referred by C.F. Usborne, (Indian Civil Services) on
12th June 1905AD. Once I happened to attend lecture on Punjab’s saints
by Professor Dr. Gilbert Hart of Harvard University. Wherein he had
averred that-“From Punjab, Bullah Shah is the folk’s own saint or
versifier of peoples”. He is the voice of public. He lives in the heart of their
heart. He is the beloved and vociferous leader of humanity and
spirituality. His town Kasur is known as the city of Bullah Shah or
“Bullah Nagar.” I am placing him on serial No. 1 among the personalities
of Kasur. He is largely revered in the world. In 1905AD the British Empire
was the only Super Power in world, culminated at their arrogant peak.
The brave and fractious anti-British uprising/ mutiny of 1857AD, was put
down with a heavy hand resulting in annihilation of the Mogul Empire,
with aftermath of happening the great holocaust and massacred of
hundreds of thousands people. Sacrifices of thousands of noble Muslim
scholars, educationists and preachers were there as well. Daily dawn on
25th August 2007 wrote that Million died after 1857AD war of
independence. In this historical perspective when the English were
enforcing their hegemonies agenda and as constitution and law, despite
that a miracle happened they had recognised the intellectual work of
Bullah Shah Kasuri, a Punjabi saint versifier as the top-most and credited
much worthy to be studied internationally, in addition to that it was
included in university syllabus for graduation in 1905AD. Thus, the then
sole super power of the world had recognised the law and constitution of
humanity as expounded by “Bulleh Shah” compiled in two books
“Qanoon-i-Ashq” and “Halwa-i-Punjab”, worthy to be practiced
internationally. It must be kept in mind that, the shrine, convent and
spiritual literary work of Bullah Shah Kasuri is not being managed by any
of his blood descendants rather his true spiritual disciples are spreading
his great literary work as well as his way of providing food and promoting
peace for greater cause of humanity.
• Note: This Author (Ahmad Ali Kasuri Advocate) has wrote a detailed book
on “Bullah Shah Kasuri”

Hazrat Baba Kamal Chishti Kasuri
• Hazrat Baba Kamal Chishti Kasuri is the spiritually most-elevated peer
of Classic Kasur. He is much exuberant among religious, elders. His
presence in the Classic Kasur changed the course of the history of
ancient Kasur. The author’s study reveals that none is more striking
personality of Old Kasur, but rightly it is Hazrat Kamal Chishti Kasuri.
He is revered; eminent, distinguished much. His shrine is also at
distinctive highest in Classic Kasur. That is the only definite site being
reminiscent of past era of this vicinity.
• Hazrat Baba Kamal Chishti’s real name is Khawaja Muhammad Shoib. He
belong to the family of is a highly prominent Religious Mentor in Kasur.
His shrine is situated at a place renowned after his name as Durbar
Kamal Chishti near Kasur Katchahry (T-link Dipalpur –Ferozpur- Lahore
Road) Kasur.
• This shrine is at the top pinnacle of a mud-mountainous peak. To reach
over there one has to climb 104 steps (in ascending upstairs). And that is
the highest point in Kasur. City view as well as Indo-Pak border toward
Khem Karan Road is quite visible from that top by simply bare eyes.
• There are many a local (chest gazetteers) traditions about that at height
shrine on the mounds. About mounds Punjab Archaeology says these are
very ancient (may be of 700 to 1800AD).
• The old city Kasur was adjacent to Rohywal up to the mounds of the
shrine of Hazrat Kamal Chishti.
• And the old city Kasur was wobbled downed.
• It is also said that it was the order of the ruler of the area that every bride
on her nuptial night; had to spend her first wedding night at the palace of
that ruler. Once a girl was going to be married but she had not liked the
said tradition, she went to Hazrat Kamal Chishti Sahib and asked that
she would not go to that Raja to spend her first marriage night. Listening
that from the girl, Hazrat Kamal Chishti Kasuri had put the earthen bowl
prostrate to the earth. The bowl smashed as it fell down on the earth and
immediately there was a situation arose similar to an earthquake
resulting into wobbled and ruining the area. The debris heaps of that
devastation are available.
