PIKM is a non-governmental organisation registered with the Registrar of Societies of
Malaysia under the Societies Act 1966. PIKM members consists of private security
companies registered and licensed by the Ministry of Home Affairs Malaysia under the
Private Agency Act 1971. PIKM are previously known as Persatuan Perkhidmatan
Kawalan Keselamatan Malaysia (PPKKM) and was established on 3 November 1980.
With the establishment of PIKM, private security agencies are now continuing to move
forward with greater confidence and courage, effort and resources Starting in the Klang
Valley, PIKM membership is now expanding throughout the country. As of August 2022
PIKM membership are now comprises of 930 private security agencies operating
nationwide. Similarly, the national security industry is moving forward along with the
progress of other services sector in the Malaysia.
PIKM STANDARD
PIKM Standard are developed as the initiative of PIKM in upholding the private security
services, to achieve its vision of “A private security industry committed to improving
standards and accepted by the public.” PIKM Standard are developed according to
SIRIM standardisation procedures with participation of interested parties. The
standards are developed through consensus by committees, which consist of experts
in the subject matter and the stakeholder. The use of PIKM Standard is voluntary, and
it is open for adoption for PIKM members, agencies, industries, professional bodies,
etc.

Foreword
This code was developed by the Project Committee on Code of Practices (CoP) for Security
Services by Private Agencies, established by SIRIM STS Sdn. Bhd.
The objectives of this code are as follows:
a) to provide guidance for organisations providing private security services in conducting
security screening of their personnel; and
b) to promote adoption of good management practices by private security companies.
In developing this standard, reference was made to industry best practices and other relevant
security services documents.
Information to assist users of the standard
For purposes of this standard, the following ISO definitions have been adopted regarding
verbal forms for the expression of provisions:
a) “shall” indicates an auditable requirement: it is used to indicate requirements strictly to be
followed in order to conform to the document and from which no deviation is permitted;
b) “should” indicates a recommendation: it is used to indicate that among several
possibilities one is recommended as particularly suitable, without mentioning or excluding
others, or that a certain course of action is preferred but not necessarily required, or that
(in the negative form) a certain possibility or course of action is deprecated but not
prohibited;
c) “may” indicates a permission: it is used to indicate a course of action permissible within
the limits of the document; and
d) “can” indicates a possibility or a capability: it is used for statements of possibility and
capability, whether material, physical or causal.
Compliance to this standard does not by itself grant immunity from legal obligations.

Part 2: Security screening of individuals employed in a private security
agency
0. Introduction
In Malaysia, there are four categories of private security service as follows:
1. Private security agency (contractual). Companies providing security services
that are established under the Private Agency Act 1971.
2. In-house security. Established by an organisation to protect the safety of its
employees and security of the organisation's assets. Security officers are
employed by the same company or organisation that they protect.
3. In-house (auxiliary police). Established under the relevant act with the purpose
to protect the safety of its employees and security of the organisation's assets.
The authority of the auxiliary police is only limited to its designated organisation
or premises.
4. Electronic security and IT security services. The segment includes services
such as system integration, operations and maintenance of electronic security
products in customer premises. This service is usually used by large OEMs with
proprietary products and a number of system integrators.
The key industry users for the above four segments are:
office complexes;
retail;
airports; and
other public infrastructure.

The four categories of private security services industry are as shown in Figure 1.
NOTE. The private security services covered in this code is denoted by the blue line.

Security Services by Private Agencies (hereinafter referred as “Private Security
Agencies”) is an essential service to ensure the safety and security of life, property and
other assets. The security services industry in Malaysia is regulated by the Private
Agencies Act 1971 (Act 27).
Private Security Agencies are assigned with responsibility to assist the function of
Royal Malaysia Police to preserve the peace and security of Malaysia, in providing
guards and protection for the safety and security of persons and properties. Private
Security Agencies are also entrusted with the responsibility in obtaining and furnishing
information as to the conduct, activities or affairs of another person but it is subject to
the legal requirements.
The security services provided by the Private Security Agencies in Malaysia are
unarmed guard, armed guard, escort services, personal bodyguard, cash
management, cash in transit, central monitoring system, building automation system
and private investigation.
Personnel to be hired by the Private Security Agencies in conducting job or task that
are related to security and safety is crucial to undergo security screening process. This
is to ensure only suitable candidate is hired and meet the requirements of the Security
agencies.
1. Scope
This standard provides the code of practices for the security screening process of
individuals to be employed by PSA to be working in an environment where the safety
of people, goods and services, personal data or property is a requirement, and/or
where such security screening is in the public and/or corporate interest.

This standard is applicable to shareholders and directors and employees who are
employed to perform tasks or responsibilities relating to security. The objective of the
security screening is to obtain sufficient information to enable PSA to make an
informed decision on employing an individual to be working in a security environment.
This standard also applies to recruitment agencies, as appropriate, which are involved
in the recruitment of personnel for PSA.
2. Normative references
The following normative references are indispensable for the application of this
standard. For dated references, only the edition cited applies. For undated references,
the latest edition of the normative reference (including any amendments) applies.

