Definition of Terms
 Private Security Professional (PSP) – a person who is eligible / qualified to be issued a valid LESP
 Security Hardware & Systems Operator – unarmed PSP who works in a control room monitoring &
controlling a batch of screens linked or connected to surveillance cams placed in specific places to detect &
prevent crime and protect people
 Monthly Disposition Report (MDR) – monthly report that PSAs submit to SLD, SOSIA, SAGSS, RCSU for
data processing & record keeping, based on a SOSIA prescribed format that includes agency’s clients, PSPs,
LESP category, LESP ID, educ’l attainment & FAs
 Security Motor Vehicle – refers to a marked vehicle being utilized by PSAs in rendering security services.
Standard specs of security motor vehicles are prescribed by the SUEB (SOSIA Uniform & Equipment Board)
 SUEB (SOSIA Uniform & Equipment Board) – policy making body w/regulatory functions to study, review &
design uniforms, & equipment for PSPs in the performance of their duty & prescribe policies, guidelines &
procedures governing the same.

Section 73: Who are considered as Security Personnel
Private Security Agency Personnel
(PSAP)
General classification of security personnel. These are
personnel employed by PSAs
Company Guard Force Personnel
(CGFP)
These are security personnel employed by a business
organization like a sole proprietorship, partnership or
corporation not engaged in providing security services
and maintains its own security unit
Government Security Force Personnel
(GSFP)
These are security personnel hired by a government
entity to provide security services to government
offices, buildings, or installations, other than the
military police

Section 74: Criteria for Classification of LESP – Security Personnel
Technology Based The primary security equipment the personnel are
using – i.e. less-lethal devices, electronic security
systems, canine units, FAs, etc.
Territory Based The nature of property or vicinity the personnel are
securing – i. e. entertainment venue, school, malls,
airport, seaport, mines, etc.
Company Based The duty inherent to the security task of the personnel
– i.e. supervisory, operations, investigations, detection,
protections securing a person or property, etc.

Rule 28: Protection Agent (PA)
Section 94: General Guidelines on Deployment of Personal Security Escort (PSEs) or PAs
1. Police Security Protection Group (PSPG) shall process the Authority to Deploy
Protection Agent (ADPA)
2. Maximum of 2 licensed PA shall be detailed and deployed for every Protectee
3. Law enforcement agencies / uniformed services / agencies (e.g. PCG, NBI, PDEA) ARE
NOT entitled to avail the services of PAs
4. Retirees from law enforcement agencies may be hired by PSA for deployment as
PAs. Provided that, the retiree possesses a valid LESP
5. PAs shall only use handguns owned by the PSA Protective Service engaged by the
Protectee

Section 98: Requirements of PSA Applicants for ADPA

PSA Engaged by Protectee applicant shall submit to PSPG the following documents:

Section 100: Conditions to deploy PAs:
1. SDDO shall not exceed 30 days,
or until expiration of the LTO,
whichever comes first

3. PA’s duty shall be confined only to
protective functions, and he shall
not be used as gatekeeper, family
driver, errand boy, nor perform
similar tasks, nor to do illegal
activity

services to other persons not in the

the Protectee
6. All administrative restrictions /
limitations contained ins the

Section 109: Who may organize & operate a PSA?

Section 117: Main offices
All PSA, CGF, & GSF shall maintain a main office in their registered
addresses (subject for inspection)
Section 118: Branch offices
May be established and maintained in other provinces/cities where
the PSA, SGF, GSF has deployed security personnel
Section 119: Non-base operations
PSA operating in regions outside its main office shall be required to register
online with SOSIA. Pending the operationalization of the Online System, PSA
shall be required to register with the nearest RCSU and shall submit an
authenticated copy of the following:

