Fleet Management can simply be defined as a term used to describe the
management of any/all aspects relating to a company’s vehicles. While fleet
vehicles can be defined as vehicles over which a company has some degree of
influence in their selection and operation.

3. The following pieces of legislation were considered when drafting this
presentation:
1. The constitution
2. The municipal Systems Act
3. National Road Traffic Act

4. The function is located in different departments in different municipalities
In some municipalities it is located in the community services department, in
some municipalities it is in the corporate services and in some municipalities it
is located in the finance department
It is not clear why the function is located in different departments but I feel it
should be located in the corporate department within the highest office
because of its legal mandate or character.
It is of course within the responsibility of different municipal entities/councils
to locate the fleet management function through their fleet management
policies

5. Oversee or manage the usage of municipal fleet by:
Ensuring that all vehicles are in good condition and safe to be used.
Ensuring that all vehicles are serviced regularly according to each vehicle’
service plan.
Ensuring that all drivers are eligible to drive the municipal vehicles.
Ensuring that all vehicles are insured with a credible insurance company.
Ensuring that drivers are trained regularly to avoid unnecessary crushes or
accidents.
Ensuring all vehicles are road worthy by monitoring their licenses.
Role of municipal fleet management units:
6. Inadequate training for fleet management units e.g. incident report writing, accidents
investigations e.tc.
As a result of poor report writing municipalities might loose a lot of cases related to
accidents
No proper fleet management systems to enable the units to monitor fleet in its
totality
In some municipalities the maintenance budget is located in their technical
departments not in fleet- No operational budget allocated for fleet management
There is no specific national framework for fleet management that can give direction
on the implementation of the function in the municipalities

municipalities
8. Establishment of drivers support system. It includes both theoretical and
practical training
Implementation of effective and proper fleet management systems.
Encouragement of public private partnerships-tracking companies(reduced
abuse of municipal vehicles, reduced fuel cost, insist compliance)
A proper implementation of employee wellness programme for drivers in
particular.
Municipalities and companies must take part in driver of the year competition
as a means of driver training (DOTY)
###Because dismissing employees is not always a remedy!!!