• Now a day’s more part of the mounds is levelled to the earth, except the
shrine.
• In book “Akhbar ul Awlya” as well as its translation book “Awlya Kasur”
page 164 it is described as the shrine of Sheikh Kamal Chishti was built
in Kasur well before the times of Raja Roy Singh of Bikaner’s fortress in
Kasur
• Tradition says that Hazrat Kamal Chishti is the maternal nephew of
Hazrat Baba Fareed Masood Ganj Shakir.
• The town of Kasur was held in fief by Raja Ray Singh of Bikaner and
Pathans were upset with the Rajput soldiery.
• In the 26th year of the reign of King Akbar, Raja Ray Singh of Bikaner
sent several Tuyuldar to the Punjab as the Raja liked the climate desire to
reside in it and started to build a fortress here in Kasur. On account of
the commanding positions at the mounds now Shrine of Hazrat Shah
Kamal Chishti, the Raja Sahib of Bikaner began to build a fortress for
himself. But the fortress building was collapsed, time and again.
Eventually Raja restores the shrine of Hazrat Kamal Chishti Sahib.
• On page 287, 288 the writer of “Akhbar ul Awlya” mentioned about
Hazrat Kamal Chishti who was/ is among the ancestor peers at Kasur
Geniuses of Kasur. By: Ahmad Ali Kasuri: Advocate 2019
(his period may be about 500 to 900 years back. His shrine is at very
centric, significant and highest place in Kasur (about 100 feet above
surface of Kasur). The water air, climate and environment are uniquely
pleasant and attractive one on both civil and military view point. And
owing to all these advantages Raja Rai Singh Bhatti Bakaneri Rajput
wanted to built a castle there. It was designed and built on the place of
shrine. But that Qila/Fort was wobbled down. So it was again established
many a times but all the times as the Qila completed at wobbled down.
Raja asked the native people about any possible cause of its being
collapsed a number of times. They told on these mounds there is shrine of
Hazrat Kamal Chishti. Then Raja restored the shrine.

• He belongs to the mogul family resided at Putti Mughlan. And was
seasoned politician, staunchly committed to Pakistan Movement. He was
dead sure that whole of Kasur Including Putti Mughalan would be the
part of Pakistan. Many people of surroundings area were gathered there
in Putti Mughalan on the eve of partition. Unfortunately Tehsil Kasur
divided, and the Indian rulers had grabbed Kasur’s lands area 1162KM
unfairly, and only 931KM retained with Kasur-Pakistan. Kasur’s areas of
Police Station “Putti Mughalan”, “Amish-i-Khalra”, “Weltoha”, “Ghryala”
and Police Post “Khem Karan” were detached from Kasur and even the
areas including Herike Patten and Ferozpur Headwork’s were snatched by
the Indian rulers, on 17th August 1947AD soon after partition of India:
thus they usurped the strength of united Kasur. Listning the
announcement of Kasur’s bifurcation Mirza Khameed Ullah went very
angry and he smashed his Radio to wall. He and his family as well as
those who were willing to migrate to Pakistan, migrated and on the way

Pakistan Movement
• When Sir Shah Nawaz Khan entered in the politics of the Punjab, Sir
Fazal Hussain was at the peak of his fame. There were the following
Muslims political parties:
• Akhrar
• Khaksaar
• Neeli Posh
• But those organizations were very minor comparatively to congress. But
luckily Punjab was adorned and blessed with the great personality of
Allama Iqbal. In those circumstances as well as to save the Mamdot Jagir,
Nawab sahib started his politics from the plate form of the unionist party.
On the other hand he was also the friend of Allama Iqbal. In 1936AD the
Father of the Nation Muhammad Ali Jinnah of Pakistan came to Lahore to
attend the meeting of Muslim League Council and Parliamentary Board.
