Executive Summary
Seaport Spending Trends
• Seaport-e is the largest existing contract in the Defense Department
• Seaport-NxG is expected to account for about $5 billion annual spending
obligations in fiscal 2020 and beyond
Seaport-e has been boon for small business
• Despite limited set-asides, small business accounted for about 44 percent of
spending obligations in fiscal 2018

small-business vehicle for professional services, known as Program Management

Preparing a Seaport-NxG Onramp Bid
• The Naval Sea Systems Command (NAVSEA) intends to issue a solicitation for the
first Rolling Admissions to Seaport Next Generation (NxG) in the second quarter of
June 2021, according to a July 2019 announcement
• Proposal submission and evaluation criteria for the Rolling Admissions RFP will be
similar if not identical to the original SeaPort NxG solicitation (N00178-18-R-7000)
• The proposal evaluation will include one major determining factor as outline in
section 3.1 Evaluation Factors:
• To show recent and relevant experience in direct support of the Navy. For proposal purposes,
the Navy is defining recent as within the last five years and relevant mapping to at least one
of the subcategories listed in Section L of the solicitation.
• If the past performance requirement is met, the Navy will then proceed with evaluating
proposals based on technical capabilities. This process incudes assessing subcontracting
plans for large businesses and ability to show commitment letters within an organization, if
applicable.

Seaport NxG Subcontracting
• For a large businesses, at least 20% of the total planned subcontracted dollars
under the contract (not per task order) must be subcontracted to small businesses.
• In achieving the 20% requirement, the following specific minimum requirements
must be met:
• 5% of the total planned subcontracted dollars under the contract (not per task
order) to Small Disadvantaged Businesses,
• 5% of the total planned subcontracted dollars under the contract (not per task
order) to Women-Owned Small Businesses,

Robert Levinson is a senior defense analyst with Bloomberg Government, covering
defense spending, sequestration, international sales opportunities for military
equipment, and government contracting. He is a retired lieutenant colonel in the U.S.
Air Force with more than 20 years of service. Prior to joining Bloomberg Government,
Levinson worked for Booz Allen Hamilton as a strategic communications consultant
and in government relations for the American Israel Public Affairs Committee. He has a
bachelor’s degree from the U.S. Air Force Academy and a master’s from the University
of California, San Diego. He is also a graduate of Harvard’s program for Senior
Executives in National and International Security.

  • 16. 16 ©2019 BGOV LLC Preparing a Seaport-NxG Onramp Bid • The Naval Sea Systems Command (NAVSEA) intends to issue a solicitation for the first Rolling Admissions to Seaport Next Generation (NxG) in the second quarter of June 2021, according to a July 2019 announcement • Proposal submission and evaluation criteria for the Rolling Admissions RFP will be similar if not identical to the original SeaPort NxG solicitation (N00178-18-R-7000) • The proposal evaluation will include one major determining factor as outline in section 3.1 Evaluation Factors: • To show recent and relevant experience in direct support of the Navy. For proposal purposes, the Navy is defining recent as within the last five years and relevant mapping to at least one of the subcategories listed in Section L of the solicitation. • If the past performance requirement is met, the Navy will then proceed with evaluating proposals based on technical capabilities.