PSA/CGF/GSF shall be entitled to use & possess FA after complying
w/the requirements authorized by chief PNP. Provided that the
number of FA shall not exceed One (1) FA for every security guard
deployment

security conditions the area of deployment, merit the deployment of

Section 156: Duty Detail Order (DDO) is necessary:
1. For the purpose of transporting agency licensed FA from agency vault/office to
post & back from posting, for rotation , replacement of FA or for conduction service
duties for not more than a duration of (24) hours
2. For the purpose of post duties not requiring transport of FA outside of the physical
compound or property of a client shall be issued for not more than a 30-day
duration
3. Transport of FA other than those covered under paragraphs 1 & 2 of this section.
Shall acquire the appropriate transport permit issued by the FEO or RCSU

Section 204: Provision for Uniform
All employers / owners / operators of PSA/CSF shall provide at least
one (1) set of the prescribed uniform free of charge to their respective
security guards for every year of service with them
All licensed security guards shall provide themselves with one (1) set
of prescribed uniform once a year unless their employers provide the
same free of charge

Deployment of PSPs in conflict of Claims Situations

1. Subsequent PSA enters into a contract and/or deploys security personnel on a property
that has an incumbent PSA

to public safety & welfare or inimical to national
security
5. PSA refuses to comply with the final & executory
NLRC orders / decisions
6. PSA is found to engage in unethical business
practices including cut-throat competition by offering
lower administrative fees contrary to Section 9 of RA
11917, or lower contract rates that does not meet
minimum wage rates of security services

Section 374: Cascading of RA 11917 and this IRR to Clients
The PSA through SOSIA / RCSUs or Training Personnel with valid LESP,
shall conduct seminar on RA 11917 & this IRR to the client or its authorized representative/s
prior to the signing of SSC. The attendees of the seminar shall be issued a certificate of
attendance,

Section 385: Expiration of LTO in relation to Expiration of Juridical
LTOPF & FA Registration
Within a period of one (1) year, the expiration of Juridical LTOPF & FA Registration under
the FEO shall be adjusted to follow and be eventually consistent with the expiration of the
LTO of the juridical entity under SOSIA.
Rule 76: Transitory Provisions
Section 388: License issued under RA 5487 and its IRR
All issued licenses covered by RA 5487 and its IRR shall be valid for its remaining validity
period.

  • 2. RA 11917 An Act Strengthening the Regulation of the Private Security Services Industry, Repealing for the Purpose, Republic Act No 5487. Entitled “An Act to Regulate the Organization and Operation of Private Detective Watchmen or Security Guard Agencies” as amended APPROVED: Lapsed into law on July 30, 2022, without the signature of the President, in accordance with Article VI, Section 27 (1) of the Constitution RODRIGO ROA DUTERTE President of the Philippines Implementing Rules & Regulations of RA 11917 (The Private Security Services Industry Act) Effectivity Clause: The IRR shall be effective after Fifteen (15) days following the completion of its publication in the Official Gazette APPROVED: These Implementing Rules & Regulations are in compliance with Section 17 of RA 11917 which lapsed into law on July 30, 2022

Rule 2 (Section 3) Definition of Terms  Private Security Professional (PSP) – a person who is eligible / qualified to be issued a valid LESP  Security Hardware & Systems Operator – unarmed PSP who works in a control room monitoring & controlling a batch of screens linked or connected to surveillance cams placed in specific places to detect & prevent crime and protect people  Monthly Disposition Report (MDR) – monthly report that PSAs submit to SLD, SOSIA, SAGSS, RCSU for data processing & record keeping, based on a SOSIA prescribed format that includes agency’s clients, PSPs, LESP category, LESP ID, educ’l attainment & FAs  Security Motor Vehicle – refers to a marked vehicle being utilized by PSAs in rendering security services. Standard specs of security motor vehicles are prescribed by the SUEB (SOSIA Uniform & Equipment Board)  SUEB (SOSIA Uniform & Equipment Board) – policy making body w/regulatory functions to study, review & design uniforms, & equipment for PSPs in the performance of their duty & prescribe policies, guidelines & procedures governing the same. 6 P A G E