On that occasion Nawab Sahib also met to the Father of the Nation

Since 1940AD it was a strong semi militia organization, hence the Hindus,
the Sikhs, the English rulers as well as the chief Minster Punjab sir
Sikandar Hayat and his unionist party dislike that. In those days all India
Muslim league was going to hold its session in Lahore. Suddenly the
government imposed ban on the uniforms and parades of it. Khaksaar
resolved to struggle against the ban. On 19th March, 1940AD they decided
to lead a procession of 313 Khaksaar. They took procession from Iqbal
Manzil Bhatti Gate Lahore at about 10/11 am. They were fully equipped
with coffin and bailchaas. Their rout was from Police Stations Tibbi to

The chief Minister requested through a telegram to the Father of the
Nation Muhammad Ali Jinnah of Pakistan as due to the prevailing law
order situations in Lahore it had better that you not to come to Lahore.
And the proposed session is postponed.
• The Punjab governments also put pressure on Nawab Sir Muhammad
Shah Nawaz Mamdot Kasuri for the procrastinations of the sessions. But
Nawab Sahib under whom arrangements the session was going be to
held, was well aware of the situations created by the Bureaucracy
through their juggernauts and tactics. And he rang up to the Father of
the Nation Muhammad Ali Jinnah of Pakistan and informs him about the
real picture of the situations and requested him for holding the sessions
as per programs. The Father of the Nation Muhammad Ali Jinnah of
Pakistan relied upon the opinion of Nawab Sahib and announced that he
was coming to the Lahore to attend to session as per program.

Punjab Pakistan on the instructions of the Father of the Nation
Muhammad Ali Jinnah Governor General of Pakistan.

Prime Minister of Pakistan Nawabzada Liaqat Ali Khan
• Prime Minister of Pakistan Nawabzada Liaqat Ali Khan was against
Nawab Ifteikhar Hussain Mamdot Kasuri. The death of the Father of the
Nation Muhammad Ali Jinnah of Pakistan proved a starting point of
crises for Nawab Ifteikhar Hussain Mamdot Kasuri.
• Actually, the evacuee trust properties were the bone of contention
between Nawab sahib and the prime minister of Pakistan. The immediate
issue between the booth was the forfeiting the jungle woods of Jehlum by
the Govt. of Punjab, which were in the custody of Mr. Roy Bahadur Issuer
Das, the big contractor of woods in Kashmir, and also the close relative of
begum Rana wife of Liaqat Ali Khan the prime minister of Pakistan.
• Nawab sahib wanted that that woods be sold out and the amount be
spent on the independence of Kashmir, as the war of Kashmir was going
on. Because the Indian govt. on the behest of Mr. Patel’s stubbornness
had stopped the amount of 55 crore of rupees as that were the total
assets appraised for Pakistan.
• Thus the Indians wanted to weaken Pakistan. But Nawab sahib could not
bear that situation. However the Prime Minister Liaqat Ali Khan had
taken the possession that woods and sold to the railways department.
This tussle had sown the seeds of hate between the both.

Raja Toder Mall
(Imperial Minister for Finance and Revnue: a Military General)
• He was the Imperial Minister for Finance and Revnue in the Cabinet of
the Mogul King Akbar.
• He had authored the prevailing Revenue System in Indo-Pakistan.
• He also served as a General of the Army.
• His Jagir was Chunian Kasur. Chuni or Chohni is actually the name of
his Daughter. Hence the name of his Hagir is after the name of his
daughter.
• Raja Toder Mall is the first statistician of the world. He on the orders of
the Mogul King Akbar had carried on the survey of all lands and census
of all population as well as counting of animals. The statistics and
Revenue Records departments were properly organised. Each inch of the
agricultural, residential and commercial lands was measured. New terms
and terminologies of lands records i.e. Murbba, Bhigha, Marla, Khasara,
Khatoni, Mahal were introduced.
• His reformation had ushered in a new statistics system as well as the
land improvement and social welfare, to work in hand in hands.