3. Terms and definitions
For the purposes of this standard, the terms and definitions in PIKM/SIRIM 1:20xx
apply.
4. Selection criteria for security personnel
All persons employed or to be employed to undertake security tasks shall be selected
based on the criteria stated in relevant regulations endorsed by the relevant authorities.
This includes, but not limited to the following criteria:
a) passed all security vetting by the relevant authorities and security screening
according to this standard;
b) possess a good character and appearance; and
c) meeting appropriate physical and mental fitness level to perform their contracted
duties.
4.1 PSA shall not employ individuals whose career or history indicates that they
would be unsuitable for the role.
4.2 PSA should ensure that individuals responsible for security screening, and
those with authority to offer employment, maintain high standards of honesty and
integrity.

5.1 Overview
5.1.1 Security screening in accordance with this standard shall be conducted on all
individuals regardless of position, shareholders, directors and employees of the PSA.
The process of security screening should be as per Figure 2 and 3 below:
New or current employment
Individual is required to complete an application form and/or security screening
form.
Interview of the individuals and review information provided
Individual shall agree and authorised PSA to obtain information for the security
screening process
Background and career history check and verification of information by the officer
appointed by PSA responsible for security screening.

5.2 Administration
5.2.1 Screening data shall be confidentially kept to prevent unauthorised access
and alteration.
5.2.2 The security screening processes should be regularly reviewed and updated.

5.2.3 PSA shall keep and maintain records of the security screening of all
individuals regardless of position, shareholders, directors and employees.
5.3 Provision of information
5.3.1 Written information (application form) of individuals regardless of position,
shareholders, directors and employees shall be obtained by the PSA.
5.3.2 PSA shall comply with the legislation regarding personal data protection.
5.3.3 Individual shall agree and authorise PSA to obtain information for the security
screening process to determine the suitability of the individual for security services.
5.3.4 PSA shall confirm biometric of the individual with the National Registration
Department.
5.3.5 PSA shall apply for security screening with Ministry of Home Affair.
5.3.6 PSA should request the following information (through an application form):
a) Personal details of the individual, including the followings:
i. full name;
ii. date and place of birth;
iii. race and religion;
iv. gender;
v. marital status;
vi. identity card number or passport number;
vii. residential address (for the past five years); and
viii. contact number.
b) Details of education;
c) details of previous employment and reason for leaving the previous job;
d) details of training related to security services attended (e.g., Certified Security
Guards (CSG), etc.);
e) name of a referee, position, address and contact details (known for a minimum of
two years);
NOTE. An example of application form is as in Annex B.
5.3.7 For employment or appointment of higher position, i.e., shareholders or
directors, the following information should be requested in addition to the above:

a) details of bankruptcy proceedings and court judgments; and
b) details of honours awarded.
5.3.8 PSA may request further information for contractual or legislative
considerations and/or specific industry requirements
5.3.9 The individual shall be interviewed before any offer of employment is made.
The information given by individuals shall be reviewed with the individual during the
interview to obtain any further information that may be relevant.
5.3.10 PSA may make an offer of conditional employment pending security screening
or vetting clearance.
5.3.11 PSA shall consider the following criteria in order to offer a conditional
employment:
a) Risk of the assigned security services or functions;
b) Satisfy with the preliminary checks of the individual;
5.3.12 Where an individual is offered conditional employment, the terms and
conditions of his employment should clearly state that full employment is subject to
satisfactory completion of full security screening.
5.3.13 Conditional employment will end if security screening is not completed
satisfactorily.
5.4 Verification of information
5.4.1 PSA should make direct reference to relevant authorities, current or former
employers, educational institute, education, history of employment of the individual.
5.4.2 The information as at paragraph 5.1.3.3 shall be verified by the PSA.
Confirmation can be obtained in writing and records shall be retained.
5.4.3 PSA should exhaust all available avenues on the background check
supported with relevant documents to avoid negligent hiring.
5.5 Review of the screening process
PSA should operate a systematic administrative system, which ensures that security
screening procedures are continuously reviewed and updated.
5.6 Security screening of personnel
Security screening of personnel responsible for high risk security function is
recommended to be conducted on a regular basis, if necessary.

Recruitment agencies are allowed for the purpose of employment of foreign security
personnel, as the terms and conditions set by PSA.
The recruitment agencies shall provide evidence to PSA in order to comply with the
rules and directives issued by the relevant authorities.
7. Officer responsible for security screening
7.1 The officer, who is responsible for security screening shall undergo security
screening in accordance with this standard.
7.2 The responsible officer shall sign a Non-Disclosure Agreement (NDA)
relating to the PSA’s confidential information and/or material with respect to individuals
and employees.
7.3 The responsible officer shall be trained for security screening of individuals and
employees of the PSA.
