Inter-local Agreement for EMS
Medical Director Services

2. Summary
• Authorizes the City Manager to execute a
renewal for medical direction between Alamo
Heights EMS and Dr. Mark T. Ogden, DO,
PA

3. Background
• EMS system desires to maintain its agreement with
Dr. Mark T. Ogden
• The existing contract will expire 09-30-2017; new
agreement begins 10-01-2017 - 09-30-2020
• The EMS system (paramedics) work under the
medical director’s license and mal-practice
insurance
• Purchase of medical supplies including emergency
medications allowed only through MD license

4. Background
• Medical director is mandated by the Department of
State Health Services (DSHS)
• On call 24/7/365 for online medical direction
• Medical Director for Olmos Park and Terrell Hills
• Medical Director supplements in-house training
opportunities
• Back-up medical direction maintained – Dr. Michael
Magoon

5. Policy Analysis
• Consistent with prior agreements dating back to the
inception of EMS in 1982
• Renewal of a three-year term to align with the EMS
contract expiration
• Assists with calls for service within the tri-city area
from time to time – not required by contract
• City Attorney has reviewed the proposed contract
for proposed adoption

6. Fiscal Impact
• New contract is fixed at $8,000 per quarter
($32,000 annually) through September 2020
• Increase of $3,000 / year
• Fees paid by the EMS budget and shared by all tri-
city communities
