on 12th October , 2005
 Within 30 days of filing RTI Request with PIO, PIO either
provides the information or rejects the request for any of the

ANIL AGARWAL’S UNIVERSITY SCAM IN ORISSA
 FACTS OF THE CASE:
 In 2006, Anil Agarwal (Chairman of the Vedanta Group), aspired to set up
a University in Orissa with a budget of Rs.15,000 crore on 15,000 acres of
land.
 The Biju Janata Dal was ruling at that point of time with Naveen Patnaik
as the CM. Without any hassle they granted 8,000 acres of land and
promised to procure additional 7000 acres of land for the project across
Puri Konark Marine Drive.
 The State Government, Justice Gowda mentioned that “the
state government had violated the human rights and
fundamental rights" of thousands of land owners and the
decision came in favour of the landlords.
 The case exposed how the political bureaucrats misuse their
authority to serve the affluent individuals.
CHANDIGARH BECOMES SMOKE FREE (2007-08)
 FACTS OF THE CASE:
 The Cigarettes and Other Tobacco Products Act (COTPA),
was created to regulate the production and distribution of
Cigarettes and other tobacco substances.
 Hemant Ghosh filed over 300 RTI applications to seek
about the provisions taken by the government to put boards
for ban of tobacco smoking in public places.
 On the basis of information received through RTI applications,
Hemant filed a writ petition. The High Court ordered the
government to follow the COTPAAct and implement it firmly.
 As a result, 1800 warning boards appeared at all public places
including government departments, police stations, hospitals and
Schools. The Chandigarh police along with Ghosh came up with an
initiative to train policemen on provisions of the COTPA. Finally,
in July 2007, Chandigarh was declared smoke-free.
 On 2 October 2008, the Health Ministry declared that all public
gathering spots in India would be smoke-free.
AVINASH PRABHUME VS UIDAI
 FACTS OF THE CASE:
 At the time of Aadhar Card, the people used to register there for
their own identification. But in many cases DOB i.e. date of birth
was not mention instead of it the Year of Born was mention.
 Similar issue was happen with Avinash Prabhume. So he wrote
letter to chairman of Unique Identification Authority of India
(UIDAI) for requesting to add Date of Birth in Aadhar Card, on 9
November 2012. But after 3 reminders there was no response of
letter till January 2013.
 UIDAI reprinted and re-issued Aadhar card of Prabhume
on 29th may 2015 and certain actions are taken for card
holders who has problems about date of birth.
 On 11th February 2016 the information commissioner
(CIC) passed order that Prabhume has struggled and not
got response from public authority and so public
authority has to pay compensation of Rs.1000 to the
Appeal within 10 days.
 UIDAI paid Rs.1000 to Prabhume by Demand Draft on
2nd March 2016
 Indian Postal Service also known as Indian Post Office is a most
widely distributed postal system in the world. Indian post is run
by Indian government. It is a part of ministry communication and
Information and Technology.
 1,54,882 Post Offices out of which 89.86% are in the rural
areas.
 The post office offers various services like sorting, processing,
and delivering mail to recipients etc.
 The country’s postal service is divided into 23 circles; each of
the postal circles has a chief Postmaster General. Each postal
circle is subdivided into regions. It further gets divided into
division and subdivision. Beside 23 circles, there is also a base
circle.
 The following are the questions have been
filled:
Question 1: The amount of fund available
with Indian post for current year.
Question 2: Current Pay Structure of Postal
Service Employees.
Question 3: What was the total number of
posts sent in the year-2017
Question 4: Total number of woman and
specially Abled person working in Indian
post.
Question 5: Total number of postmen
working in Ahmadabad
Question 6: The age range of people
working in regional office.
 QUESTION :1) The amount of fund available with Indian post for
current year.
 Reply to this Query: For this query we got a table attached with it
reply
 Analysis of the Query: we get to know about how they distribute the
fund with different department but the table attached for this query was
not clearly given, so we faced some problem to analyse the table .
 QUESTION :2) Current pay structure of postal service employees.
 Reply to this Query: For current pay structure they have a 7th CPC
structure (Commission pay scale calculator) which has been recently
applied to the pay structure of government departments. it was accepted on
29th June 2016 by the government which has a 14% of increase in the
salary of employees after 6 months of evaluation.
 Analysis of this Query: we got very clear reply for this query and we also
came to know about the pay structure of the employees working in
government sector. Even about the changes taking place in the CPC pay
structure
 Question 3:What was the total number of posts sent in the year-2017?
 Reply to this Query:
RL - 142503
Express Parcel - 1
Insured Letter - 111
Insured Parcel - 390
Register Parcel - 13015
Speed Post - 110567
V P Letter - 6654
V P Parcel - 19153
Ordinary Mails - 1124092 approximate
 Analysis of this Query: : This question tried to find out the total number of posts sent in
the previous year that is 2017, so, this was the information that the Public Information
Officer provided us with the reference to the cited subject in the application filed. Hence,
the reply apparently provides the information which was sought through the RTI
application.
 Question 4: The number of women and specially able persons
working in the post office.
 Reply to the query: The response to this query came in the form
of a table.
 Analysis: The table of the statistical data of the number of women
and specially able employees also consisted of the details of the
department they worked under. Also, the data was precise and
covered the specific branch statistics as well as the same for the
whole division of Ahmedabad.
 Question 5: The total number of postmen working under the public
authority.
 Reply to the query: The response to this query came in the form of a
table.
 Analysis: The table of the statistical data of the number of women and
specially able employees also consisted of the details of the department
they worked under. Also, the data was precise and covered the specific
branch statistics as well as the same for the whole division of
Ahmedabad.
