Introduction
Thomasco Infra Project Solutions (TIPS) is a unit of the renowned construction major Thomas and Company
Private Limited. At TIPS we offer the whole gamut of construction management related services which are as
shown below:
1) Project Management: Project Management is part of the core services offered by us and our processes are
developed as per the PMI guidelines. The entire project management process is divided into the following
components:
Project Start-up which includes Project Plan Development, Execution and Control
Scope Management which includes Scope Planning, Verification and Control
Time Management which includes Schedule Development and Schedule Control
Cost Management which includes Resource Planning, Cost Budgeting and Cost Control
Procurement Management which includes Procurement Planning, Vendor Solicitation and Contract

 Communication Management which includes Communication Planning, Information Distribution,

2) Cost Engineering/Cost Management: We utilise Scope Verification, Scope Creep Control, Change Control

Key Personnel
1) Dr. Wills Thomas – Unit Principal
Dr. Wills Thomas is one of the principals of TIPS. He joined TIPS in the year 2007 after having completed his
higher studies from UK. He completed PhD in Construction Management from Glasgow Caledonian University,
Glasgow, UK (2004-2007). He has also completed the following academic programmes namely: LLM in
Construction Law from Strathclyde University, Glasgow, UK (2005-2007); MSc. in Construction Enterprise
Management completed from Faculty of Civil Engineering, University of Dundee, Dundee, UK (2003-2004);
Bachelor of Architecture (1998-2003) completed from B.M.S. College of Engineering, Bangalore, Karnataka, India
affiliated to Visvesvaraiya Technological University (VTU). As part of his PhD centric research Dr. Wills Thomas
devised a novel construction process management tools which helps increase productivity on construction projects
by almost 15 percent. Out with his involvement with the company he is also a visiting faculty member at SPA,
Delhi and GGSIP University, Delhi.
2) Er. Winnie Thomas – Unit Principal
Mr. Winnie Thomas is one of the principals of TIPS. He joined TIPS in the year 2012 after having completed his
higher studies from UK. He completed M.Engg (Structural Engineering) from University of Dundee,UK and Post
Graduate Diploma in Construction Management from Heriot Watt University,UK and holds a first degree in Civil
Engineering.
3) Er. Satya Prakash Tyagi – General Manager Projects and Contracts
Mr. Tyagi is an engineering graduate with an experience of more than four decades. He has previously worked
with a number of leading construction companies in India and also worked with CPWD for a number of years.
4) Er. J.K. Gautam – Assistant General Manager Projects
Mr. Gautam is an engineering graduate with an experience of more than two decades. He has previously worked
with a number of leading construction companies in India.
Senior Advisor
1) Mr. Thomas Mathew – Mr. Thomas Mathew is the Managing Director of Thomas and Company Private
Limited our parent company and is Senior Advisor at TIPS. Mr. Thomas Mathew is a graduate Civil Engineer
with an experience of more than four decades in the execution of large-scale civil engineering projects both in
India and abroad. He worked from 1972 to 1981 with CPWD and from 1982 to 1986 in the private sector and
in 1987 having acquired construction centric experience of about two decades Mr. Thomas Mathew founded a
proprietary construction firm, which was called Thomas and Associates. Under the able leadership of Mr.
Thomas Mathew, M/s. Thomas and Associates managed to grow at a steady pace and in 1997 after having
established the credentials of his proprietary firm he decided to form Thomas and Company Private Limited
our parent company.






Human Resource - We have a team of qualified professionals comprising of Engineers, Architects and other
personnel.
Hardware Resource – We have 12 Computer Systems with a dedicated Server and all other ancillary
computer hardware at our head office.
Software Resource - We have Primavera and Microsoft Project Software Suits installed on all our computer
systems.
We have also developed a patented process management system, which differs from the pyramidal system
that is followed in the construction industry. Our system integrates the various parties involved seamlessly
within a loop system, which prevents information asymmetry thus maximising the efficacy of the project supply
chain. This system was developed in-house by our team of qualified civil engineers under the aegis of Dr.
Wills Thomas (Executive Director) and is being put to use in a number of our projects.