• He was the Imperial Minister for Finance and Revenue of the Mogul King
Akbar.
• Wikipedia says that: He also managed Akbar’s mint at bangal and
Punjab. He introduced standard weights and measures, a land survey
and settlement system, revenue districts and officers.
• He is the first statistician of the world. Many of the fundamental data
collection schemes are practiced over the centuries, attributed to him. His
biggest contribution was the overhauling of the revenue system of the
Mogul Empire by establishing a fool proof land survey system. The land
survey is the key to keeping a careful account of the crop yields. A new
system of revenue known as “Zebt” was brought in to take care of crops
yields and their price estimation. On the basis of which tax was fixed on
each crop in cash. Each province and land was divided into revenue
circle. With its own rates of revenue and schedule on individual crops.
• The use of these technological leverages has made the land management,
efficient and easier. The District Collector Revenue (nowadays the Deputy
Commissioner) is responsible for maintenance of land records in the
district. To achieve this, he runs an organization consisting on Tehsildar,
Naib Tehsildar, Qanungo, Gardawar and Patwaries. A patwari is
responsible for two to four villages, depending on their size and
maintenance of the records of Jamabandi (record of rights), Register
Intkaal (mutation), Khasara Gardawri (harvest) inspection register, Shajra
Nasb (geneology table), field maps, field measurement Book, Roznamcha
waqiati (daily journal) etc.”
• Raja Toder Mal introduced and “transformed the land revenue collection
and assessment into a systematic process. He reconstructed the land tax
structure and introduced compensation for crop damage. His system was
so effective and modern that the others and even the British followed it
later on. In 1582 King Akbar bestowed on Raja Toder mall the title
‘Diwan-i Ashraf’.
• His systematic land reforms of 1582, popularly known as the ‘Bandobast
system’, provided the frameworks of land tax system. There were three
measuring scales (gaz) for land revenue:
▪ Zabti
▪ Nasaq or kanku
Geniuses of Kasur. By: Ahmad Ali Kasuri: Advocate 2019
▪ Galla- Bakhhi
• Raja Toder Mall is also the First Master in Modern Computation of Data.
His formats of data collection, saving and utilising are proficient over the
the modern era of expertise through usage of modern devices and
techniques.
• “His whole system worked on the basis of how accurately the land
possessed by people was measured. In this modern age of computing,
what we see is a patwari carrying a cloth with land records mapping on it.
The brilliance of this manual system lies in the fact that the accuracy of
the land measured over centuries has remained unchanged. The world
has taken these strong basis foundations to a higher level of technical
excellence. The mapping of lands has been digitised, and applications like
global positioning system, digital mapping, driving direction software’s,
Google earth, data warehousing etc., have been developed. These
applications have unleashed a new era of development in the developed
world.
• Raja Toder Mall was also a daring General of the Imperial Army of the
Mogul King Akbar. He in accompanied with General Raja Man Singh had
crushed the Afghan rebels.
• Raja Toder Mall was the first who foresighted the significance of a
common language for all administrative works and promoted Persian as
the language for the official purposes.
• He died on 1589 in Kasur of Lahore District.

