General Manager
ENMASCO is a leading provider of engineering and construction services to the petrochemical, oil and gas, energy, utilities and
manufacturing industries of Trinidad and Tobago. The company is led by principals who have worked as seniors in engineering,
operations and management within the petrochemical and energy industries, both as client, staff and international consultants.
Furthermore, with diverse experiences through several projects involving design engineering, construction, commissioning and commercial
operations of industrial process plants, the company leverages its distinct advantages of a strong value system, professional networking,
unique competencies in accordance with international standards, local regulations and clients’ specifications and policies. Anthony
stepped in from the Board of Directors to become General Manager. He demonstrated leadership, decisiveness and
the ability to develop and implement sound technical and managerial strategies that supported successful project
development while also achieving sound HSE, operational, maintenance, business and financial objectives. He
implemented strategic HR management strategies and reorganized operations, cut expenses, renegotiated major
vendor agreements, reduced headcount by 42%, initiated marketing, rebuilt flagging brands, and developed
important new strategic alliances. During this time revenue grew from 6 million annually to 22 million annually.

A privately family owned firm engaged in the supply of pharmaceuticals, dental merchandise and dental equipment. Anthony
conceived and started this company. Formed in 2000, he used his own finances as initial start-up capitalization and
has conceptualized and implemented creative and compelling marketing programs that increased revenues by 20%
annually; this made DESSCO a massive financial success and the leading Caribbean dental supply company.
Anthony, through negotiation of sole Caribbean distributorship contracts for many the most in demand
international dental manufacturer’s merchandise and equipment ensured he maintained a strategic competitive
advantage. He recruited a talented management team and resigned in 2010 handing over the management to his
wife and son to undertake new challenges.

Team Leader, (Electrical & Instrumentation Plant Maintenance)
A privately owned independent and dynamic organization that provided a range of expert project and plant management services to clients
in the petrochemical sector both locally and globally. PPSL was hired by CLICO to be firstly project managers for the construction of
World Scale Methanol Plants Caribbean Methanol and M4 and subsequently, continuous plant operations and management. Anthony
was contracted as a senior team leader (E&I) during the project management stage of the construction of the $8.5
billion Caribbean Methanol & M4 Plants, ensuring quality control and assurance throughout all phases of
construction to start up. Subsequently he developed pre-commissioning policies and procedures (E&I), training
manuals E&I responsibilities, assessed pre-commissioning jobs and approval (E&I). During plant start-up and
operation phases his responsibilities included but were not limited to maintenance of all plant equipment (E&I),
quality assurance and quality control (E&I), all Distributed Controlled Systems (DCS) and Emergency Shut Down
Systems and equipment (ESD) configuration loop checks, develop equipment preventative maintenance procedures,
Ensured 100% availability of plant equipment.

Director, BOD
Marrock Investments Limited (MIL). MIL is a residential and commercial property development company and represents a strategic
alliance between local and international partners who collectively possess over fifty (50) years of project development expertise. The
international arm of the company has international experience in Master Planning and Programme Management, Architecture, and
Engineering, and has delivered thousands of houses worldwide. The local partners are responsible for, but not limited to, Quantity
Surveying, Project Administration, Project Structuring and Financing. Anthony was asked to join the Board of Directors of
MIL during the embryo stages in 2011. Anthony was responsible for conducting P.E.S.T analysis, developing the
company’s policy based governance structure, and negotiating with its international partners.

Chairman, BOD
VMCOTT is a state enterprise with an asset base of 70 million, provides a wide range of fleet (vehicle) management functions
including vehicle maintenance, vehicle telematics (tracking and diagnostics), driver management, fuel management and health & safety
management. Anthony was asked to Chair the BOD by the Honorable Prime Minister Patrick Manning with the
specific responsibilities of leading the organization into a new strategic vision and direction. VMOCTT was to
become the main agency for procurement of all government vehicles with special attention to buses for the PTSC
and specialized police vehicles for the TTPS. During his tenure Anthony developed a new strategic plan for the
organization and reviewed and determined the company’s new goals and objectives. He ensured that strategic HR
policies were included from the Board Room as part of the new strategic direction. Anthony also negotiated and
signed contracts with Yutong the leading bus manufacturer from China for the supply of 85 buses contract value
63 million, and also with General Motors of Australia for the supply of specially designed police vehicles contract
values 50 million.

Performance Protocols Limited (formerly Empirical Engineering Limited) was incorporated in 2004 under the Companies Act of
Trinidad and Tobago as a private limited liability company to offer engineering consultancy and technical procurement services to the
petrochemical, oil and gas, energy, utilities and manufacturing industries of Trinidad and Tobago. The Group’s list of clients includes
companies such as the Methanex Corporation of Canada, Johnson Matthey LLC of the USA, Process Plant Services Limited of
Trinidad and Tobago and Greenefield Enterprises Limited of St. Lucia. Anthony was asked to lead efforts in winning
engineering contracts in the oil and gas sector and to also provide project development consultancy for the
re‐development of World GTL Trinidad Project. He held preliminary discussions on project issues, challenges and
proposed re‐developmental plan; Met with potential project development partners; project paused due to litigation
proceedings
