Human Resource Assistant/Payroll Liaison
 Responsible for a full range of human resources functions for 245 Locally Engaged
Staff, 65 American Direct-Hires and associated United States Government agencies,
USAID, DOD/DAO, ODC/OSC, USADF and the Department of Justice (DOJ).
Processed Personnel Actions through the cable telegram electronic system for newly
hired Local Staff, conducted orientation and interpreted the terms and conditions of
employment and the Local Compensation Plan. Processed Travel Messages, telegram
cables for new and incoming Americans and well as at the end of their tour of duty.
 Served as payroll liaison with the Department of State’s Financial Service Center
(FSC) in Charleston, South Carolina on all pay and allowances issues for Americans
and Locally Employed Staff (LES). Served as the Mission’s Principal Timekeeper
using the WIN T&A 3.0 software. Maintained oversight supervision for 12 section
timekeepers. Conducted BI-weekly analysis of time and attendance reports and
forwarded the final report via the secured internet website to the payroll center
in Charleston.
 Downloaded and distributed Earnings and Leave statement for all Local Staff and
resolved any issue related to miscalculation of pay, overtime hours, sick and
annual leave. Responsible for leave administration and implementation of the
Mission’s leave policy.
 Responsible for the classification and evaluation of Local Staff positions using
the Computer Aided Job Evaluation (CAJE) methodology.
 Maintained and regularly updated the Mission’s Post Personnel Database using the
WEBPASS Post Personnel software suit.
 Responsible for preparing and cutting Travel Authorizations for all categories of
official travels, training, rest & recuperation (R&R), Family visitation (FVT)
Emergency Medical and Evacuation Travel.


10/07/01-03/2003 –United States Embassy–Monrovia, Liberia –Assistant Dispatcher,
General Services Section:
 Worked with and assisted the motorpool supervisor with the assignment of chauffeurs and
the preparation of the monthly fuel consumption report.
 Analyzed and reported on the daily trip logs used by the mission’s drivers.
 Coordinated airport shuttle runs for Americans and Local Staff travels.
1999 -2000 – Inter-Con Security Systems Inc. – Base Radio Dispatcher/Operator
 Conducted Base-Radio Operations for the Guard Force comprising over 500 security guards
providing physical security for the United States Embassy in Monrovia. Conducted hourly
radio spot-checks to ensure the alertness of guards on duty.