  • 5. Geniuses of Kasur. By: Ahmad Ali Kasuri: Advocate 2019 Geniuses of Kasur • Geniuses of Kasur are the personalities and celebrities honoured world- widely. A selected study of such famous dignitries ushers in a new dimension of inspiration for us. • In the following pages the illustrious, famed, eminent, well-known and prominent personalities of Kasur are enumerated. • On some personalities detailed notes are also there in my book “Kasur Explored” ************************************************************************** Hazrat Baba Bullah Shah Kasuri • Hazrat Baba Bullah Shah Kasuri is the “Humanistic, Spiritual Mentor, Intellectual and Saint Scholar” of the “Modern Kasur.” It is of the utmost pertinence that Hazrat Bullah Shah Kasuri is the first personality of Punjab whose unique literary work was included in the syllabus of B.A. Punjab University as referred by C.F. Usborne, (Indian Civil Services) on 12th June 1905AD. Once I happened to attend lecture on Punjab’s saints by Professor Dr. Gilbert Hart of Harvard University. Wherein he had averred that-“From Punjab, Bullah Shah is the folk’s own saint or versifier of peoples”. He is the voice of public. He lives in the heart of their heart. He is the beloved and vociferous leader of humanity and spirituality. His town Kasur is known as the city of Bullah Shah or “Bullah Nagar.” I am placing him on serial No. 1 among the personalities of Kasur. He is largely revered in the world. In 1905AD the British Empire was the only Super Power in world, culminated at their arrogant peak. The brave and fractious anti-British uprising/ mutiny of 1857AD, was put down with a heavy hand resulting in annihilation of the Mogul Empire, with aftermath of happening the great holocaust and massacred of hundreds of thousands people. Sacrifices of thousands of noble Muslim scholars, educationists and preachers were there as well. Daily dawn on 25th August 2007 wrote that Million died after 1857AD war of independence. In this historical perspective when the English were enforcing their hegemonies agenda and as constitution and law, despite that a miracle happened they had recognised the intellectual work of Bullah Shah Kasuri, a Punjabi saint versifier as the top-most and credited much worthy to be studied internationally, in addition to that it was included in university syllabus for graduation in 1905AD. Thus, the then sole super power of the world had recognised the law and constitution of humanity as expounded by “Bulleh Shah” compiled in two books “Qanoon-i-Ashq” and “Halwa-i-Punjab”, worthy to be practiced internationally. It must be kept in mind that, the shrine, convent and spiritual literary work of Bullah Shah Kasuri is not being managed by any of his blood descendants rather his true spiritual disciples are spreading his great literary work as well as his way of providing food and promoting peace for greater cause of humanity. • Note: This Author (Ahmad Ali Kasuri Advocate) has wrote a detailed book on “Bullah Shah Kasuri”
  • 6. Geniuses of Kasur. By: Ahmad Ali Kasuri: Advocate 2019 Hazrat Baba Kamal Chishti Kasuri • Hazrat Baba Kamal Chishti Kasuri is the spiritually most-elevated peer of Classic Kasur. He is much exuberant among religious, elders. His presence in the Classic Kasur changed the course of the history of ancient Kasur. The author’s study reveals that none is more striking personality of Old Kasur, but rightly it is Hazrat Kamal Chishti Kasuri. He is revered; eminent, distinguished much. His shrine is also at distinctive highest in Classic Kasur. That is the only definite site being reminiscent of past era of this vicinity. • Hazrat Baba Kamal Chishti’s real name is Khawaja Muhammad Shoib. He belong to the family of is a highly prominent Religious Mentor in Kasur. His shrine is situated at a place renowned after his name as Durbar Kamal Chishti near Kasur Katchahry (T-link Dipalpur –Ferozpur- Lahore Road) Kasur. • This shrine is at the top pinnacle of a mud-mountainous peak. To reach over there one has to climb 104 steps (in ascending upstairs). And that is the highest point in Kasur. City view as well as Indo-Pak border toward Khem Karan Road is quite visible from that top by simply bare eyes. • There are many a local (chest gazetteers) traditions about that at height shrine on the mounds. About mounds Punjab Archaeology says these are very ancient (may be of 700 to 1800AD). • The old city Kasur was adjacent to Rohywal up to the mounds of the shrine of Hazrat Kamal Chishti. • And the old city Kasur was wobbled downed. • It is also said that it was the order of the ruler of the area that every bride on her nuptial night; had to spend her first wedding night at the palace of that ruler. Once a girl was going to be married but she had not liked