Subject:                        Use of Video Conferencing Equipment by For-Profit Private
                                Sector


Purpose

The following policy is being provided to county staff and general distribution to outline the
policy for the use of State-owned video conferencing equipment by for-profit businesses.

Effective Date

December 1, 2000

Background

Several requests were received from local businesses to the CDJFS to use the State-owned
video conferencing equipment. After legal research and past practices were evaluated, it is
decided that this is an acceptable practice. More detailed policy and rules are provided in this
policy letter.

Policy Statement

A. Video conferencing equipment may be utilized by for-profit private sector for a fee.

      •   A State-approved application for use will be completed and submitted at least 10 days
          prior to the scheduled event.
      •   If questions arise regarding the use of the equipment, the Director, or their designee,
          has final approval.
      •   All written applications must be submitted to: ODJFS, 150 E. Gay Street, 18th Floor,
          Columbus, Ohio 43232.
      •   All State-owned video conferencing equipment must be used at a State-approved
          location. No business will be permitted to remove any equipment from the location.

B.     The use must tie to the mission/vision of the Ohio Department of Job and Family
Services.

         •   The Vision Statement spelled out “ODJFS, through state and local partnerships, will
             be the nation’s premier family support and workforce development system
             contributing to skilled, healthy Ohioans, successful businesses and strong
             communities.”
         C   The application must clearly demonstrate how the use of the video conferencing equipment
             correlates to the mission/vision statement of ODJFS. An appropriate use may be, but is
             not limited to, the following:

                 hiring new employees;

                 retaining existing employees;

                 skills development;

                 relocating the business

         C   Video conferencing equipment shall not be used to assist in conducting the day-to-day
             business operations of the employer.

         $ If questions arise regarding the nature of the meeting and it’s appropriateness, the
           Director, or their designee, has final approval.

   E.        A fee will be charged to for-profit private sector for the use of State-owned
             video conferencing equipment.

             •   For-profit private sector will be charged an hourly rate of $75.00 for video
                 conferencing activities.
             •   The Ohio Department of Job and Family Services will invoice the for-profit
                 private sector employer or entity, who will in turn have 30 days from invoice to
                 submit payment.

Action Required

At locations where State-owned video equipment is located, employees responsible for the
equipment, must ensure that the policy in this document is adhered to by all effected parties.
