The world health organization (WHO) and UNESCO promoting socio-economic development in
third-world countries have created a program called Providing The New Hope to Africa through
IT. This program seeks to offer low-level middle-income countries in Africa financial support of
$2 billion dollars in resolving health and educational challenges in the region. In order to have
granular control of the monies to be disbursed, they have nominated several countries in Africa
to benefit from which Ghana is part. To understand the various challenges within each region,
they have set up a PMO that is requesting young talented individuals to send their proposals on
either a challenge in education, health, or agric in the country that they believe can be resolved
through the use of information technology.
It must be however noted that the programs region manager when interviewed on Al Jazeera,
bemoaned that some countries in Africa, have policy-based problems, thus these policies must be
addressed rather than focusing on technology resolutions. This however as reported by Kal
Lumpur, the social development journalist, in her words is in contradiction to the theme of the
UNESCO-WHO program. And it may have implications on which country benefits from the
funds.
Thomas Lucas, the Chief Information Officer of UNESCO, Belgium thinks that technology is
still the only Africa that can eradicate most of their challenges when asked during the football
march between Manchester United and Dortmund, last week. He further wished all the young
Africans who had intentions of submitting their applications a goodluck.
This year, UNESCO and WHO have defined a unified objective under the theme: Challenging
the challenging times through technology.