the said tradition, she went to Hazrat Kamal Chishti Sahib and asked that she would not go to that Raja to spend her first marriage night. Listening that from the girl, Hazrat Kamal Chishti Kasuri had put the earthen bowl prostrate to the earth. The bowl smashed as it fell down on the earth and immediately there was a situation arose similar to an earthquake resulting into wobbled and ruining the area. The debris heaps of that devastation are available. • Now a day’s more part of the mounds is levelled to the earth, except the shrine. • In book “Akhbar ul Awlya” as well as its translation book “Awlya Kasur” page 164 it is described as the shrine of Sheikh Kamal Chishti was built in Kasur well before the times of Raja Roy Singh of Bikaner’s fortress in Kasur • Tradition says that Hazrat Kamal Chishti is the maternal nephew of Hazrat Baba Fareed Masood Ganj Shakir. • The town of Kasur was held in fief by Raja Ray Singh of Bikaner and Pathans were upset with the Rajput soldiery. • In the 26th year of the reign of King Akbar, Raja Ray Singh of Bikaner sent several Tuyuldar to the Punjab as the Raja liked the climate desire to reside in it and started to build a fortress here in Kasur. On account of the commanding positions at the mounds now Shrine of Hazrat Shah Kamal Chishti, the Raja Sahib of Bikaner began to build a fortress for himself. But the fortress building was collapsed, time and again. Eventually Raja restores the shrine of Hazrat Kamal Chishti Sahib. • On page 287, 288 the writer of “Akhbar ul Awlya” mentioned about Hazrat Kamal Chishti who was/ is among the ancestor peers at Kasur
  • 7. Geniuses of Kasur. By: Ahmad Ali Kasuri: Advocate 2019 (his period may be about 500 to 900 years back. His shrine is at very centric, significant and highest place in Kasur (about 100 feet above surface of Kasur). The water air, climate and environment are uniquely pleasant and attractive one on both civil and military view point. And owing to all these advantages Raja Rai Singh Bhatti Bakaneri Rajput wanted to built a castle there. It was designed and built on the place of shrine. But that Qila/Fort was wobbled down. So it was again established many a times but all the times as the Qila completed at wobbled down. Raja asked the native people about any possible cause of its being collapsed a number of times. They told on these mounds there is shrine of Hazrat Kamal Chishti. Then Raja restored the shrine.

That historical building had hosted Quid I Azam Muhammad Ali Jinnah. Apart from inherited title of Nawab, Shah Nawaz Khan was also made “Knighthood” and titled as “Sir” in 1939. He was also honoured to hold the chair in the court. Pakistan Movement • When Sir Shah Nawaz Khan entered in the politics of the Punjab, Sir Fazal Hussain was at the peak of his fame. There were the following Muslims political parties: • Akhrar • Khaksaar • Neeli Posh • But those organizations were very minor comparatively to congress. But luckily Punjab was adorned and blessed with the great personality of Allama Iqbal. In those circumstances as well as to save the Mamdot Jagir, Nawab sahib started his politics from the plate form of the unionist party. On the other hand he was also the friend of Allama Iqbal. In 1936AD the Father of the Nation Muhammad Ali Jinnah of Pakistan came to Lahore to attend the meeting of Muslim League Council and Parliamentary Board. In those days all India Muslim league was going to hold its session in Lahore. Suddenly the government imposed ban on the uniforms and parades of it. Khaksaar resolved to struggle against the ban. On 19th March, 1940AD they decided to lead a procession of 313 Khaksaar. They took procession from Iqbal Manzil Bhatti Gate Lahore at about 10/11 am. They were fully equipped with coffin and bailchaas. Their rout was from Police Stations Tibbi to Badshahi Masjid. Having received information police come out to disperse it. The immediate issue between the booth was the forfeiting the jungle woods of Jehlum by the Govt. of Punjab, which were in the custody of Mr. Roy Bahadur Issuer Das, the big contractor of woods in Kashmir, and also the close relative of begum Rana wife of Liaqat Ali Khan the prime minister of Pakistan. • Nawab sahib wanted that that woods be sold out and the amount be spent on the independence of Kashmir, as the war of Kashmir was going on. Because the Indian govt. on the behest of Mr. Patel’s stubbornness had stopped the amount of 55 crore of rupees as that were the total assets appraised for Pakistan. • Thus the Indians wanted to weaken Pakistan. But Nawab sahib could not bear that situation. However the Prime Minister Liaqat Ali Khan had taken the possession that woods and sold to the railways department. This tussle had sown the seeds of hate between the both.

