This letter of reference is being offered on behalf Ms. Tiffany Woods. I have work with Ms. Woods for
over five years in two different capacities. The first was when we were both members of the Alameda
County/Oakland HIV Planning Council where we served as members of the Executive Committee. The
most recent has been in her role as a Program Manager at Tri-City Health Center (TCHC) and in my role
as the Director for the Office of AIDS Administration (OAA) for Alameda County; in which she
oversaw Prevention and Ryan White Part A and B funds provided to TCHC. Ms. Woods was very
responsive when follow-up was needed for contract negation/finalization, invoices and reports.
Ms. Woods has also been a dedicated advocate for the transgendered community in the field of HIV, but
also with elected officials, medical providers, and law enforcement. Her willingness to serve as an
advocate and educator for the transgendered community to these groups, speaks highly to her level of
understanding, care and experience with the transgendered community; and that she is one of “the go
persons” for the transgendered community in Alameda County/Oakland. In June of 2014, the OAA
highlighted her and the honor she received; The Trans 100 2014, in the Transgendered Community, a
national award. She presented her work and the on-going issues impacting the transgendered
community to over 25 public health staff.
Finally, in my role as the Director for the Office of AIDS for Alameda County, Ms. Woods has been a
true community partner by providing me with clear, professional and supportive feedback regarding the
OAA’s efforts to serve the community. Knowing I am able to go to Ms. Woods for such constructive
feedback has been invaluable.
