Introduction
Safety and health principles are universal, but how much action is needed will depend
on the size of the organization, the hazards presented by its activities, the physical
characteristics of the organization, products or services, and the adequacy of its
existing arrangements.
Many of the features of effective safety and health management are analogous to the
sound management practices advocated by proponents of quality management,
environmental protection, and business excellence. Commercially successful
companies often excel at safety and health management as well, precisely because
they apply the same efficient business expertise to safety and health as to all other
aspects of their operations.
After completing our “Human Resource Management” module, we were asked to
prepare a report on Employee Health and Safety in an organization as an assignment.
And also we were asked to do a presentation on that.
So, at first our group members got together and discussed what organization should be

Strategic Approach
Strategy
"Hoshin Kanri."
Developed by the Japanese in the 1960s and '70s, Hoshin Kanri (also called the
Hoshin Process) is a useful process for managing work towards a key strategic
initiative (a hoshin). This approach aligns all parts of an organization to accomplish
an important objective.
The Hoshin Process
Hoshin Kanri is a system for strategic planning that:
1. Selects a key objective.
2. Aligns implementation plans at all levels.
3. Implements, reviews, and improves the plan on an ongoing basis

Risk assessment and hazard identification
A risk assessment is an important step in protecting the workers and business, as well
as complying with the law. It helps focus on the risks that really matter in the
workplace – the ones with the potential to cause harm. In many instances,
straightforward measures can readily control risks.
To identify the hazards they are practicing following strategies,
Daily Health & Safety system monitoring
General, project, and site managers will ensure that a program is in place to conduct
annual assessments to determine the level of compliance to the risk management
system and the effectiveness of implemented changes.

Management System. The objective is to optimize employee health and well-being
(and therefore productivity) in line with business objectives.
This is accomplished by:
Careful employee selection

trend indicators, and reporting that all assist in the implementation of the health
program. Aspects include:
Program implementation action plans
Contingency plans (emergency response, pandemics)
Organizational plans (staffing)
Resource plans (facilities, equipment, and manpower)
Financial budgets

Training and Awareness
If employees are to make the maximum contribution to safety and health, adequate
arrangements must be in place to ensure that they have the necessary skills to do their
work safely. This means more than simply training. Experience of applying skills and
knowledge is an important ingredient and needs to be gained under adequate
supervision. Managers should know the relevant legislation and be able to manage
safety and health effectively. All employees need to be able to work in a safe and
healthy manner. It is also necessary to check the abilities of contractors where they
work close to, or in collaboration with, direct employees.
Under training and awareness Noyan Lanka is using followings,
Health & safety induction/ compliance agreement with all senior level

Operational controls
Risk assessments will determine the operational controls and procedures that must be
in place to ensure work activities are performed safely, worker health is protected, and
regulatory compliance is maintained. Regular monitoring and accountability are
necessary to ensure controls are effective.
Contractor awareness, agreement
Hot work permit system
Hot work is defined as cutting and welding operations for construction/demolition
activities that involve the use of portable gas or arc welding equipment. The hot work
permit system is intended to educate the parties involved in construction of these
hazards and to implement control measures to help mitigate them. A hot work permit
is the means by which the departments of Planning Design & Construction and Risk
Management Services can stay aware and keep track of construction activities that
involve hot work. The hot work permit also provides a step-by-step check list for hot
work fire safety and serves as a reminder to contractors of their fire prevention
responsibilities before, during, and after any hot work is conducted.
Lock out tag out systems
This procedure establishes the minimum requirements for the lockout or tag out of
energy isolating devices. It will ensure that machines or equipment are isolated from
all potentially hazardous energy, and locked out or tagged out before employees
perform any servicing or maintenance. This is done to prevent unexpected start-up or
release of stored energy that will cause an injury.
Accident & near misses analysis
Lost work hours capturing and investigations
Employee suggestions and continuous improvements

Emergency response and communication
It is Noyon Lanka’s policy to implement safety systems with the goal of preventing
all incidents; however, the company and workers must be prepared for potential
emergencies. Noyon will maintain a high degree of emergency preparedness with the
objective to minimize the impact on workers, families, the community, and operations
should an emergency occur. All personnel must be adequately prepared and have the
resources necessary for emergency response. Being prepared requires assessment of
potential emergencies, advance planning, identified emergency resources, and training
in proper response.
Performance Assessment and Measurement
It is essential to assess performance to evaluate progress against the requirements,
targets, and objectives, and to establish plans for continuous improvement.
To properly assess needs:
Conduct a systematic review of the corporate guidelines, standards, systems
and processes to verify the current standards and controls in place.
Conduct audits and assessments at determined frequencies to measure the
level of compliance and progress to the standards, and assist in the correction
and prevention of any systemic issues.
Review performance and accountability processes to indicate progress or
deviations for early corrections.