  • 56. Geniuses of Kasur. By: Ahmad Ali Kasuri: Advocate 2019 Raja Toder Mall (Imperial Minister for Finance and Revnue: a Military General) • He was the Imperial Minister for Finance and Revnue in the Cabinet of the Mogul King Akbar. • He had authored the prevailing Revenue System in Indo-Pakistan. • He also served as a General of the Army. • His Jagir was Chunian Kasur. Chuni or Chohni is actually the name of his Daughter. Hence the name of his Hagir is after the name of his daughter. • Raja Toder Mall is the first statistician of the world. He on the orders of the Mogul King Akbar had carried on the survey of all lands and census of all population as well as counting of animals. The statistics and Revenue Records departments were properly organised. Each inch of the agricultural, residential and commercial lands was measured. New terms and terminologies of lands records i.e. Murbba, Bhigha, Marla, Khasara, Khatoni, Mahal were introduced. • His reformation had ushered in a new statistics system as well as the land improvement and social welfare, to work in hand in hands. • He was the Imperial Minister for Finance and Revenue of the Mogul King Akbar. • Wikipedia says that: He also managed Akbar’s mint at bangal and Punjab. He introduced standard weights and measures, a land survey and settlement system, revenue districts and officers. • He is the first statistician of the world. Many of the fundamental data collection schemes are practiced over the centuries, attributed to him. His biggest contribution was the overhauling of the revenue system of the Mogul Empire by establishing a fool proof land survey system. The land survey is the key to keeping a careful account of the crop yields. A new system of revenue known as “Zebt” was brought in to take care of crops yields and their price estimation. On the basis of which tax was fixed on each crop in cash. Each province and land was divided into revenue circle. With its own rates of revenue and schedule on individual crops. • The use of these technological leverages has made the land management, efficient and easier. The District Collector Revenue (nowadays the Deputy Commissioner) is responsible for maintenance of land records in the district. To achieve this, he runs an organization consisting on Tehsildar, Naib Tehsildar, Qanungo, Gardawar and Patwaries. A patwari is responsible for two to four villages, depending on their size and maintenance of the records of Jamabandi (record of rights), Register Intkaal (mutation), Khasara Gardawri (harvest) inspection register, Shajra Nasb (geneology table), field maps, field measurement Book, Roznamcha waqiati (daily journal) etc.” • Raja Toder Mal introduced and “transformed the land revenue collection and assessment into a systematic process. He reconstructed the land tax structure and introduced compensation for crop damage. His system was so effective and modern that the others and even the British followed it later on. In 1582 King Akbar bestowed on Raja Toder mall the title ‘Diwan-i Ashraf’. • His systematic land reforms of 1582, popularly known as the ‘Bandobast system’, provided the frameworks of land tax system. There were three measuring scales (gaz) for land revenue: ▪ Zabti ▪ Nasaq or kanku
  • 57. Geniuses of Kasur. By: Ahmad Ali Kasuri: Advocate 2019 ▪ Galla- Bakhhi • Raja Toder Mall is also the First Master in Modern Computation of Data. His formats of data collection, saving and utilising are proficient over the the modern era of expertise through usage of modern devices and techniques. • “His whole system worked on the basis of how accurately the land possessed by people was measured. In this modern age of computing, what we see is a patwari carrying a cloth with land records mapping on it. The brilliance of this manual system lies in the fact that the accuracy of the land measured over centuries has remained unchanged. The world has taken these strong basis foundations to a higher level of technical excellence. The mapping of lands has been digitised, and applications like global positioning system, digital mapping, driving direction software’s, Google earth, data warehousing etc., have been developed. These applications have unleashed a new era of development in the developed world. • Raja Toder Mall was also a daring General of the Imperial Army of the Mogul King Akbar.
